HomeMy WebLinkAbout01-08-01COUNCIL PROCEEDINGS OF TIlE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA JANUARY 8, 2001 session in the Multi-Purpose The Common Council of the City of Jeffersonville met m regular Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 8th day of January, 2001. The meeting was called to order by Mayor Thomas R. Galligan, with Clerk and Treasurer Peggy Wilder at the desk. Also present were Council Attorney Short Leveritt, and Deputy Clerk Barbara Hollis. Mayor Galligan welcomed all in attendance, asking all those present to stand as Councilperson Ron Ellis gave the invocation. Mayor Galligan asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were Councilpersons Les Merkley, Ron Ellis, Denny Frantz, Rob Waiz, Barbara Wilson, Ron Grooms, and Vicki Conlin. Absent: None. Mayor Galligan presented the minutes of the workshop of December 27, 2000 for consideration by the Council. Councilperson Merkley made the motion to approve the workshop minutes as presented, seconded by Councilperson Conlin and carded ananimously. Mayor Galligan presented the minutes of the meeting of December 18, 2000 for consideration by the Council. Councilperson Wilson made the motion to approve the minutes as presented, seconded by Councilperson Waiz, passing unanimously. Councilperson Merkley made the motion to approve the January 4, revised agenda as! presented, seconded by Councilperson Conlin, passing unanimously. Councilperson Grooms voted nay. January 8, 2001 Page 2 of PUBLIC COMMENT: Mr. Dave Bryant brought two items to the Council's attention. Mr. Bryant suggeSts a "dut~ roster" of Councilpersons to be on call on weekends and have this available to the public throug¢ police and fire dispatchers. The Council believed the dispatchers did have the Council list w~th phone numbers. Councilperson Merkley will check to see that the dispatchers have current phone numberi. Mr. Bryant's second concern regards boat storage. Cars can be "stickered" and asks why boats can~lt be treated the same. Mayor Galligan will check the new zoning ordinance to see if boats are covered. AGENDA ITEMS: Councilperson Conlin nominated Councilperson Les Merkley to serve as Council Presiden~t for 2001, seconded by Councilperson Wilson. There being no other nominations the nominatioh passed unanimously. Council President Merkley nominated Councilperson Rob Waiz to sene aIs Council Vice President for 2001, seconded by Councilperson Conlin. There being no furthe, r nominations, the nomination passed unanimously. Council President Merkley read the list of City Council Appointments as discussed at the workshop: Solid Waste District - Vicki Conlin; Plan Commission - Rob Waiz; SIEDC - Les Merkle~; Economic Development Commission - Barbara Wilson; and Board of Public Works -Denny FrantZ. Council President Merkley made the motion to approve the list, seconded by Councilperson Conlin, passing unanimously. The current appointments to the Redevelopment Commission are Natha[~ Samuels and Bobby Campbell. Councilperson Grooms made the motion to reappoint the curren~t E vote]d members, seconded by Councilperson Conlin, passing on a vote of6-1. Councilperson llis . nay. Council President Merkley made the motion to appoint Councilpersons, Wilson, Conlin, anld Council ersoia Ellis to a committee to review the City Council Attorney contract, seconded by ' p Grooms, passing unanimously. Clerk Treasurer Wilder presented Ordinance No. 2001-OR-i, An Ordinance Amending Certain Portions Of Ordinance No. 2000-OR-39, explaining the changes. The pos~t~on of Information Technology Administrator was explained and discussed. Councilperson Grooms asked if there w~ a job description for the position and if the position had been advertised. Councilperson Conlin made the motion to pas Ordinance No. 2001-OR-1 on the first reading, seconded by Councilperson Ellis, passing unanimously. City Court Judge Vicki Carmichael appeared before the Council, inviting all to attend the firs session of City Court Night Court on January 9, 2001. Judge Carmichael then presented an~ explained the need for passage of Ordinance No. 2001-OR-2, An Ordinance Establishing h currenlt Supplemental Non-Reverting Fund For The Jeffersonville City Court. She reviewed t e program and explained the plans for an in-house program. Council President Merkley made the motion to pass Ordinance No. 2001-OR-2 on the first reading, seconded by Councilperson ConiC, passing unanimously. Department of Redevelopment Director Dave Duggins appeared before the Council r nvill! requesting passage of Ordinance No. 2001-OR-3, An Ordinance Authorizing The Jeffe so ' Department Of Redevelopment To Borrow Funds From The City Of Jeffersonville Municipal Sewe~ Fund. These requested funds will be used to continue the option/lease process, and Mr. Dugg'n~ requests passage on all three readings at this meeting. It is not expected the full amount requeste~ will be used. Mr. Duggins and Mayor Galligan explained and answered questions regarding th! environmental study. Council President Merkley made the motion to pass Ordinance No. 2001-OR-~ on the first reading, seconded by Councilperson Grooms. Councilperson Conlin said she will vot! no as she feels the Ordinance should be passed on all three readings tonight. The motion to pa~s Ordinance No. 2001-OR-3 on the first reading passed on a vote of 6-1. Councllperson Conlin vote~ no. COUNCIL COMMENTS: Councilperson Waiz stated his appreciation for being elected Council Vice President. Councilperson Wilson explained her exciting day at the inauguration of Indiana s Governqr and Lt. Governor. ~g Councilperson Grooms noted a response letter fi.om Council Attorney Leveritt regard Sanitary Sewer Board appointment. Councilperson Grooms complimented the Street Departmenlt on the recent snow removal. Changing the Council seating was discussed at the workshoi. Councilperson Grooms asked Mayor Galligan if he would object to sitting at an end so the seveh January 8, 2001 Page 4 of 5 Councilpersons could sit together. Mayor Galligan said he would rather sit in the middle. Othe[ alternative seating arrangements were discussed. Councilpcrson Grooms inquired if the Council wad interested in getting a picture taken. Cotmcilperson Grooms attended an ecumenical meeting to protest the hate crimes and vandalism at Faith Lutheran Church. It was refreshing to see all that cam together. Contributions can be made to the Church. The meeting made Councilperson Grooms fee good about the City and the Community. Councilperson Conlin noted the date for the next meeting is January 22, 2001. Council President Merkley recommended all attend the Martin Luther King celebration Louisville Gardens on Monday, January 15. There will be buses leaving t~om JeffHigh at 6:15 for: those that do not want to drive. Council President Merkley thanked the Council for electing President. He will work hard as he feels the best is yet to come as great things are happening. H hopes to move away from petty politics and be on the front page for positive activities. There W'lh be a workshop Monday, January 22, 2001 at 5:00 P.M. to set goals and discuss committee structur . n wh~t Council President Merkley asks each to come up with two goals. He wants to start working o all agree on and find common ground. It does not mean there will always be agreement, but all nee~ to work in a civil manner. Mayor Galligan noted Pet Paradise is rapidly leaving the City, the Aquatic Center has beer started, and the Little League Park is under way. Some major projects are being undertaken and ail' are on track. The Terrace Lawn is nearing completior~ A price for a barge is being worked o~.' There was a meeting today regarding Warder Park and the Jefferson Memorial. So far $300,000 h2~s been raised and it looks promising. A lot of good thing are happening. Mayor Galligan assures/all he had nothing to do with the driver that ran into the Indiana Hotel. He looks forward to workin~ with the Council this year. Mayor Galligan said the community came together at the Church Service. The community is not letting people intimidate them and drive them away from Church. The peopte: that did the damage to the Church have no respect for themselves. Mayor Galligan asks all to saY "Hi" to people, all want respect and to be talked to.
