Monday, July 23, 2001
The Common Council of the City of Jeffersonville met in budget session on Monday,
July 23, 2001 at 6:00 P.M. The meeting was held the City County Building Room 308.
Council President Les Merkley called the meeting to order at 6:28 P.M., with Deputy
Clerks Suzy Bass and Barbara Hollis at the desk.
The roll was call and those present were: Councilpersons Les Merkley, Ron Ellis, Denny
Frantz, Rob Waiz, Barbara Wilson, Ron Grooms, and Vickie Conlin. Absent: None.
Council President Merkley announced there will be an executive session Monday, July
30, 2001 at 7:00 P.M.
Council President Merkley presented and reviewed the budget calendar. Councilperson
Conlin made the motion to approve the schedule as presented, seconded by
Councilperson Wilson, passing on a vote 0£6-0. Council President Merkley did not vote.
The Council agreed to go over the Common Council budget.
The health insurance funding for 2002 was discussed. Deputy Bass reviewed the
expenditures from the fund. She will prepare a report for the Council.
Councilperson Ellis asked for information on the cost of benefits per employee.
The unemployment payment was discussed. Currently the City is on a "pay as you go"
plan. The cost of insuring will be compared to the current plan.
Following discussion, Councilperson Grooms made the motion to reduce line item 210
(Office Supplies) from $2,500 to $1,500, seconded by Councilperson Conlin, passing on
the following roll call vote:
Ayes: Councilpersons Frantz, Waiz, Wilson, Grooms, Conlin.
Nays: None.
Abstain: Councilperson Ellis.
No vote: Council, President Merkley.
All line items in the three hundred series ~vere discussed.
Councilperson Ellis made the motion to contribute $5,000 to Clark County Health Care
Clinic, approving the claim, seconded by Councilperson Conlin passing on a vote of 5-0.
Council President Merkley did not vote.
Following discussion, Councilperson Ellis made the motion to delete line item 394,
District Council Projects, seconded by Councilperson Waiz, passing on a vote of 5-0.
Council President Merkley did not vote.
Councilperson Grooms would like to see a city beautification fund. This was discussed.
Following discussion, Councilperson Grooms made the motion to include a line in the
2002 Council budget for Howard Steamboat Museum in the amount of $2,000, seconded
by Councilperson Wilson, passing on a vote of 5-0. Council President Merkley did not
vote.
Councilperson Ellis would like to see a list of vehicles.
Council President Merkley asked the Council to get with him, or the Department Head, if
they have any questions on any of the budgets.
Councilperson Grooms asked if the Council wanted to keep the Youth Director in the
Mayor's budget. Discussion followed with no vote taken. Councilperson Wilson said
she would like an update on the Youth Commission activities.
Council President Merkley reviewed the budget schedule. Council President Merkley
distributed IACT Conference registration forms asking alt interested in attending to file a
claim for registration with the Clerk Treasurer's office.
There being no further discussion, Councilperson Conlin made the motion to adjourn at
7:55 P.M., seconded by Councilperson Grooms.
