HomeMy WebLinkAbout11-17-2003COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA November 17, 2003 The Common Council of the City of Jeffersonville, Indiana met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:30 P.M. on Monday, November 17, 2003. Council President Rob Waiz, with Clerk Treasurer Peggy Wilder at the desk, called the meeting to order. Also present was Deputy Clerk Barbara Hollis. Council President Waiz welcomed all in attendance, asking all those present to stand as Councilperson Ron Ellis gave the invocation. Council President Waiz then asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were; Councilpersons Ron Ellis, Les Merkley, Denny Frantz, Rob Waiz, Barbara Wilson, Ron Grooms, and Vicki Conlin. Absent: None Councilperson Merkley made the motion to remove Agenda Item #11, An Ordinance Annexing Contiguous Tenitory, due to questions regarding the advertisement for a public hearing, second by Councilperson Grooms, passing on a vote of 6-0. Council President Waiz did not vote. Council President Waiz presented the minutes of the meeting of November 10, 2003 for approval. Councilperson Ellis made the motion to approve the minutes as presented, second by Councilperson Wilson, passing on a vote of 6-0. Council President Waiz did not vote. Clerk Treasurer Wilder presented the claim list for consideration by the Council, explaining two additional claims, one payable to Hannum, Wagle & Cline and the other to Bank One. Councilperson Conlin asked when the vote was taken to not go forward with the east end firehouse. Clerk Treasurer Wilder will research the minutes. Following discussion, Conncilperson Merkley made the motion to table the additional claim to Hannum, Wagle & Cline as well the claim on the list for Hannum, Wagle & Cline, second by Councilperson Conlin, passing on a vote of 6-0. Council President Waiz did not vote. Councilperson Merkley then made the motion to approve the claim November 17, 2003 2 list as amended, adding the claim to Bank One, second by Councilperson Grooms, passing on a vote of 5-1. Councilperson Ellis voted against passage and Council President Waiz did not vote. PUBLIC COMMENT: There was no pubhc comment. AGENDA ITEMS: Councilperson Merkley made the motion to pass Ordinance No. 2003-OR-38, An Ordinance Granting Petition To Vacate A Public Way In The City Of Jeffersonville, on the second and third readings, second by Councilperson Conlin, passing on a vote of 6-0. Council President Waiz did not vote. Councilperson Merkley presented Ordinance No. 2003-OR-40, An Ordinance Fixing Basic Salaries Of Elected Officials Of The City Of Jeffersonville, Indiana For The Year 2004. Councilperson Merkley said the Ordinance reflects an increase of 12%, which is an average of 3% per year over four years. Councilperson Grooms made the motion to amend Ordinance No. 2003-OR-40 to allow an increase of 8% for the Mayor, Clerk Treasurer, and City Judge and no increase for the Council. The motion failed due to lack of a second. Councilperson Grooms then made the motion to amend Ordinance No. 2003-OR-40 to allow for an 8% increase for the Mayor, Clerk Treasurer, City Judge, and the Council, second by Councilperson Merkley, passing on a vote of 5-1. Councilperson Frantz voted against passage of the amendment. Councilperson Merkley then made the motion to pass Ordinance No. 2003-OR-40 as amended on the first reading, second by Councilperson Frantz, passing on a vote of 6-0. Council President Waiz did not vote. COUNCIL AND MAYOR COMMENTS: Councilperson Conlin said she will call the Mayor's Office regarding a problem with trees that had been cut down and nothing has been done about getting them removed. Councilperson Conlin then welcomed the group of students from Jeffersonville High School government class. She asks ail to support girl's basketball. November 17, 2003 3 Council President Waiz said he appreciates all for coming, and invites all to come to "Light Up Jeffersonville" this Thursday at 6:00 P.M.
