COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE- INDIANA
December 19. 2003
The Common Council of the City of Jeffersonville, Indiana met in special session
~n the Mayor's Conference Room in the City-County Building, Jeffersonville, Indiana, at
5:00 P.M. on Friday, December 19, 2003.
Council President Rob Waiz, with Clerk Treasurer Peggy Wilder at the desk,
called the meeting to order. Also present was Deputy Clerk Barbara Hollis. Council
President Waiz welcomed all in attendance, asking all those present to stand as
Councilperson Ron Ellis gave the invocation. Council President Waiz then asked all
those present to join him in the pledge of allegiance to the flag.
The roll was called and those present were; Councilpersons Ron Ellis, Les
Merkley, Denny Frantz, Rob Waiz. and Ron Grooms.
Absent: Councitpersons Barbara Wilson and Vicki Conlin.
Councilperson Ellis made the motion to add to the revised agenda Ordinance No.
2003-OR-43 and Ordinance No. 2003-OR-42. second by Councilperson Merkley, passing
on a vote of 4-0. Council President Waiz did not vote. Councilperson Merkley then
made the motion to approve the revised agenda as amended, second by Councilperson
Grooms, passing on a vote of 4-0. Council President Waiz did not vote.
Council President Waiz presented the minutes of the meeting of December 15.
2003 for approval. Councilperson Grooms made the motion to approve the minutes,
second by Councilperson Merkley, passing on a vote of 4-0. Council President Waiz did
not vote.
Clerk Treasurer Wilder presented the claim list for consideration by the Council
explaining an additional claim. Council President Waiz has talked again to Mr. Wagle
and will be setting up a meeting to review the claim for Hannum, Wagle, and Cline.
Councilperson Merkley made the motion to approve the claims, adding the additional and
tabling the claim for Hannum. Wagle, and Cline, second by Councilperson Grooms,
passing on a vote of 4-0 Council President Waiz did not vote.

There was no public comment.
AGENDA ITEMS:
Clerk 7reasurer Wilder presented Ordinance No. 2003-OR-44. An Ordinance
Transferring Certain Funds Within same Department (Fire Department). Councilperson
Grooms made the motion to pass Ordinance No. 2003-OR-44 on the second and third
readings, second by Counciiperson Ellis passing on a vote of 4-0. Council President
Waiz did not vote.
Clerk Treasurer Wilder presented Ordinance No. 2003-OR-45, An Ordinance
Transferring Certain Funds Within Same Department (City Attorney). Councilperson
Grooms made the motion to pass Ordinance No. 2003-OR-45 on the second and third
readings, second by Councilperson Merkley, passing on a vote of 4-0. Council President
Waiz did not vote.
Ordinance No. 2003-OR-48, An Ordinance Granting Petition To Vacate A Public
Way In The City Of Jeffersonville. Council President Waiz explained the area and need,
asking for public comment. As there was no public comment, Councilperson Ellis made
the motion to pass Ordinance No. 2003-OR-48 on the second and third readings, second
by Councilperson Grooms, passing on a vote of 4-0. Council President Waiz did not
vote.
Ordinance No. 2003-OR-49, An Ordinance Granting Petition To Vacate A Public
Way In The City Of Jeffersonville was introduced and announced as a public heating.
Mr. Monty Snelling asked for an explanation of the area and the intended use.
Councilperson Groom feels more study is needed. There being no further comment,
Councilperson Grooms made the motion to table Ordinance No. 2003-OR-49, second by
Councilperson Ellis, passing on a vote of 4-0. Council President Waiz did not vote.
Clerk Treasurer Wilder presented and explained Ordinance No. 2003-OR-50 (A-
H), An Ordinance Transferring Certain Funds Within Same Department. Councilperson
Ellis made the motion to suspend the rules, second by Councilperson Frantz, passing on a
vote of 5-0. Councilperson Ellis then made the motion to pass Ordinance No. 2003-OR-
50 (B, C, D, E, F, and H) on all three readings, second by Councilperson Frantz, passing
on a vote of 5-0.

Clerk Treasurer Wilder presented Ordinance No. 2003-OR-40, An Ordinance
Fixing Basic Salaries Of Elected Officials Of The City Of Jeffersonville, Indiana For The
Year 2004 explaining this has been advertised as a public hearing for the third and final
reading. Council President Waiz asked for public comment. As there was no public
comment, Councilperson Merkley made the motion to pass Ordinance No. 2003-OR-40
on the third and final reading, second by Councilperson Frantz, passing on a vote of 4-1.
Councilperson Grooms voted against passage.
Ordinance No. 2003-OR-43, An Ordinance Transfen/ng Certain Funds Within
Same Department (Vehicle Maintenance) was presented. Councilperson Merkley made
the motion to pass Ordinance No. 2003-OR-43 on the second and third readings, second
by Councilperson Frantz, passing on a vote of 4~0. Council President Waiz did not vote.
Ordinance No. 2003-OR-42, An Ordinance Vacating Public Way was presented
for consideration. Following discussion. Counciiperson Merkley made the motion to
table Ordinance No. 2003~OR-42, second by Councilperson Ellis. passing on a vote of 4-
0. Council President Wai2 did not vote.
COUNCIL .AND MAYOR COMMENTS:
Council President Waiz thanked those that came to the meeting.
As there was no further business to come before the Council, the meeting was
adjourned 5:35 P.M.
