A RESOLUTION ADOPTING ROBERT'S RULES OF ORDER AS
COMMON COUNCIL'S RULES OF PROCEDURES
WHEREAS, the Common Council of the City of Jeffersonville requires certain rules to
establish its basic structure and manner of operation.
WHEREAS, there is a need for the Common Council of the City of Jeffersonville to
formally adopt rules of procedures, principally because there may be a disagreement or a lack of
tmderstanding as to what is parliamentary law regarding points that can affect the outcome of
substantive issues.
WHEREAS, the Common Council of the City of Jeffersonville is free to adopt any rules it
may wish provided that, in the procedure Of adopting them, it conforms to parliamentary law or its
own existing rules.
WHEREAS, the only limitations upon the rules that the Common Council of the City of
Jeffersonville can thus adopt might arise from the national, state, or local law affecting the Common
Cotmcil.
WHEREAS, the Common Council of the City'of Jeffersonville finds that certain rules are
necessary for the orderly transaction of its meetings and to facilitate the smooth functioning of the
Common Council and to provide a firm basis for resolving questions of procedure that may arise.
WHEREAS, the Robert's Rules of Order offer a codification of the rules and practices by
providing the best method yet devised to enable the Common CoUncil of the City of Jeffersonville
to arrive at the general will on the maximum number of questions of varying complexity in a
minimum time and under all kinds of internal climate ranging from total harmony to hardened or
impassioned division of opinion.
NOW, THEREFORE, BE IT HEREBY RESOLVED by the Common Council of the City
of Jeffersonville, that the Robert's Rules of Order, Newly Revised, 9th Edition, shall be the rules and
practices of the Common Council.
Passed and adopted by the Common Council of the City of Jeffersonville, Clark County,
Indiana on this __ day of ,2000.
