COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, iNDIANA
December 15, 2003
The Common Council of the City of Jeffersonville, Indiana met in regular session
in the Mayor's Conference Room in the City-County Building, Jeffersonville, Indiana, at
7:30 P.M. on Monday, December 15, 2003.
Mayor Tom Galligan, with Clerk Treasurer Peggy Wilder at the desk, called the
meeting to order. Also present were City Attorney Anne Marie Galligan and Deputy
Clerk Barbara Hollis. Mayor Galligan welcomed all in attendance, asking all those
present to stand as Councilperson Ron Grooms gave the invocation. Mayor Galligan then
asked all those present to join him in the pledge of allegiance to the flag.
The roll was called and those present were; Councilpersons Ron Ellis, Les
Merkley, Denny Frantz, Rob Waiz, Barbara Wilson, Ron Grooms, and Vicki Conlin.
Absent: None
Councilperson Merkley made the motion to amend the agenda to include item
#14A, Ordinance Granting Petition To Vacate Public Way, and item #1lA, Ordinance
Transferring Certain Funds Within Same Department, second by Council President Waiz,
passing on a vote of 7-0. Councilperson Merkley then made the motion to approve the
agenda as amended, second by Councilperson Ellis, passing on a vote of 7-0.
Mayor Galligan presented the minutes of the meeting of December 1, 2003 for
approval. Councilperson Wilson made the motion to approve the minutes, second by
Councilperson Conlin. Councilperson Grooms asked that the spelling of the name of Ms.
Pat Lawry be corrected to Ms. Pat Lowery. The motion passed on a vote of 7-0.
Clerk Treasurer Wilder presented the claim list for consideration by the Council
explaining one correction. Council President Waiz made the motion to approve the
claims as presented with the exception of the claims for Hannum, Wagle, & Cline,
second by Councilperson Conlin. Council President Waiz has talked with Mr. Cline and
Mr. Wagle and will have further discussion this week. The motion passed on a vote of 7-

PUBLIC COMMENT:
Mr. Henry Sanders, a resident of the historic district appeared before the Council
to encourage passage of the preservation of historic homes ordinance.
AGENDA ITEMS:
Ms. Sharon Marra, Director of the Solid Waste District, presented a Household
Hazardous Waste Award, and a plaque from Governor Keman. Director Marra explained
the program and the financing. Mayor Galligan thanked Director Matra saying she has
been innovative and has done a good job.
Clerk Treasurer Wilder explained the need for passage of Ordinance No. 2003-
OR-44, An Ordinance Transferring Certain Funds Within Same Department (Fire
Department). Council President Waiz made the motion to pass Ordinance No. 2003-OR-
44 on the first reading, second by Councilperson Wilson, passing on a vote of 7-0.
Clerk Treasurer Wilder next explained the need for passage of Ordinance No.
2003-OR-45, An Ordinance Transferring Certain Funds Within Same Department (City
Attorney). Council President Waiz made the motion to pass Ordinance No. 2003-OR-45
on the first reading, second by Councilperson Conlin, passing on a vote of 7-0
City Attorney Anne Marie Galligan explained Ordinance No. 2003-OR-46, An
Ordinance Annexing Contiguous Territory By 100% Voluntary Petition, asking for
public comment. There was no public comment. Councilperson Grooms made the
motion to pass Ordinance No. 2003-OR-46 on the first reading, second by Councilperson
Conlin, passing on a vote of 7-0.
City Attorney Galligan next explained the need to pass Resolution No. 2003-R-
20, A Resolution Delineating The Boundaries Of The Jeffersonville Riverfront
Development Area. Councilperson Conlin made the motion to pass Resolution No. 2003-
R-20, second by Council President Waiz, passing on a vote of 7-0:
Councilperson Merkley explained and read portions of Ordinance No. 2003-OR-
47, An Ordinance Establishing Demolition Waiting Period For Structures Within The
National Register Historic District Or Individually Listed In The National Register Of
Historical Places. Councilperson Merkley asked that a $35 fee be added to paragraph #4
and "at the property owner's cost;" be stricken. Councilperson Merkley made the motion
to suspend the rules, second by Councilperson Conlin, passing on a vote of 7-0.

Councilperson Merkley then made the motion to pass Ordinance No. 2003-OR-47 on all
three readings, second by Councilperson Conlin. Councilperson Merkley made the
motion to amend paragraph #5 to delete "city's" and add Jef£ersonville Historic, second
by Councilperson Conlin, passing on a vote of 7-0. The motion to pass Ordinance No.
2003-OR-47 as amended passed on all three readings on a vote of 7-0. Mayor Galligan
said this is a good Ordinance.
City Attorney Galligan explained the area for Ordinance No. 2003-OR-48, An
Ordinance Granting Petition To Vacate A Public Way In The City of Jeffersonville.
Council President Waiz made the motion to pass Ordinance No. 2003-OR-48 on the first
reading, second by Councilperson Conlin, passing on a vote of 7-0.
COUNCIL AND MAYOR COMMENTS:
Councilperson Grooms noted this is the last regular meeting for this Council,
giving thanks to those that have served. It has not always been easy, but has been a good
group. Councilperson Grooms thanks Tom Galligan saying they have not always agreed,
but the record will show Tom has been one of the most progressive. Seldom has the
amount of work on infrastructure been seen. He applauds and thanks Tom. He
appreciates all the work he has done. Councilperson Grooms thanked Tom for serving
eight years.
Councilperson Conlin thanked all for the last four years and those that served with
her the previous four. She thanks Tom and Anne Marie for what they have done. There
have been some ups and downs. She is proud of what has been done. Councilperson
Conlin thanks all for the opportunity to serve and she will miss all. She hopes some day
to come back.
Council President Waiz has enjoyed working with all and has enjoyed the
support.
Mayor Galligan said it has been a wonderful eight years. He has enjoyed it and
hated it. He has mixed emotions. He thanks Phil McCauley and Anne Marie, for all the
help, telling a story of the decision of Vogt Vale to move to Jeffersonville. He was told
that Phil was the sharpest guy and Ann Made never had a problem, only a challenge.
Mayor Galligan said he has been one of a group that has made things happen. The

community did a great job. Things will always work out. He has enjoyed it, had a great
time, and enjoyed seeing the community learn to believe in itself.
There being no further business to come before the Council, the meeting was
adjoumed 8:10 P.M.
