HomeMy WebLinkAbout1985-R-57 RESOLUTION NO. ~r~ RESOLUTION OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA, APPROVING THEREOF AND FILING OF AN APPLICATION OF THE FEDERAL SECTION 8 HOUSING PROVISIONS TO THE JEFFERSONVILLE HOUSING AUTHORITY WHEREAS, under the provisions of Title II-Section 201 of the Housing and Community Development Act of 1972 (P.L. 93-383), amending the Housing Act of 1937, local housing authorities may receive financial assistance through the Section 8 "Lower Income Housing Assistance" program for the purpose of providing low-rent housing by leasing dwelling units in privately owned structures; and, WHEREAS, the Housing Authority of the City of Jeffersonville is coordinating the Formula Housing Voucher Program and is apply- ing for 40 Housing Voucher units; WHEREAS, such provisions may not apply to any locality unless the governing body of the locality has by resolution approved the application of such provisions to such locality. NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, CLARK COUNTY, INDIANA, THAT: The provisions of Title II Section 201 of the Housing and Cormnunity Development Act of 1972 (P.L. 93-383), amending the United States Housing Act of 1937, relating to the Section 8 "Lower Income Housing Assistance" program shall be applicable to the Housing Authority of the City of Jeffersonville, Indiana. Through this program privately-owned standard housing is leased and rents are subsidized for low income families. Mr. carroll G. Further, EUD will neither prepare nor forward that Annual Contributions Contract (ACC) until your Authority has submitted, and ~UD has approvedr all d0cuments indicated by an X below: 1. In connection with a Rental Rehabilitation Program -- to reflect the s ec~q~Authority policies and procedures for selecting applicants to receive housing assistance- b. In connection with Housing Voucher~ --,to reflect the special Authority policies and procedures for -selecting applicants to receive housing assistance, the computations of housing assistance payments, and the inapplicability of the 30 percent cap on a tenant's contribution toward rent. c. In connection with project self-Sufficiency -- to reflect the s~ecia%.. Authority policies and procedures for: selecting applicants to receive housing assistance; the timing of the issuance of Section 8 Certtftcates~ the criteria for removal of participants from ProJeot Self-Sufficiency prior to the issuance of Certificates; and, if the Section 8 waiting list is to be opened for Project Self-Sufficiency, the criteria to be used in opening the waiting list. 5. Ix]. An Equal Opportunity Housing Plan (Form ~UD-914) and a Certificate (Form HUD-916). Again, as applicable, this Plan shall also be modified pursuant to the subject-matter set out above in 94 a. through c. 6. Ix]. A schedule of Allowances for Utilities (Form HUD-52667), or a written statement that the Authority will continue to utilize the Schedule previously approved by HUD (giving the date of that schedule). 3 7.
