RESOLUTION DECLARING LIVING CONDITIONS AT
CLARK ARMS APARTMENTS AN EMERGENCY sITUATION
WHEREAS, Clark Arms ApartmentS was constructed as public
housing in the city of jeffersonville, Indiana, in 1968; and
WHEREAS, Clark Arms ApartmentS at the time was constructed
without the installation of a central air conditioning system
or appropriate duct work for the same; and
WHEREAS, the inadequacy of existing window unit air
conditioners, in conjunction with the inability of some
residents to be able to afford the installation of such units
creates unhealthful living conditions for the residents of
Clark Arms given the annual combination of unbearable heat and
h~midity throughout the OhiO Valley which is experienced to its
fullest degree in jeffersonville, Indiana.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of
the city of jeffersonville, Indiana, that it believes the
situation at Clark Arms to be an emergency situation for the
residentS given the heat and humidity conditions at that
residence and the inadequacy of existing window air condi-
tioners to provide suitable living conditions for the public
housing at site, and that the council further lends its
its Department of Housing in all efforts to
that
full support to
obtain emergency
Urban Development
funding from the Department of Housing and
(HUD) in refurbishing said building with a
central air sYStem, or alternatively, the installation of
appropriate windows and individual air conditioners which will
more effectively create healthful living conditions for the
residents at that building. The Council further urges the
Department of Housing and Urban Development to favorably regard
the jeffersonville Department of Housing's request for such
emergency funding to alleviate the unconscionable ventilation
and cooling problems which exist at clark Arms.
