MINUTES
April 3,2024

PRESENT(VIRTUAL):
CALL TO ORDER: Mayor Mike Moore called the meeting to order at 9:31 a.m. in the Mayor's
Conference Room in City Hall. The meeting was held in person and streamed on the City's Website.
Andy Crouch and Rob Waiz served on the board.
APPROVAL OF THE MINUTES: Mr. Waiz made the motion to approve the minutes from March 27, 2024.
Mr. Crouch seconded the motion; motion passed, 3-0.
APPROVAL OF PAYROLL: Mr. Crouch made the motion to approve the payroll. Mr. Waiz seconded the
motion; motion passed, 3-0.
OLD BUSINESS:
None
NEW BUSINESS:
1. Andy Crouch/Kat Wang-Request for approval of(4) Artisan Agreements for the Falls Landing
sculpture—Mrs. Wang advised these artisan agreements were for six sculptures to be
completed at Falls Landing. She does have the money in her budget. One artist is doing three of
the sculptures.
Mr. Waiz made a motion to approve the Artisan Agreements and Mr. Crouch seconded the
motion; motion passed, 3-0.
2. Scott McVoy-Review of quotes for purchase of a new K9 vehicle for the Police Department and a
new Dodge Durango—Assistant Chief McVoy advised these quotes are for the purchase of a
new K9 vehicle as well as a Dodge Durango. Assistant Chief McVoy advised they do have the
money in their budget. City Attorney Merkley advised the quote from Bachman for a 2023
Charger was in the amount of$36,165 and 2024 Durango $44,025. The quote from John Jones
for a 2023 Durango was in the amount of$43,095. Mr. Merkley stated that Bachman did not
have a 2023 Durango. For a 2023 Dodge Charger John Jones quoted $36,011. Mr. Merkley
recommended taking the quotes under advisement for legal review.
Mr. Crouch made a motion to take the quotes under advisement and Mr.Waiz seconded the
motion; motion passed, 3-0.
3. Shawn Grant-Request for approval of contract between the Fire Department and Brian
Woodring for mental health services—Deputy Chief Sharp advised this contract was for mental
health services and they do have the money in their budget. It is a part of their mental health
program. Mr. Woodring is the same individual that assists the Police Department.
Mr. Crouch made a motion to approve the contract and Mr. Waiz seconded the motion; motion
passed, 3-0.
4. Heather Metcalf-Request for approval of contract between the City and JP Morgan Chase Bank
for City credit cards—Mrs. Metcalf stated this agreement with Chase Bank was for the renewal
for the City Credit Cards.
Mr.Crouch made a motion to approve the contract and Mr.Waiz seconded the motion; motion
passed, 3-0.
Mayor Moore thanked all of the Departments for responding last night and to Mrs. Metcalf for
coming in to be there as the Finance person, a lot of people may not even consider the need and
importance of tracking the costs of everything. It was a very scary night in Jeffersonville last
night. He is still amazed the person in the car that had the semi land on top of it survived. He
was told that ten people were injured with no major injuries which is very fortunate. The East
End of the City was hit hard. Mayor Moore said he went to Sundancer and the police were
blocking off Boulder Creek around the Brook Hollow area. Those areas had major damage but
no fatalities. Mayor Moore said he could not emphasize enough the City's response and speed
in which things were handled. Trees and debris were already being cut and removed from
streets last night. The City was going to put out dumpsters into neighborhoods for the annual
spring cleanup this week however that will now be delayed by a week to make sure the areas
that were impacted by the tornado have access to the dumpsters. Mayor Moore said he would
like something set up where if a resident needed help removing a tree from their yard; people in
the City pay a lot of taxes and it will probably push employees into overtime but he would like
that offered to the residents but only at their request and not without their permission. If a
resident would like to request that assistance please call the Jeffersonville Street Department.
Mayor Moore also thanked the other local municipalities for jumping in and assisting last night
as well. Mayor Moore said he was made aware of an incident last night where someone needed
a room and they went to the firehouse and was not able to utilize the assistance from the Red
Cross. He would like to have a conversation with the Red Cross and make sure if someone
shows up in need they are helped. If the Red Cross will not do it immediately then the City of
Jeff will. He will look into that and make sure whatever the issue was it is corrected. Mayor
Moore thanked everyone again for their hard work and response.
5. Andy Crouch—Request for road closure between Buckthorn and King Road—Mr. Crouch stated
there was a clearing contractor on Charlestown Pike that is working to clear right of ways for
utilities. They have done a great job so far but they have run into an issue in which they really
need to get out into the roadway in order to do the work so they are not working on private
property. This section is between Buckthorn in Raintree Ridge and King Road. They would like
permission to close that section of the road on Monday and Tuesday of next week (April 8-9).
Mr. Crouch said he does not intend to put any detours in places; Raintree Ridge can get out
through either Old Salem or Shungate and everything south of King Road will be able to get out
down Utica Road all the way to Holmans Lane. Mr. Crouch will post signage of the closure ASAP.
Mr. Crouch made a motion to approve the closure and Mr. Waiz seconded the motion; motion
passed, 3-0.

Mr. Merkley stated he had nothing for the attorneys report.
