Omnibus Resolution of Assurances Regarding
City of Jeffer~onville, Indiana's Step 3 ADpliuation
For Its Wastewater Treatment Plant
WHEREAS:
WHEREAS:
THEREFORE:
The City of Jeffersonville, Indiana, intends to
make application for Step 3 Federal Construction
Grant Funds from the U.S. EPA pursuant to
PL 92-500 as amended and in compliance with
relevant rules and regulations set forth in
Title 40 of the Code of Federal Regulations; and
The City of Jeffersonville, Indiana, also
intends to apply for a state grant for
construction of a Municipal Water Pollution
Control Project; and
Be it resolved that the City of jeffersonville,
Indiana, makes the following assurances relevant
to, participation in the U.S. EPA and Indiana
Stream Pollution Control Board Construction
Grants Programs:
1. That the City of Jeffersonville, Indiana, shall
expeditiously initiate and complete the project in accordance
with the project schedule contained in the grant application
and agreement..
2. That the proposed facilities described in the
facilities plan have been certified as being in conformity with
the appropriate approved area wide 208 Water Quality Management
Plan.
3. That City of Jeffersonville, Indiana, will implement
the approved user charge system through a sewer use ordinance,
rate ordinance and an intermunicipal service agreement
throughout the useful life of the facilities.
4. That City of Jeffersonville, Indiana, has not
knowingly used any individual or organization on the
U.S. master list of debarments, suspension, or voluntary
exclusions.
5. That reasonable access to grant funded waste
treatment components on private property will be maintained and
that access will be assured prior to construction of the
project.
6. That the existing population in the community will
connect to the proposed system within a reasonable amount of
time after project completion.
7. That City of jeffersonville, Indiana, will take six
affirmative steps required by 40 CFR 31.36 to utilize small,
minority, women's and labor surplus area businesses.
8. That the costs provided in the Financial Capability
Analysis submitted with the Facilities Plan have not changed
significantly and therefore are still valid at an estimated
monthly cost-per residential connection ranging from $14.00 to
$20.00.
