Pursuant to Agreement for Technical Services dated January 20,2022
Project Information
Services Name: Combined Sewer Overflow(CSO) Long Term Control flan (LTCP) Post-Construction
Compliance Monitoring(PCCM).
Services Description: ENGINEER will perform CSO LTCP PCCM including reviewing CSO flow data
measured from March 28, 2023, (when the CSO storage interceptor became fully operational) to
December3I,2023;updating the XPSWMM model:simulating the rainfall events from March 28,2023,
to December 31, 2023; comparing modeled CS() discharges with measured CSO discharges; and
preparing a report.
Scope of Services
ENGINEER will provide the following services to OWNER:
1. Attend one project kickoff meeting with OWNER.
2. Attend up to three progress meetings with OWNER.
3. Review the 2023 rainfall and CSO flow data collected by OWNER.
4. Compare and summarize the CSO flow data measured by the flow meters with the CSO flow
data measured by the CSO storage interceptor supervisory control and data acquisition(SCADA)
system. Recalculate the Flow data measured by the CSO storage interceptor SCADA system
from March 28,2023, to October 12, 2023, (when the CS() flow calculation formulas were
inserted in the ('SO storage interceptor SCADA system). II'the data are significantly different,
obtain flow meter installation and programming information from OWNER and review the
information to evaluate potential explanations for the discrepancies. Field services, including
confined space entries, are not included in this Task Order.
5. Review available intimation from OWNER regarding the discovery of additional weir walls
found in the combined sewer system. The weir ‘‘'alls appear to be directing where dry weather
flows go at locations where flow can go in more than one direction.Assist OWNER in evaluating
whether to update the XPSWMM model with the additional weir walls. Update the model as
directed by OWNER.
6. Review the implementation schedules, as-built drawings, and other available information from
OWNER for the projects listed below. Integrate projects that were completed before
March 28,2023, into the XPSWMM model. For projects in progress alter March 28, 2023,
integrate projects into the model chronologically and create models corresponding to each set of

combined sewer system conditions that existed during each rainfall event from March 28,2023,
to December 3I,2023.
a. Eighth Street Phase 2 Stormwater Separation (estimated in model).
b. Eighth Street Underground Stormwater Detention Basin(estimated in model).
c. CSO Storage Interceptor(estimated in model).
d. Wall Street Outfall Upgrade(estimated in model).
e. CSO Storage Interceptor CSO Slide Gate Settings(estimated in model).
CSO Storage Interceptor Sluice Gate Settings(estimated in model).
g. Maple Street Sewer Lining.
h. Market Street Sewer Lining.
7. Review the Tenth Street Lill Station pump maintenance schedule collected by OWNER and
effluent flow data collected by OWNER on the 24-inch and 36-inch force mains from March 28,
2023, to December 31, 2023. Assist OWNER in evaluating how to use the data to characterize
the Tenth Street lilt station capacity in the XPSWMM model that existed during each rainfall
event. Update the model as directed by OWNER.
8. Simulate the rainfall events from March 28,2023, to December 31,2023, using the XPSWMM
model that corresponds to the collection system conditions that existed during each rainfall event.
�). Compare and summarize the CSO discharge data collected by OWNER with the CSO discharge
data generated by the XPSWMM model.
I D. Prepare and submit a draft report to OWNER for review.
I I. Integrate OWNER comments,as appropriate. Prepare and submit final report.
12. Summarize the CSO storage interceptor surcharging measured by the CSO storage interceptor
SCADA system from March 28, 2023, to December 31, 2023. Assist OWNER in evaluating
when and how to update the('SO slide gate settings to reduce CSO discharge at the Spring Street
• CSO near the overlook, reduce total CSO.and increase CSO storage capacity.
13. Review and summarize the programming of the pumps and influent grit removal slide gates at
the Tenth Street I.ift Station.Assist OWNER in evaluating up to two options to potentially reduce
existing operational deficiencies.
14. Assist OWNER with review of current CSO storage interceptor SCADA alarm settings for
potential reprogramming.
Compensation
OWNER shall compensate ENGINEER for Services under this Task Order on an hourly rate basis plus
expenses an estimated lee of$65.000.
