Mr. Len Ashack, Director City of Jeffersonville Wastewater Department 423 Lewman Way Jeffersonville, IN 47130 Dear Mr. Ashack, Thank you for asking Webster Environmental Associates, Inc. (WEA) to submit this Agreement for the above referenced project. This Agreement is based on the meeting held on January 24, 2024 following the review of proposals for the Jeffersonville Collection System Calcium Nitrate Solution Supply and Odor Control Service. Jeffersonville currently has a contract with Aulick to supply calcium nitrate for their wastewater sewer collection system. That Vendor provides the chemical and conducts some basic monitoring. With implementation of the new contract to be in effect in February or March, additional efforts are expected from the Vendor. WEA has been asked to provide assistance managing this project and make recommendations for the best interest of Jeffersonville as it relates to odor control chemical supply and equipment service. WEA will serve as Jeffersonville's advocate on the contract to ensure efficient use of available resources and effective odor control. WEA shall provide the following scope of work (to be provided at Jeffersonville's request): • Assist with the setup of the contract with the successful Vendor. Provide the Request for Proposals document with all Addenda items inserted to be used as a concise basis for contractual requirements. • Review information regarding factors impacting H2S and odor production in Jeffersonville's collection system. Refine the Condition Assessment information to provide a technically defensible basis for prioritization of resources. Assist Jeffersonville with working through the Decision Matrices for prioritizing each of the chemical feed sites and establishing performance goals for each site. • Work with the Vendor to refine the formatting of the reports to make sure they include all of the information that is truly helpful to Jeffersonville in making dosage adjustment decisions. For instance, - Develop chemical usage budgets for each location and monitor the progress in each report. - Identify how much chemical was used at each of the stations in previous month,not just how much was used in total. - Provide status of chemical budget relative to projections for the month and the year. - Additionally, WEA will incorporate information from others to ensure optimal reporting and service. • Review and comment on information provided in each of the Vendor's monthly reports. T,. • Webster Environmental Associates, Inc. • At each of the monthly report review meetings,review test results and use the dosage adjustment tool to assist Jeffersonville is deciding if dosage at each site should be adjusted. • Provide some evaluation as to why H2S levels are higher than anticipated. Provide comments regarding other treatment alternatives if applicable. (Studies or full technical evaluations can be provided under a separate scope.) • Conduct sulfide sampling and provide theoretical chemical dosages for each of the feed sites. This information can be used for comparison to and a basis for recommending adjustments to the current dosage rates. • Check maintenance records to verify sufficient information provided. • Recommend adjustments to existing timers or installation of new timers(to optimize chemical feed during highest H2S/odor periods). • Train Jeffersonville's Odor Control Specialist to be ready to manage the entire system allowing Jeffersonville to purchase chemical as a direct commodity . WEA shall complete this scope of work on a time and materials basis to be invoiced monthly. The Not-to-Exceed amount for this scope is$60,000.
