HomeMy WebLinkAboutSSB December 21, 2023 CITY OF JEFFERSONVILLE SANITARY SEWER BOARD MINUTES OF DECEMBER 21 , 2023 The Sanitary Sewer Board of the City of Jeffersonville, Indiana met in regular session on Thursday, December 21 , 2023 at 3:00 P.M in Jeffersonville City Hall Mayor's Conference Room and via Zoom. Mayor Moore called the meeting to order at 3:00 P.M. Board Members present are Mike Moore (via Zoom), Bill Saegesser and Dale Orem. Also present are Utility Director Len Ashack, Utility Billing Office Manager Elisha Gibson, Assistant Controller Yvonne Dowd, Board Attorney Les Merkley, Josh Darby and Mike Harris representing Jacobi, Toombs, and Lanz, Justin Ramirez representing Lochmueller Group, and Secretary Barbara Hollis. Attending via Zoom are Mayor Mike Moore, and Assistant Utility Director Jay Thompson Board Member Saegesser made the motion to approve the agenda as presented, second by Board Member Orem, passing on a roll call vote of 3-0. The minutes of the December 7, 2023 meeting were presented for approval. Board Member Saegesser made the motion to approve the minutes as presented, second by Board Member Orem, passing on a roll call vote of 3-0. CONTROLLER'S REPORT Assistant Controller Dowd presented the claim list dated December 21, 2023 in the amount of $15,270,234.40. The list contains a BAN payoff and 2 large construction payments. Board Member Orem made the motion to approve the claim list as presented, second by Board Member Saegesser, passing on a roll call vote of 3-0. Manager Gibson presented the Adjustment Certificate dated 12-18-23 in the amount of $-51,646.33 Sewage, -$19.25 Drainage and $42.21 Refund. Questions regarding one large adjustment have been answered. Board Member Saegesser made the motion to approve the Certificate as presented, second by Board Member Orem, passing on a roll call vote of 3-0. OLD BUSINESS - No Old Business This Meeting. December 21, 2023 Page 2 NEW BUSINESS Director Ashack reviewed and explained the proposed 2024 Wastewater Department Budget saying it represents a $.23 deficit. He called attention to several areas. Board Member Saegesser made the motion to approve the proposed budget as presented, second by Board Member Orem, passing on a roll call vote of 3-0. Director Ashack explained the need for approval of the Amendment to Webster Environmental Associates Odor Control Agreement. The agreement includes the preparing of an RFP for chemicals. Board Member Saegesser made the motion to authorize Director Ashack to sign the Amendment, second by Board Member Orem, passing on a roll call vote of 3-0. ENGINEERING REPORTS - No Reports This Meeting DEPARTMENT REPORT Director Ashack reviewed the November WWTP Loadings reports for both plants saying both are in compliance. He next reviewed the CSO Overflows, saying there were no overflows in November. This has been a dry year. He is pleased the way the interceptor is working. He has a good handle on what is going in the river. Director Ashack said the READI Grant monthly report has been filed. The monthly report is on CD. Director Ashack said there have been discussions internally about lining the sewers with Thermoform in house. This is a really successful project. He reviewed the advantages of doing this in house. There is a need to purchase a roll-off truck for this purpose. The truck could also be used for other purposes. It is tough to get one of these trucks due to low availability. He has received three quotes, one is for a truck to be built in 2025. He recommends the quote from Truck Source for the truck that is available. This would qualify for a refund from SRF. Board Member Saegesser made the motion to authorize Director Ashack to purchase the truck from Truck Source, second by Board Member Orem, passing on a roll call vote of 3-0. ATTORNEY COMMENTS - No Comments This Meeting. BOARD MEMBER COMMENTS Board Member Saegesser wishes all a Merry Christmas and a Happy New Year. Board Member Orem says the same. Mayor Moore thanked the Board Secretary and all the Engineers for their work this year. He also wishes all a Merry Christmas and a Happy New Year.
