SANITARY SEWER BOARD
MINUTES OF NOVEMBER 2, 2023
The Sanitary Sewer Board of the City of Jeffersonville, Indiana met in regular
session on Thursday, November 2, 2023 at 3:00 P.M in Jeffersonville City Hall Mayor's
Conference Room and via Zoom. Mayor Moore called the meeting to order at 3:00 P.M.
Board Members present are Mike Moore, Bill Saegesser and Dale Orem. Also present
are Utility Director Len Ashack, Assistant Utility Director Jay Thompson, Utility Billing
Office Manager Elisha Gibson, Controller Heather Metcalf, Board Attorney Les Merkley,
Josh Darby and Mike Harris representing Jacobi, Toombs, and Lanz, Michael Gangstad,
Lenin Kasthuri, and Justin Ramirez representing Lochmueller Group, Paul Boone
representing American Structurepoint and Secretary Barbara Hollis. Attending via Zoom
is City Council Representative Ron Ellis.
Board Member Orem made the motion to approve the agenda as presented,
second by Board Member Saegesser, passing on a vote of 3-0.
The minutes of the October 19, 2023 meeting were presented for approval. Board
Member Saegesser made the motion to approve the minutes as presented, second by
Board Member Orem, passing on a vote of 3-0.
CONTROLLER'S REPORT
Controller Metcalf presented the claim list dated November 2, 2023 in the amount
of $2,547,723.39. The total represents mostly construction, insurance and debt
payments. Board Member Saegesser made the motion to approve the claim list as
presented, second by Board Member Orem, passing on a vote of 3-0.
Manager Gibson presented the Adjustment Certificate dated 10-30-2023 in the
amount of $-130,298.01 and Sewage, $-40.25 Drainage. Discussion followed regarding
the water meter adjustments. The Policy requires the meters be turned in yearly. This
has not been enforced but will be going forward. Board Member Saegesser made the
motion to approve the Certificate as presented, second by Board Member Orem, passing
on a vote of 3-0. The reminder to turn in water meters yearly has been added to the
website. Payment of sewer bills may be done by ACH.
OLD BUSINESS - No Old Business This Meeting
NEW BUSINESS
Director Ashack has requested Josh Darby to put together a bid package for the
Hadley Commons Sewer System Improvements without the pumps. The City will
purchase the pumps for the project at a cost of$72,900. Board Member Saegesser made

the motion to approve the bid advertisement, second by Board Member Orem, passing
on a vote of 3-0. Mayor Moore said the residents appreciate this.
Director Ashack said there have been problems with the sewers at 220 Market
Street for years due to the number of connections. The purchase of an easement should
end the problems. An appraisal has been obtained in the amount of $4,700. Board
Member Saegesser made the motion to authorize Director Ashack to make the offer,
second by Board Member Orem, passing on a vote of 3-0.
The meeting times and dates need to be advertised for 2024. All agree to keep
the same schedule. Board Member Saegesser made the motion to schedule to 2024
Sanitary Sewer Board Meetings for the 1st and 3rd Thursdays of each month at 3:00 PM
in the City Hall Mayor's Conference Room, second by Board Member Orem, passing on
a vote of 3-0.
ENGINEERING REPORTS
Josh Darby of Jacobi, Toombs and Lanz, presented and reviewed Jeffersonville
Sanitary Sewer Projects Status Report dated November 2, 2023. Construction on the
Hadley Commons project should start after Christmas. A Right of Entry will be prepared
for the residents to sign.
Michael Gangstad of Lochmueller Group, presented and reviewed Lochmueller
Group Engineering Report dated 11/02/2023. Director Ashack commented on the
downtown plant clarifiers, saying he is looking for ways to get SRF financial help due to
the cost. It was suggested that legal look at the situation. Jason Ramirez made
comments regarding the North Plant which is moving along very well.
DEPARTMENT REPORT
Director Ashack presented and explained the October CSO Volumes and flow
reports for both facilities. The downtown clarifier failure has affected the numbers. The
monthly report is on CD.
ATTORNEY COMMENTS
Board Attorney Merkley will request Attorney Mike Gillenwater"hold pat" regarding
the Hadley Commons issue.
BOARD MEMBER COMMENTS
Mayor Moore appreciates the patience of the Hadley Commons residents. They
have had a very bad experience with developer Bauer. Mayor Moore is disgusted the
Bauer's performance as a developer and hopes others take note.

There being no further business to come before the Board, Board Member
Saegesser made the motion to adjourn at 3:17 P.M., second by Board Member Orem,
passing onote of -0. The next regular meeting is scheduled for November 16, 2023.
