HomeMy WebLinkAboutOctober 16, 2023 City Council COMMON COUNCIL OF THE CITY JEFFERSONVILLE, INDIANA October 16, 2023 Regular Meeting Minutes The Common Council of the City of Jeffersonville, Indiana met for the Regular Meeting on October 16, 2023. Council President Owen along with City Clerk Gill called the meeting to order at 7:00 p.m. The meeting was open to the public in person as well as live streamed via the City Website using Zoom. INVOCATION: Council President Owen led the Invocation. Pledge of Allegiance: ROLL CALL: The roll call was conducted by City Clerk Lisa Gill and present in Council Chambers were Councilperson White, Councilperson Burns, Councilperson Paris, Councilperson Anderson, Councilperson Webb, Council Vice President Hawkins, and Council President Owen. Councilperson Croft and Councilperson Ellis were absent. Let the record reflect that 7 Council Members were present in Council Chambers and 2 were absent. APROVAL OF MINUTES: Councilperson Burns made a motion to approve the Minutes from the October 2, 2023 Regular Meeting, seconded by Councilperson Paris, Council Vice President Hawkins abstained; motion passed, 6-0-1. APPROVAL OF THE AGENDA: Councilperson Webb made a motion to approve the agenda, seconded by Councilperson Burns; motion passed, 7-0. CLAIMS TO APPROVE: Civil City$1,374,004.67 Mrs. Metcalf advised the amount of the Civil City Claims was$1,374,004.67 and there were no changes. Councilperson Burns made a motion to approve the Civil City claims, seconded by Councilperson Anderson; motion passed, 7-0. Parks$150,882.30 Mrs. Metcalf advised the amount of the Parks Claims was$150,882.30 and there were no changes. Councilperson Paris made a motion to approve the Parks Claims, seconded by Councilperson Burns; motion passed, 7-0. REPORT OF THE CLERK: When signing the Budget Adoption, please make sure to mark Yes, No or abstain by your name and sign your name. Next Council Meeting will be on Wednesday, November 8, 2023 due to Election being on Tuesday, November 7, 2023.The invoice from Koetter Construction was received today for the Oak Park Planter Repair in the amount of$20,452.00, motion needed to approve where the funds will come from. Council President Owen made a motion to approve the funding to come out of Special Projects in the Riverboat Fund, seconded by Councilperson Paris; motion passed, 7-0. UNFINISHED BUSINESS: 1. Kim Calabro 2023-OR-60 Ordinance Fixing the Salaries of Appointed Officers and Employees for all Departments of the City Mrs. Calabro advised there were no changes since presented on October 2, 2023. Councilperson Burns made a motion to approve 2023-OR-60 on the Third and Final Reading, seconded by Councilperson Paris; motion passed, 7-0. 2. Heather Metcalf 2023-OR-61 (Budget Adoption)Ordinance for Appropriations and Tax Rates Mrs. Metcalf advised there were no changes. Councilperson Burns made a motion to approve 2023-OR-61 on the Third and Final Reading, seconded by Councilperson Webb and Councilperson Paris; motion passed, 7-0. 3. Heather Metcalf 2023-OR-62 (Public Hearing)Ordinance of Additional Appropriation Mrs. Metcalf advised there were no changes. Council President Owen opened the Public Hearing at 7:05 pm; Clerk Gill stated there were no comments sent to the Clerk's office. There were no members of the community present to speak for or against the matter. Council President Owen closed the Public Hearing at 7:05 pm. Councilperson Burns made a motion to approve 2023-OR-62 on the Third and Final Reading, seconded by Councilperson Anderson; motion passed, 7-0. 4. Heather Metcalf 2023-OR-63 Ordinance of Transfer of Funds Within the Same Department Amber Ridings, Assistant Parks advised the Parks Department encumbered funds at the beginning of the year for their ProMedia contract to pay for the whole contract. The contract was more than what they encumbered funds for both for the Parks 204 budget as well as the Riverstage budget. They had to pay some of the Riverstage out of the Parks budget so this would pay for the September through December ProMedia invoices. Mrs. Ridings advised the total on the contract was incorrect do to a typo. Attorney, Les Merkley advised he would need to look over the contract and reach out to Pro Media. Council Attorney, Larry Wilder advised his recommendation was to table this matter until Mr. Merkley was able to check into the contract and speak with Pro-Media. Councilperson Webb made a motion to table 2023-OR-63, seconded by Council Vice President Hawkins; motion passed, 7-0. NEW BUSINESS: 1. Sarah Green 2023-OR-64 Ordinance Establishing Jeffersonville Animal Shelter Non-Reverting Fund City Attorney Les Merkley advised the next 2 (two) Ordinances go hand in hand. The first one would establish a Jeffersonville Animal Shelter Non-Reverting Fund for money to go into for purposes of Capital Improvements to the Animal Shelter along with any expenditures related to technology such as computers, phones,etc. In 1996, a Non-Reverting Fund (1996-OR-14) was established but no money was put into it. Later that year, a Sprint Lease Fund (1996-OR-98) was established due to the Sprint tower being on land the Animal Shelter owns. Those two (2) Ordinances will be repealed and replaced with a new Ordinance. Mr. Merkley asked what the balance was for the Sprint Lease Fund, Mrs. Metcalf advised around $80,000.00 and it collects between $12,000.00 and $14,000.00 a year, which will go to the new Non-Reverting Fund. Council Vice President Hawkins made a motion to approve 2023-OR-64 on the First and Second Reading, seconded by Councilperson Burns; motion passed, 7-0. 2. Sarah Green 2023-OR-65 Ordinance Repealing Ordinance 1996-OR-14, An Ordinance Establishing a Non-Reverting Fund for the Jeffersonville-Clark County Animal Shelter and 1996-OR-98 an Ordinance Designating Funds for the Jeffersonville-Clark County Animal Shelter Building and Capital Improvement Non-Reverting Fund Council Vice President Hawkins made a motion to approve 2023-OR-65 on the First and Second Reading, seconded by Councilperson Burns; motion passed, 7-0. 3. Heather Metcalf 2023-OR-66 Ordinance of Additional Appropriation Mrs. Metcalf advised this appropriation was for Postage and Police HSA for new hires. She also advised the postage is for the entire City not just one department. Councilperson Burns made a motion to approve 2023-OR-66 on the First and Second Reading, seconded by Councilperson Paris; motion passed, 7-0. 4. Heather Metcalf 2023-OR-67 Ordinance of Additional Appropriation Mrs. Metcalf advised the first appropriation was for Police and re-appropriated Federal Grant money for over time DUI. The next two(2)were for Police and Parks insurance reimbursements. Council Vice President made a motion to approve 2023-OR-67 on the First and Second Reading, seconded by Councilperson Burns; motion passed, 7-0. 5. Heather Metcalf 2023-OR-68 Ordinance of Transfer of Funds Within the Same Department Mrs. Metcalf advised these are transfers to go into the correct category from Capital to Services. Councilperson Burns made a motion to approve 2023-OR-68 on the First and Second Reading, seconded by Councilperson Anderson; motion passed, 7-0. ATTORNEY COMMENT: Larry Wilder—No Comment Les Merkley—No Comment DEPARTMENT HEADS: Sara Green---Thanks to the Council. PUBLIC COMMENTS: None COUNCIL COMMENTS: • Councilperson White—No Comment • Councilperson Burns—Thanks to Kim Calabro and the HR staff for a great Employee Health Fair, it gets bigger and better every year and a shout out to Sara Green and her crew at the Animal Shelter, they have done a great job keeping it nice and clean. • Councilperson Paris—No Comment • Councilperson Anderson---No Comment • Councilperson Croft---Absent • Councilperson Webb—No Comment • Council Vice President Hawkins---he has traveled a lot of places and just wanted to say that Jeffersonville is a great place to live and as leaders, he felt the Council needs to express that more and thankful the budget is completed. • Councilperson Ellis—Absent • Council President Owen—Next Council Meeting will be on November 8, 2023 after Election Day, Election Day is November 7, 2023.
