HomeMy WebLinkAboutSSB October 5, 2023 CITY OF JEFFERSONVILLE SANITARY SEWER BOARD MINUTES OF OCTOBER 5, 2023 The Sanitary Sewer Board of the City of Jeffersonville, Indiana met in regular session on Thursday, October 5, 2023 at 3:00 P.M in Jeffersonville City Hall Mayor's Conference Room and via Zoom. Mayor Moore called the meeting to order at 3:00 P.M. Board Members present are Mike Moore, Bill Saegesser and Dale Orem. Also present are Utility Director Len Ashack, Controller Heather Metcalf, Josh Darby and Mike Harris representing Jacobi, Toombs, and Lanz, Michael Gangstad, Lenin Kasthuri, and Justin Ramirez representing Lochmueller Group, Jorge Lanz, and Secretary Barbara Hollis. Attending via Zoom are Board Attorney Les Merkley and City Council Representative Ron Ellis. Board Member Orem made the motion to approve the agenda as presented, second by Board Member Saegesser, passing on a vote of 3-0. The minutes of the September 21 , 2023 meeting were presented for approval. Board Member Saegesser made the motion to approve the minutes as presented, second by Board Member Orem, passing on a vote of 3-0. CONTROLLER'S REPORT Controller Metcalf presented the claim list dated October 5, 2023 in the amount of $2,698,823.97. The total represents mostly construction and debt payments. Board Member Saegesser made the motion to approve the claim list as presented, second by Board Member Orem, passing on a vote of 3-0. Director Ashack presented the Adjustment Certificate dated 9-29-2023 in the amount of $-57,346.03 and Sewage, $-123.42 Drainage. Noting a couple of large leaks and water meters make up the bulk, Board Member Saegesser made the motion to approve the Certificate as presented, second by Board Member Orem, passing on a vote of 3-0. OLD BUSINESS - No Old Business this Meeting NEW BUSINESS Josh Darby stated the bids received for the River Shores Condo Pump Station Replacement have been reviewed and found in order. The recommendation is for Dan Cristiani Excavating as the low, responsive, responsible bid of $614,000. Board Member Saegesser made the motion to approve the bid of Dan Cristiani Excavating as recommended, and authorize Mayor Moore to sign, second by Board Member Orem, passing on a vote of 3-0. October 5, 2023 Page 2 Josh Darby next recommends TRC, LLC, as the low, responsive, responsible bidder for the Veterans Parkway Lift Station and Force Main Upgrade. The three bids received were very close. Discussion followed regarding whether TRC had ever done a lift station. This involves improvements to the existing lift station. Following discussion Board Member Saegesser made the motion to award the contract to TRC, LLC as recommended, and authorize Mayor Moore to sign, second by Board Member Orem, passing on a vote of 3-0. Director Ashack presented and explained the need for Jacobi, Toombs, and Lanz, Inc. Work Oder No. 2023-3, River Shore Condos Pump Station Replacement and Veterans Parkway Lift Station and Force Main Upgrades Construction Administration and Inspection. This is a not to exceed $164,500, 7 month work order. Board Member Saegesser made the motion to approve Work Order No. 2023-3 as presented, second by Board Member Orem, passing on a vote of 3-0. ENGINEERING REPORTS Josh Darby of Jacobi, Toombs and Lanz, presented and reviewed Jeffersonville Sanitary Sewer Projects Status Report dated October 5, 2023. Lenin Kasthuri of Lochmueller Group, presented and reviewed Lochmueller Group Engineering Report dated 10/05/2023. Jason Ramirez made comments regarding the North Plant. DEPARTMENT REPORT Director Ashack presented and explained the September flow reports for both facilities, commenting it has been a very dry month with flows being down. Director Ashack said the IDEM inspection of the DTWWTP went very well. He then reviewed plans regarding a lateral at 220 East Market Street. He has asked Jacobi, Toombs. and Lanz to prepare an easement so that a manhole can be installed and so that ownership of the sewer would be the Citys'. There are many issues in this are that he reviewed. He said this will clean up many of those issues. The Bauer Mediation is scheduled for October 23, 2023. Michael Gillenwater will be informed that Board Attorney Merkley will attend. Director Ashack informed the Board that the READI Grant Monthly Report and the 2.0 Call For Projects were submitted. ATTORNEY COMMENTS - No Comments This Meeting BOARD MEMBER COMMENTS Mayor Moore brought attention to an Associate of Building Construction award received by the City of Jeffersonville for the CSO Storage Project. This is a significant award with only seven given. Jorge Lanz said he worked on the project for 25 years.
