SANITARY SEWER BOARD
MINUTES OF SEPTEMBER 7, 2023
The Sanitary Sewer Board of the City of Jeffersonville, Indiana met in regular
session on Thursday, September 7, 2023 at 3:00 P.M in Jeffersonville City Hall Mayor's
Conference Room and via Zoom. Mayor Moore called the meeting to order at 3:00 P.M.
Board Members present are Mike Moore (via Zoom), Bill Saegesser and Dale Orem. Also
present are Utility Director Len Ashack, Assistant Utility Director Jay Thompson, Board
Attorney Les Merkley, Utility Billing Office Manager Elisha Gibson, Assistant Controller
Yvonne Dowd, Josh Darby representing Jacobi, Toombs, and Lanz, Michael Gangstad
and Justin Ramirez representing Lochmueller Group, Paul Boone representing American
Structurepoint, and Secretary Barbara Hollis. Attending via Zoom are Mayor Mike Moore
and City Council Representative Ron Ellis.
Board Member Saegesser made the motion to approve the agenda as presented,
second by Board Member Orem, passing on a roll call vote of 3-0.
The minutes of the August 17, 2023 Regular Meeting and August 23, 2023 Special
Meeting were presented for approval. Board Member Saegesser made the motion to
approve both minutes as presented, second by Board Member Orem, passing on a roll
call vote of 3-0.
CONTROLLER'S REPORT
Assistant Controller Dowd presented the claim list dated September 7, 2023 in the
amount of $1,808,437.77. Board Member Saegesser made the motion to approve the
claim list as presented, second by Board Member Orem, passing on a roll call vote of 3-
0.
Manager Gibson presented the Adjustment Certificate dated September 1 , 2023
in the amount of $-71,576.28 Sewage, -$2,012.30 Drainage, and $313.45 Refund. Board
Member Orem, stating all of his questions had been answered, made the motion to
approve the Certificate as presented, second by Board Member Saegesser, passing on
a roll call vote of 3-0.
OLD BUSINESS - No Old Business This Meeting
NEW BUSINESS
Director Ashack presented and explained a Capacity Request for Ellingsworth
Commons Section 5. This represents a request for 82 homes in the final phase of the
development, which will flow to the North Plant. Board Member Saegesser made the
motion to approve the request, second by Board Member Orem, passing on a roll call
vote of 3-0.

Director Ashack presented Proposal to the City of Jeffersonville Odor Control
Consulting Services by Webster Environmental Associates, Inc. September 1 , 2023,
explaining the need for training and the establishment of an SOP. Board Member
Saegesser made the motion to approve the proposal, second by Board Member Orem,
passing on a roll call vote of 3-0.
Director Ashack next explained the need for sewer replacement on Chippewa and
on West Market Street. The Chippewa sewer is the last of the corrugated pipe and is in
bad shape and cannot be lined. The Market Street area is also in bad shape. There is
no need for a construction permit as they will be replacements. Following discussion of
the timing of the projects and the need for road closures, Board Member Saegesser made
the motion to approve Jacobi, Toombs and Lanz to develop plans for both projects,
second by Board Member Orem, passing on a roll call vote of 3-0.
ENGINEERING REPORTS
Josh Darby presented and reviewed Jeffersonville Sanitary Sewer Projects Status
Report 9/7/2023.
Justin Ramirez presented and reviewed Lochmueller Group Engineering Report
dated 9/07/2023. A discussion regarding the clarifiers followed.
DEPARTMENT REPORT
Director Ashack reviewed the August 2023 WWTP Flow reports for both locations,
saying there was not much rain. Director Ashack then reviewed the inspection done by
IDEM the day before. He believes they were impressed. An application for READI 2.0
Call For Projects will be filed. Director Ashack reviewed the reaction to a letter sent to
IDEM regarding discharge through Outfall 001.
ATTORNEY COMMENTS - No Comments This Meeting
BOARD MEMBER COMMENTS
Mayor Moore asked about the Hadley Commons mediation. The mediation is
scheduled for October 23, 2023 at 1 :00 P.M. Board Attorney Merkley explained it has
been advertised as an Executive Session so all Board Members may attend.

There being no further business to come before the Board, Board Member Saegesser
made the motio to adjourn t 3:18 P.M., second by Board Member Orem, passing on a
roll call vo of 0. The ne regular meeting is scheduled for September 21 , 2023.
