Special Meeting Minutes
The Common Council of the City of Jeffersonville, Indiana met for a Special Meeting on September 5,
2023 in Council Chambers.
Council President Owen along with City Clerk Gill called the meeting to order at 6:02 p.m. The meeting
was open to the public in person.
ROLL CALL:
The roll call was conducted by City Clerk Lisa Gill and those present were Councilperson White,
Councilperson Burns, Councilperson Paris, Councilperson Anderson, Councilperson Webb, Council Vice
President Hawkins and Council President Owen. Councilperson Croft and Councilperson Ellis was absent.
Let the record reflect that 7 Council Members present in Council Chambers and 2 absent.
1. Heather Metcalf-Budget Workshop
Council President Owen advised that Mrs. Metcalf had passed out the revised summary of the budget.
Mrs. Metcalf stated the revisions as follows:
Mrs. Metcalf took out the Safety Specialist on page 10, the performance increase pool which would have
been for that position, changed the amount for Social Security to $3,300.00, and changed the INPRS
amount to $6,200.00. That brings the total for Safety to $116,048.00 and the General Fund total on
page 12 to $40,624,682.00.
Under City Council on page 17 a line was added under Contractual Services for 1S1 for$30,000.00
bringing the Council total to $135,000.00. For the EDIT Fund on page 18 the new total is$3,127,218.00.
Mrs. Metcalf advised she gave out the new revised copy to each Council Member. She also advised that
she has a meeting regarding Health Insurance on September 7, 2023 at 1:00 pm and will not have any
updates until after that meeting. Councilperson Burns asked if the Insurance Committee had been
notified about the meeting. Councilperson Webb stated yes and he had spoken with Kim Calabro, there
will be a meeting on September 7, 2023 at 1:00 pm in the Mayor's Conference Room.
Councilperson Paris asked when the budget would be finalized. Mrs. Metcalf advised the Budget will be
advertised for a Public Hearing at the first City Council Meeting in October with the adoption of the
Budget being the second City Council Meeting in October, and the Salary Ordinance will follow the same
schedule.
Council President Owen stated there was another Budget Workshop set for September 6, 2023 and
asked if anyone felt it was still needed. It was agreed that the meeting on September 6, 2023 would be
cancelled and information about the Insurance update could be discussed during the next Council
meeting and Budget Discussion will be put on the agenda for the regular City Council Meeting on
September 18, 2023. The Budget will be advertised on September 21, 2023.

Council Vice President Hawkins made the motion to ADJOURN the meeting at 06:15 p.m.
