Regular Meeting Minutes
The Common Council of the City of Jeffersonville, Indiana met for the Regular Meeting on August 7,
2023. Council President Owen along with City Clerk Gill called the meeting to order at 7:00 p.m. The
meeting was open to the public in person as well as live streamed via the City Website using Zoom.
INVOCATION:
Council President Owen led the Invocation.
PLEDGE OF ALLEGIANCE:
ROLL CALL:
The roll call was conducted by City Clerk Lisa Gill and present in Council Chambers were Councilperson
White, Councilperson Burns, Councilperson Paris, Councilperson Anderson, Councilperson Croft,
Councilperson Webb, Council Vice President Hawkins and Council President Owen. Councilperson Ellis
was absent. Let the record reflect that 8 Council Members were present in Council Chambers and 1 was
absent.
APROVAL OF MINUTES:
Councilperson Burns made a motion to approve the Minutes of July 17, 2023 of the Regular Meeting,
seconded by Councilperson Webb; motion passed, 8-0.
APPROVAL OF THE AGENDA:
Councilperson Webb made a motion to approve the agenda, seconded by Councilperson Anderson;
motion passed, 8-0.
CLAIMS TO APPROVE:
Civil City$2,898,010.77
Mrs. Metcalf advised there were no changes.
Councilperson Webb made a motion to approve the Civil City Claims, seconded by Councilperson Croft;
motion passed, 8-0.
Parks$333,711.23
Mrs. Metcalf advised there were no changes.
Councilperson Webb made a motion to approve the Parks Claims, seconded by Councilperson Paris;
motion passed, 8-0.
REPORT OF THE CLERK:
No Comment
UNFINISHED BUSINESS:
1. Heather Metcalf 2023-OR-45 Ordinance of Transfer of Certain Funds Within the Same
Department
Mrs. Metcalf advised there were no changes.
Councilperson Burns made a motion to approve 2023-OR-45 on the Third and Final Reading,
seconded by Councilperson Webb; motion passed, 8-0.
2. Heather Metcalf 2023-OR-46 Ordinance of Additional Appropriation (Public Hearing)
Mrs. Metcalf advised there were no changes.
Council President Owen opened the Public Hearing at 7:04 pm. Clerk Gill stated there were no
comments sent to the Clerk's office.There were no members of the community present to speak
for or against the matter. Council President Owen closed the Public Hearing at 7:04 pm.
Councilperson Croft made a motion to approve 2023-OR-46 on the Third and Final Reading,
seconded by Councilperson Burns; motion passed, 8-0.
3. Kim Calabro 2023-OR-47 Ordinance Amending the Salary Ordinance
Mrs. Calabro advised there were no changes.
Councilperson Anderson made a motion to approve 2023-OR-47 on the Third and Final Reading,
seconded by Councilperson Burns; motion passed, 8-0.
NEW BUSINESS:
1. Erin Legg 2023-OR-48 Ordinance Petition to Vacate a Certain Portion of Platted Easement on
Lot 2A of Keystone Crossing
Ms. Legg was present on behalf of Koetter Investments and advised there have been no changes
since the vacate was filed. She also advised it was her understanding the issue with the drainage
has been resolved by Koetter moving it. Ms. Legg asked the Council grant the petition to vacate.
Clerk Gill advised this had gone before the Board of Public Works and was approved.
Council President Owen opened the Public Hearing at 7:06 pm. Clerk Gill stated there were no
comments sent to the Clerk's office. There were no members of the community present to speak
for or against the matter. Council President Owen closed the Public Hearing at 7:06 pm.
Councilperson Burns made a motion to approve 2023-OR-48 on the First and Second Reading,
seconded by Councilperson Webb; motion passed, 8-0.
Council President Owen advised Ms. Legg that this will be presented at the next Council meeting,
she is not obligated to attend but is welcome to.
2. Les Merkley 2023-R-10 Resolution Renewing Interlocal Agreement Between City of
Jeffersonville,Jeffersonville Redevelopment Commission, and the Civil Town of Clarksville, and
Clarksville Redevelopment
Mr. Merkley advised this is an infrastructure project occurring in Clarksville on Montgomery
Avenue and 9th Street in Jeffersonville that was approved in 2018. The agreement has expired,
but the project is still on going. This is to extend the agreement until the project is complete.
Nothing in the agreement has changed. Clarksville is leading this project.
Councilperson Burns made a motion to approve 2023-R-10, seconded by Councilperson Paris;
motion passed, 8-0.
3. Heather Metcalf 2023-OR-49 Ordinance of Transfer of Certain Funds within the Same
Department
Mrs. Metcalf advised this transfer is for Building Commission to transfer$400.00 from Travel &
Mileage to Office Supplies and $450.00 from Training to Uniforms.
Councilperson Burns made a motion to approve 2023-OR-49 on the First and Second Reading,
seconded by Councilperson Webb; motion passed, 8-0.
4. Heather Metcalf 2023-OR-50 Ordinance of Additional Appropriation
Mrs. Metcalf advised this Additional Appropriation is for Animal Shelter Spay& Neuter-
Professional Services in the amount of$15,000.00.
Council President Owen asked if this is for vouchers, Mrs. Metcalf advised it was.
Councilperson Burns made a motion to approve 2023-OR-50 on the First and Second Reading,
seconded by Councilperson Anderson; motion passed, 8-0.
5. Heather Metcalf 2023-OR-51 Ordinance of Additional Appropriation
Mrs. Metcalf advised this Additional Appropriation is for Police for equipment in the amount of
$21,300.00 from LIT-PS for a Lactation Pod.
Mrs. Calabro advised this is to comply with the Federal Pump Act.This Pod would serve as a
lactation location for breast feeding mothers that are employed by the Jeffersonville Police
Department. Mrs. Calabro gave each Council Member a printout regarding this. A smaller
version of the Pod is available however after speaking with other Police Departments that
already have these, she feels this one would work better to meet the needs of the mothers.
Councilperson Webb asked if this would be for all departments. Mrs. Calabro advised it could.
Council President Owen advised that it would be placed at the Jeffersonville Police Department.
Chief Kavanaugh advised that if other departments were to use it, there would need to be
processes put in place for security reasons. This is not for public use, only employees of
Jeffersonville Police Department. Councilperson Webb asked what was done for the Fire
Department. Mrs. Calabro advised there are no female Firefighters at this time. Councilperson
Paris asked what is being used now. Chief Kavanaugh advised there is a small dedicated place in
the women's locker room. Chief Kavanaugh, Assistant Chief McVoy and Mrs. Calabro toured the
facility to see what space was appropriate, they feel the Lactation Pod is the best choice. Chief
Kavanaugh thanked Human Resources for bringing this to his attention and getting things rolling
in the right direction. Councilperson White advised he thinks this is great for the Police
Department and will be an added incentive for future Police Officers and fully supports this.
Councilperson Webb made a motion to approve 2023-OR-S1 on the First and Second Reading
seconded by Councilperson White; motion passed, 8-0.
6. Heather Metcalf 2023-OR-52 Ordinance of Additional Appropriation
Mrs. Metcalf advised this Appropriation is for BPW from the General Fund in the amount of
$30,000.00 for land.
Jeffersonville City Attorney Les Merkley advised that an email was sent to each Council Member
today in reference to this Appropriation in the amount of$30,000.00 to purchase land that is
situated on Woodland that backs up to the City Services Complex along with Police and Fire.
Acquiring this property would give the opportunity in the future to have an additional entrance
and exit, as of now all of the traffic exits out to 10th Street.
Councilperson Burns made a motion to approve 2023-OR-52 on the First and Second Reading,
seconded by Councilperson Croft; motion passed, 8-0.

DEPARTMENT HEADS:
Amber Ridings-introduced Gary Jacob from Abby Road
Mr.Jacobs thanked the Council for allowing him to speak. Abby Road on the River has been done in
Jeffersonville since 2017. Mr. Jacobs wanted to thank the Council personally for their support. Mr.
Jacobs left a handout with each Council Member with an overview and statistics of Abby Road.

• Council Vice President Hawkins—he has had several questions asked about all of the car washes
that are being built in Jeffersonville and asked Council Attorney Larry Wilder is there anything
that the Council can do to limit the number of carwashes being built in Jeffersonville. There has
been an Ordinance passed regarding this, however, Council President Owen advised that the
ones being built now are the ones that were approved before the new Ordinance took place.
Council Vice President Hawkins wanted to clarify what he was telling the public was correct.
• Council President Owen—we need to start thinking about the budget for 2024 and look at dates
for Budget Workshops. Finance Department suggested the workshops be done somewhere
between August 28, 2023 and September 15, 2023 so the budget can be put on the Council
Agenda by the end of September. The workshop dates are as follows:
1. August 28, 2023 @ 6:00 pm
2. September 5, 2023 @ 6:00 pm
3. September 6, 2023 @ 5:00 pm
All workshops will be held in Council Chambers.
