CALL TO ORDER: The regular meeting for May 4, 2023, Fire Merit Commission was called to order by
Commissioner SPALDING at 6:00 P.M.
ROLL CALL: The roll call was conducted and those present were Commissioners James Dyson, Troy McCormick,
Sam Smith, Thomas Spalding and Brooke Valentine.
COMMISSION STAFF: Fire Merit Commission Counsel Zach Stewart, Union 558 Representative Anthony Thomas,
Deputy Fire Chief Jason Sharp and Stenographer Cindy Seifert
MINUTES: Commissioner Spalding made the motion to approve the minutes from April 6, 2023, seconded by
Commissioner McCormick, passes on a vote of 5-0.
APPROVAL OF AGENDA: Commissioner Spalding made the motion to approve the Agenda, seconded by
Commissioner Smith, passes on a vote of 5-0.
CLAIMS: None
BUSINESS:
Attorney Stewart advised that Chief Grant notified the Commission of vacancies in the department and has
requested the next three candidates for promotion in the ranks of Captain, Lieutenant and Sergeant.
ONE VACANCY IN THE RANK OF CAPTAIN
Commissioner McCormick made the motion to certify next two candidates for the rank of Captain, there are only
two remaining names on the list: Wesley Davis and James Thomas, to Chief Grant, seconded by Commissioner
Dyson, passes on a vote of 5-0. Deputy Fire Chief Sharp on behalf of Chief Grant recommends the promotion of
Wesley Davis to Captain. Commissioner Spalding made the motion to promote Wesley Davis to Captain, seconded
by Commissioner Valentine, passes on a vote of 5-0.
ONE VACANCY IN THE RANK OF LIEUTENANT
Commissioner McCormick made the motion to certify next candidate for the rank of Lieutenant, only one name
remains on promotions list: Christopher Dickey, to Chief Grant, seconded by Commissioner Spalding, passes on a
vote of 5-0. Deputy Fire Chief Sharp on behalf of Chief Grant recommends the promotion of Christopher Dickey
to Lieutenant. Commissioner Smith made the motion to promote Christopher Dickey to Lieutenant, seconded by
Commissioner Valentine, passes on a vote of 5-0.

TWO VACANCIES IN THE RANK OF SERGEANT
Commissioner McCormick made the motion to certify next three candidates for the rank of Sergeant: Daniel
Frantz, Alexander Knerr and Cameron Wolfe, to Chief Grant, seconded by Commissioner Dyson, passes on a vote
of 5-0. Deputy Fire Chief Sharp on behalf of Chief Grant recommends the promotion of Daniel Frantz to Sergeant.
Commissioner Spalding made the motion to promote Daniel Frantz to Sergeant,seconded by Commissioner Smith,
passes on a vote of 5-0.
Commissioner Spalding made the motion to certify next three candidates for the rank of Sergeant: Alexander
Knerr, Cameron Wolfe and Andrew Conlen, to Chief Grant, seconded by Commissioner McCormick, passes on a
vote of 5-0. Deputy Fire Chief Sharp on behalf of Chief Grant recommends the promotion of Alexander Knerr to
Sergeant. Commissioner Smith made the motion to promote Alexander Knerr to Sergeant, seconded by
Commissioner Valentine, passes on a vote of 5-0.
TWO VACANCIES IN THE DEPARTMENT FOR NEW HIRES
Attorney Stewart advised that Chief Grant notified the Commission of two vacancies in the department and has
requested that starting with next available on the Applicant Hiring List (last hiring left off at number 8 on the list).
Anne Langley is to contact applicants until three applicants are attained, which currently have a CPAT, and make
a conditional offer for employment. Commissioner Spalding made the motion to approve contact by Anne Langley
to the first parties on the Applicant Hiring List until three applicants have been contacted which have a current
CPAT, seconded by Commissioner McCormick, passes on a vote of 5-0.
ATTORNEY REPORT:
Attorney Stewart advised that new laws would be going into effect that increases the maximum age to hire
firefighters to 40.
REPORT FROM LOCAL 558 UNION: No Report
REPORT ADMINISTRATION: Deputy Chief Sharp thanked the commissioner and congratulated the promotions
and new hires.
FIRE MERIT COMMISSION COMMENTS: No Report
ADJOURNMENT:
With no further business before the Commission, Commissioner Spalding made the motion to ADJOURN,
seconded by Commissioner Smith passes on a vote of 5-0. Meeting adjourned at 6:11 P.M.
