HomeMy WebLinkAboutSSB April 6, 2023 CITY OF JEFFERSONVILLE SANITARY SEWER BOARD MINUTES OF APRIL 6, 2023 The Sanitary Sewer Board of the City of Jeffersonville, Indiana met in regular session on Thursday, April 6, 2023 at 3:00 P.M in Jeffersonville City Hall Mayor's Conference Room and via Zoom. Mayor Moore called the meeting to order at 3:00 P.M. Board Members present are Mike Moore, Bill Saegesser and Dale Orem. Also present are Utility Director Len Ashack, Assistant Utility Director Jay Thompson, Assistant Controller Yvonne Dowd, Utility Office Manager Elisha Gibson, Board Attorney Mike Gillenwater, Paul Boone representing American Structurepoint, Mike Harris representing Jacobi, Toombs, and Lanz, Brent Roberts representing BFS, Justin Ramirez representing Lochmueller Group, Keeley Stingel representing Shrewsberry Associates, Jorge Lanz, and Secretary Barbara Hollis. Attending via Zoom is Mike Gangstad representing Lochmueller Group. Board Member Saegesser made the motion to approve the revised agenda as presented, second by Board Member Orem, passing on a vote of 3-0. The minutes of the March 16, 2023 meeting were presented for approval. Board Member Orem, made the motion to approve the minutes as presented, second by Board Member Saegesser, passing on a vote of 3-0. CONTROLLER'S REPORT Assistant Controller Dowd presented the revised claim list dated April 6, 2023 in the amount of $3,164,977.67. Board Member Saegesser made the motion to approve the revised claim list as presented, second by Board Member Orem passing on a vote of 3-0. Manager Gibson presented the Adjustment Certificate dated March 31 , 2023 in the amount of $-119,640.93 Sewage, $-2,477.66 Drainage, and $713.64 Refund. Board Member Orem made the motion to approve the Certificate as presented, second by Board Member Saegesser, passing on a vote of 3-0. OLD BUSINESS - No Old Business This Meeting NEW BUSINESS Director Ashack presented and explained a capacity request for River Ridge Flats. This will be serviced by the NWWTP. Board Member Orem made the motion to approve the request for allocation as presented, second by Board Member Saegesser, passing on a vote of 3-0. April 6, 2023 Page 2 Director Ashack then explained the need to reserve a quote on a GapVax Combination JetNac Truck. Following discussion Board Member Saegesser made the motion to approve Director Ashack to sign the contract, second by Board Member Orem, passing on a vote of 3-0. Director Ashack reviewed the quote from SME in the amount of $37,000 for a geotechnical evaluation of the karsts in the area of the new oxidation ditch. Board Member Saegesser made the motion to approve the contract, second by Board Member Orem, passing on a vote 3-0. ENGINEERING REPORTS Jorge Lanz, on behalf of Jacobi, Toombs and Lanz, presented and reviewed Jeffersonville Sanitary Sewer Projects Status Report dated 4/6/2023. Justin Ramirez presented and reviewed Lochmueller Group Engineering Report dated 4/6/2023. DEPARTMENT REPORT Director Ashack reviewed the March Flow reports and the March CSO Overflows reports for both plants, noting the combined sewer overflows have been drastically reduced since the new interceptor has been constructed. Director Ashack reported he has turned in the reimbursement request in the amount of$655,472 to SRF. He provided a copy of the monthly report that has been sent to READI. Director Ashack will participate in a video that will be made May 12 at the Sellersburg Ivy Tech on the benefits of the proceeds of the READI Grant. ATTORNEY COMMENTS Board Attorney Gillenwater reported there will be a scheduled mediation in the Excel case on April 24, 2023. Two Board Members are needed for the mediation. Board Members Saegesser and Orem said they will attend. A deposition is scheduled in May regarding Hadley Commons. Board Attorney Gillenwater then updated the Board regarding legislation regarding the court to appoint a receiver for apartment complex of four or more units if they are 90 days behind in sewer bills. Mayor Moore asked about legislation regarding landlords not being responsible. Board Attorney Gillenwater is not aware of this. Mayor Moore asked him to look into it. BOARD MEMBER COMMENTS Board Member Saegesser asked when the consent decree 5-year time line starts. Director Ashack stated it has started. Discussion followed regarding the Cane Run Flood Control Pump Station.
