HomeMy WebLinkAboutJanuary 17, 2023 City Council COMMON COUNCIL OF THE CITY JEFFERSONVILLE,INDIANA January 17,2023 Regular Meeting Minutes The Common Council of the City of Jeffersonville, Indiana met for the Regular Meeting on January 17, 2023. Council President Owen along with City Clerk Gill called the meeting to order at 7:00 p.m.The meeting was open to the public in person as well as live streamed via the City Website using Zoom. INVOCATION: Councilperson Ellis led the Invocation. Pledge of Allegiance: ROLL CALL: Council President Owen welcomed Councilperson Scott Anderson. He will be representing the Fourth District. The roll call was conducted by City Clerk Lisa Gill and present in Council Chambers were Councilperson White, Councilperson Burns,Councilperson Paris,Councilperson Anderson, Councilperson Webb,Councilperson Ellis and Council President Owen. Let the record reflect that 7 Council Members were present in Council Chambers.Councilperson Croft and Council Vice President Hawkins were absent. APROVAL OF MINUTES: Councilperson Burns made a motion to approve the Minutes of January 3, 2023 of the Regular Meeting, seconded by Councilperson Webb; motion passed, 6-0-1.Councilperson Ellis abstained due to not being present at this meeting. APPROVAL OF THE AGENDA: Councilperson Burns made a motion to approve the agenda,seconded by Councilperson Paris; motion passed;7-0. CLAIMS TO APPROVE: Civil City$1,530,385.91 Mrs. Metcalf advised there were no changes. Councilperson Burns made a motion to approve Civil City Claims,seconded by Councilperson Anderson; motion passed,7-0. Parks$45,314.97 Mrs. Metcalf advised there were no changes. Councilperson Webb made a motion to approve Parks Claims,seconded by Councilperson Anderson; motion passed,7-0. REPORT OF THE CLERK: Clerk Gill gave out a schedule for Drug Fact Week the Council sponsors for February 6, 2023 thru February 11, 2023,you must RSVP if planning on attending the luncheon. Council President Owen advised that on February 9,.2023 Beth Macy the Author of Dope Sick and Raising Lazarus will be coming in for a luncheon. UNFINISHED BUSINESS: None NEW BUSINESS: 1. Heather Metcalf 2023-R-1 Resolution Authorizing The Investments of Public Funds Pu rsuant IC 5-13-9-5 Mrs. Metcalf advised that this is done yearly and is for the investment of Public funds. Councilperson Burns made a motion to approve 2023-R-1,seconded by Councilperson Ellis; motion passed,7-0. 2. Heather Metcalf 2023-R-2 Resolution Approving Request for the SBOA to Examine the Financial Statements Prepared in Accordance With GAAP(Generally Accepted Accounting Principles) Mrs. Metcalf advised that there are some changes being made to how the financials are being reported and this will give the SBOA access to audit the GAAP Financials. This will be for the year 2022 and full access moving forward. Councilperson Ellis made a motion to approve 2023-R-2,seconded by Councilperson Anderson; motion passed,7-0. 3. Heather Metcalf 2023-OR-1 Ordinance of Additional Appropriation Mrs. Metcalf advised this is for the Police and Fire Pension. After the budget was set the City was notified by INPRS the percentage had gone up by half of a percent. Councilperson Burns made a motion to approve 2023-OR-1 on the First and Second Reading, seconded by Councilperson Paris; motion passed,7-0. 4. Heather Metcalf 2023-OR-2 Ordinance of Additional Appropriation Mrs. Metcalf advised this is for Department Head Social Security and INPRS in the amount of $5,280.00. This was an error she made in the budget. Councilperson Burns made a motion to approve 2023-OR-2 on the First and Second Reading, seconded by Councilperson Webb; motion passed,7-0. 5. Heather Metcalf 2023-OR-3 Ordinance of Additional Appropriation Mrs. Metcalf advised this is for the Non Reverting Funds that have cash balances that have carried over from prior years. Normally,they budget for the current year revenues,this would be cash balances that already exist in those funds. Councilperson Burns made a motion to approve on the First and Second Reading,seconded by Councilperson Anderson; motion passed,7-0. 6. Heather Metcalf 2023-OR-4 Ordinance of Transfer of Funds Within the Same Department - Mrs. Metcalf advised this is a transfer from the Mayor's Department to all other Departments for the Department Heads 2023 pay increases. Council President Owen advised that this is routine and done on an annual basis. Councilperson Burns made a motion to approve 2023-OR-4 on the First and Second Reading seconded by Councilperson Anderson; motion passed,7-0. 7. Heather Metcalf 2023-OR-5 Ordinance of Transfer of Funds Within the Same Department Mrs. Metcalf advised that is a transfer for the Public Works Engineering Department from Contractual Services to Technician-Traffic Lighting and Electrical and Administrator Public Arts. At the time.the budget was finalized,those positions had not been filled. Mr. Crouch has since filled those positions within the pay grid and they were not at the budgeted amount so he has requested the transfer to cover the difference. Councilperson Webb made a motion to approve 2023-OR-5 on the First and Second Reading, seconded by Councilperson Webb; motion passed, 7-0. Council President Owen thanked Mr. Crouch and Mrs. Metcalf for transferring this out of the budget instead of requesting an Additional Appropriation. 8. Heather Metcalf 2023-OR-6 Ordinance of Transfer of Funds Within the Same Department Mrs. Metcalf advised this is a transfer for the Department from Tires&Tubes which is a supply account to Repairs and Maintenance which is a service account.They are moving the budget from one category to another. Councilperson Webb made a motion to approve 2023-OR-6 on the First and Second Reading, seconded by Councilperson Anderson; motion passed,7-0. 9. Matt Owen-2023 Council Appointments Council President Owen advised that there are various Board Appointments that have expired as of December 31,2022 and several that are about to expire on January 31,2023. Council President Owen stated he believes that each appointment listed is willing to serve on their respective boards again with the exception of needing to replace John McCarthy due to term limits. Council President Owen advised Mr.Crouch made the recommendation to appoint John Worhle in his place; Mr.Worhle is resident of the Franklins Common neighborhood, is a realtor and works with Leadership of Southern Indiana and Council President Owen agrees he believes he would be a great fit unless there are other nomination out there. Council President Owen said he would like to make this as easy as possible by reinstating everyone with the one change and asked if there was any opposition. Council President Owen asked for a motion to reinstate those who have expired or are expiring at the end of the,month with the exception of John McCarthy.who has termed out and will be replaced by John Worhle. Councilperson Burns made a motion to reappoint as presented with the one change,seconded by Councilperson Anderson; motion passed 6-1 with Councilperson Ellis voting no. ATTORNEY COMMENT: Larry Wilder—No Comment Les Merkley—No Comment DEPARTMENT HEADS: Heather Metcalf—No comment Chief Grant—No comment Andy Crouch introduced the new Public Arts Director, Heather Rapp. Heather has been with the City since the beginning of November. Heather has been doing a great job and has been working on the Public Arts program and the activities for 2023 and even 2024 and 2025. He also sent out an email regarding meeting with Finance about impacts to the Income Tax Budget.Council President Owen suggested meeting in a small group on either January 24,2023 or on January 25.
