HomeMy WebLinkAbout1994-R-26RESOLUTION NO. 94-R-~.~ A RESOLUTION TO PROCEED WITH DEVELOPMENT OF THE JEFFERSONVILLE INNER CITY ROAD WHEREAS, that there is a major traffic circulation deficiency between the eastern and northern parts of the City of Jeffersonville; and WHEREAS, the government leadem of the City of Jeffersonville and the State of Indiana have considered the need for an inner city roadway in the City of Jeffersonville since 1969; and WHEREAS, a proposed inner city road has been strongly recommended for nearly twenty-five (25) years by various governmental and planning agencies, including the Common Council of the City of Jeffersonville, the Jeffersonville Plan Commission, the leffersonville Redevelopment Commission, the Indiana Department of Transportation and the local planning and development authority (KIPDA); and WHEREAS, the original inner city road route established by previous studies is still free from any dwellings which would have to be acquired or condemned at this time but any delays in the advancement of the inner city road project will result in further development along the corridor route, making future acquisition of the right of way for the road financially unfeasible; and WHEREAS, that federal aid highway funds are not realistically available to offset the City's cost of constructing the inner city roadway but a study indicates that creating a tax increment financing (TIF) district in non-residential areas along the roadway corridor is a feasible way to provide funding to build the inner city roadway without the need to increase real estate property taxes; and WHEREAS, financing the inner city road by using a TIF district would require annexation of certain areas in and around the inner city road corridor; and WHEREAS, to enhance development of business and industry in the TIF area a sanitary sewer interceptor pipeline must be installed along State Road 62 to east of Allison Lane, and the construction of said pipeline should be incorporated in the development of the inner citY roadway; and WHEREAS, the Jeffersonville Redevelopment Commission should participate in the annexation procedure, creation of a TIF district and the design and development of the inner citY road. NOW, THEREFORE, BE IT RESOLVED by the Common COUncil of the City of Jeffersonville that the City of Jeffersonville and the CitY of Jeffersonville Department of Redevelopment take all actions necessaxy to proceed with the design, development, financing and construction of the inner city roadway project, including the design, development, financing and construction of a sanitary sewer line extension along State Road 62 up to an area to the east of Allison lane.
