Regular Meeting Minutes
The Common Council of the City of Jeffersonville, Indiana met for the Regular Meeting on November 21,
2022. Council President Owen along with City Clerk Gill called the meeting to order at 7:02 p.m.The
meeting was open to the public in person as well as live streamed via the City Website using Zoom.
INVOCATION:
Council President Owen led the Invocation.
Pledge of Allegiance:
ROLL CALL:
The roll call was conducted by City Clerk Lisa Gill and present in Council Chambers were Councilperson
White,Councilperson Burns,Councilperson Croft, Councilperson Webb;Councilperson Hawkins,and
Council President Owen. Let the record reflect that 6 Council Members were present in Council
Chambers. Council Vice President Maples, Councilperson Paris and Councilperson Ellis were absent.
APROVAL OF MINUTES:
Councilperson Burns made a motion to approve the Minutes of November 7, 2022 of the Regular
Meeting,seconded by Councilperson Croft; motion passed, 6-0.
APPROVAL OF THE AGENDA:
Councilperson Burns made a motion to approve the agenda,seconded by Councilperson Webb; motion
passed, 6-0.
CLAIMS TO APPROVE:
Civil City$721,894.02
Mrs. Metcalf advised there were no changes.
Councilperson Webb made a motion to approve Civil City Claims,seconded by Councilperson Croft;
motion passed,6-0.
- Parks$207,631.92
Mrs. Metcalf advised there were no changes.
Councilperson Burns made a motion to approve Parks Claims,seconded by Councilperson Webb;
motion passed, 6-0.
REPORT OF THE CLERK:
Happy Thanksgiving to everyone.
UNFINISHED BUSINESS:
1. Heather Metcalf 2022-OR-69 Ordinance of Additional Appropriation
Mrs. Metcalf advised there were no changes.
Council President Owen opened the Public Hearing at 7:05 pm, Clerk Gill stated there were no
comments sent to the Clerk's office.There were no members of the community present to
speak for or against the matter. Council President Owen closed the Public Hearing at 7:05 pm.
Councilperson Burns made a motion to approve 2022-OR-69 on the Third and Final Reading,
seconded by Councilperson Webb; motion passed, 6-0.
2. Heather Metcalf 2022-OR-70 Ordinance of Additional Appropriation
Mrs. Metcalf advised there were no changes.
Council President Owen opened the Public Hearing at 7:05 pm, Clerk Gill stated there were no
comments sent to the Clerk's office.There were no members of the community present to
speak for or against the matter. Council President Owen closed the Public Hearing at 7:06 pm.
Councilperson Webb made a motion to approve 2022-OR-70 on the Third and Final Reading,
seconded by Councilperson Croft; motion passed,6-0.
3. Heather Metcalf 2022-OR-71 Ordinance of Transfer of Funds Within the Same Department
Mrs. Metcalf advised there were no changes.
Councilperson Burns made a motion to approve 2022-OR-71 on the Third and Final Reading,
seconded by Councilperson Croft; motion passed, 6-0.
NEW BUSINESS:
1. CAROLYN KING-CLARK COUNTY CARES
Carolyn King from Clark County CARES was present along with Representatives from the Clark
County Health Department and Life Springs to represent information about Clark County CARES
upcoming Drug Fact Week. Mrs. King advised this year's Drug Fact Week will be the week of
February 6-12, 2023. This year's keynote speaker will be Beth Macy,author of Dopesick. They
will also be showing the movie "The Addicts Wake"which is an award winning movie that was
made in Indiana and there will be a panel of some of the people in the movie. There will be
focus on prevention celebrating the work done with youth. This event totals over$15,000 and
they would appreciate Council's support again this year in the amount of$7,500.00.
Councilperson Croft and Council President Owen commended Clark County CARES for their
efforts and success.
Councilperson Hawkins made a motion to pay the$7,500.00 out of the Council's Riverboat
Fund,seconded by Councilperson Croft; motion passed, 6-0.
2. Les Merkley 2022-R-18 Resolution Approving Property Tax Exemption for Data Center Project.
City Attorney Les Merkley advised a couple of months ago the Council considered Project
Slugger which is being proposed at River Ridge. At that time a resolution to approve the
development agreement was approved by the Council, 2022-R-10;the minutes of the meeting
from September 9, 2022 states the resolution was approved. A second resolution needed to be
approved for the project however there is no record it was approved at the meeting. Mr.
Merkley recommended to clear up the matter that the Council pass what is being presented,a
Resolution Approving Property Tax Exemption for Data Center Project which will allow the
project to proceed without any issue. Council President Owen stated this is not a new matter
before the Council that has not been discussed.
Councilperson Hawkins made a motion to pass 2022-R-18.on the First and Second Reading,
seconded by Councilperson Croft; motion passed, 6-0.
3. Heather Metcalf 2022-OR-72 Ordinance of Transfer of Funds Within the Same Department
Mrs. Metcalf advised these transfers were for HR, Parks and Highway Departments.
Councilperson Burns made a motion to approve on the First and Second Reading,seconded by
Councilperson Webb; motion passed, 6-0.
