Regular Meeting Minutes
The Common Council of the City of Jeffersonville, Indiana met for.the Regular Meeting on October 17,
2022. Council President Owen along with City Clerk Gill called the meeting to order at 7:00 p.m:The
meeting was open to the public in person as well as live streamed via the City Website using Zoom.
INVOCATION:
Councilperson Ellis led the Invocation.
Pledge of Allegiance:
ROLL CALL:
The roll call was conducted by City Clerk Lisa Gill and present in Council Chambers were Councilperson
Burns, Councilperson Paris, Council Vice President Maples,Councilperson Webb,Councilperson
Hawkins, Councilperson Ellis and Council President Owen. Let the record reflect that 7 Council Members
were present in Council Chambers and 2 absent.
APROVAL OF MINUTES:
Council Vice President Maples made a motion to approve the Minutes of October 3,2022 of the Regular
Meeting,seconded by Councilperson Burns; motion passed,7-0.

APPROVAL OF THE AGENDA:
Councilperson White arrived in Council Chambers at 7:02 pm.
Council Vice President Maples made a motion to approve the agenda,seconded by Councilperson
Burns; motion passed,8-0.
CLAIMS TO APPROVE:

Council Vice President Maples made a motion to approve Civil City Claims,seconded by Councilperson
Paris; motion passed, 8-0.
"Parks$146,012.79 Council Vice President Maples made a motion to approve Parks Claims,seconded by
Councilperson Burns; motion passed, 8-0.
REPORT OF THE CLERK:
Clerk Gill advised that herself and Deputy Clerk Kiser will be out for the AIM Summit Conference the first
week in November, if she gets everything she needs for the packet,she will send it out early, if not,then
it will be the Friday before the Council meeting.
UNFINISHED BUSINESS:
1. Kim Calabro 2022-OR-Ordinance Amending 2022-OR-62(Salary Ordinance)Ordinance Fixing
the Salaries of Appointed Officers and Employees for All Departments of the City of
Jeffersonville for the Year 2023 -
Mrs.Calabro advised there were no changes since last meeting.
• - Councilperson Hawkins made a motion to approve on the Third and Final Reading, seconded by
Councilperson Webb; motion passed,8-0.
2. Heather Metcalf 2022-OR-63 Ordinance of Additional Appropriation (Public Hearing)
Council President Owen advised the Finance Team is out of town for training and Heather
Metcalf advised him that there were no changes.
Council President Owen opened the Public Hearing at 7:05 pm.There were no members of the
community present to speak for or against the matter. Council President Owen asked Clerk Gill
if any comments were submitted to the Clerk's Office and Clerk Gill advised no comments were
submitted to her office. Council President Owen asked for expediency if any comments were
submitted for the other two and Clerk Gill stated there were not. Council President Owen
closed the Public Hearing at 7:05 pm.
Councilperson Burns made a motion to approve on the Third and Final Reading,seconded by
Councilperson Paris; motion passed, 8-0.
3. Heather Metcalf 2022-OR-64 Ordinance of Additional Appropriation (Public Hearing)
Council President Owen opened the Public Hearing at 7:06 pm.There were no members of the
community present to speak for or against the matter. Council President Owen closed the
Public Hearing at 7:06 pm.
Councilperson Burns made a motion to approve on the Third and Final Reading, seconded by
Councilperson Paris; motion passed, 8-0.
4. Heather Metcalf 2022-OR-65 Ordinance of Additional Appropriation (Public Hearing)
Council President Owen opened the Public Hearing at 7:07 pm.There were no members of the
community present to speak for or against the matter.Council President Owen closed the Public
Hearing at 7:07 pm.
Councilperson Ellis made a motion to approve on the Third and Final Reading, seconded by
Council Vice President Maples; motion passed,8-0..
5. Heather Metcalf 2022-OR-66 Ordinance of.Transfer of Funds within the Same Department
Council Vice President made a motion to approve on the Third and Final Reading, seconded by
Councilperson Paris; motion passed, 8-0.
NEW BUSINESS
1. Wendy Dant Chesser-1si Economic Update.
Wendy Dant Chesser thanked the Council for their time. 1si serves as an economic
development organization for the Southern Indiana and Jeffersonville area. This update
normally comes before the Council in June however for many reasons this year it was delayed.
One of those reason is the filling of vacancies within their organization. Wendy introduced
Amber Miller who took Lisa Brooking previous position as Director of Engagement. Ms. Miller
explained her new role to the Council and advised she has been with 1si for over six years now
and she looks forward to working with the Council. Ms. Dant Chesser introduced John Launius
as the Vice President of Economic Development. Mr. Launius advised he is excited to be in this
role, he has 15 years of experience in Economic Development and was previously the Executive
Director of Development at Ivy Tech. Ms. Dant Chesser presented the Council with an update
from the last 18 months. When the City makes a contribution to 1si it is used to support new
business attraction, existing business expansion, and existing business retention. From January
of 2021 until October 2022 1si has helped to announce 6 projects in Jeffersonville, 3 of these
were project expansion announcement and 3 of these were project attraction announcements.
The six projects announced were CTDI, Resident, and Affinity were all project attractions while
Amatrol, PTI and Knipper were project expansions. CTDI is the largest project that 1si has ever
announced in terms of number of new jobs at 1,000 new jobs. They are investing$19,680,000
in capital investment and have an added payroll of$47,278,400. Amatrol's expansion added 30
new jobs and incorporated the building across the street,the former Key Electronics. From the
announcements during this timeframe 1,369 jobs were added from the attractions and 109
were added from the expansion. The total payroll added during this time frame was over 66.2
million dollars with$61,260,992 from the attractions and $4,976,400 from the expansions. Over
80.7 million dollars were added in taxable capital with$26,383,844 from the expansion and
$54,357,250 from the attractions. The average wage of these new jobs is higher than the
county average. 1si has been part of 32 ribbon cuttings and has a total member count of 1,042.
Manufacturing week will start at Amatrol and then there will be booths set up for students to
visit around the NOCO Arts Center and The Depot. 1si has spent some time changing their by-
laws and created the DE&I Committee (Diversity, Equity& Inclusion)and have imbedded DE&I
objectives into the fabric of their organization. In partnering with the Indiana Small Business
Development Corporation, 1si have started offering micro loans to businesses that may not be
bankable. The City of Jeffersonville contributed$51,400 to that fund for Jeffersonville
businesses. The Southern Indiana Development Authority was one of the five regions that
received the maximum award of$50 million dollars from the READI Grant. Some of those
dollars are going towards helping to fund the Jeffersonville North Wastewater Treatment Plant
and Origin Park. Ms. Dant Chesser expressed gratitude for the City's partnership and hoped
they would be able to continue to partnership for the upcoming year. Council President Owen
confirmed to Ms. Dant Chesser that 1si is in the budget for next year.
Council President Owen thanked the Department Heads for their great work with 1si. 1si brings
these people to the table and keeps them organized and fixated on how great this community is.
There are so many more things that 1si does that goes unrecognized,the proof is in the
numbers they present to the Council each year. Councilperson White would like to start a
conversation regarding the City's contribution to the Micro Loans for next year. Councilperson
Burns asked how are people finding out about the Micro Loans. Wendy Dant Chesser advised
that 1si has done marketing and when a bank is unable to fund the loan they will recommend
the business to 1si if it is appropriate. Ms. Dant Chesser thanked Clerk Gill and said she has
been wonderful to work with.
2. Heather.Metcalf 2022-OR-67 Ordinance of Transfer of Funds within the Same Department
Council President Owen advised these transfer requests are for the General Fund and in Public
Safety.Chief Grant advised an email was sent to the Council prior to the meeting explaining the
transfer requests and he was present to answer any questions. The vehicle they are replacing is
the Battalion Chiefs vehicle that has close to 90,000 miles on it currently
Councilperson Burns made a motion to approve 2022-OR-67 on the First and Second Reading,
seconded by Council Vice President Maples; motion passed,8-0.
3. Heather Metcalf 2022-OR-68 Ordinance of Transfer of Funds within the Same Department
Paul Northam, Director of Parks is requesting a transfer for the Parks Activity Fund to clean up
the end of year for the.Aquatic Center.
Councilperson Burns made a motion to approve 2022-OR-68 on the First and Second Reading,
seconded by Councilperson White, motion passed,8-0.
