CALL TO ORDER: Mayor Mike Moore called the meeting to order at 9:30 a.m. in the Mayor's Conference Room
in City Hall. The meeting was held in person and streamed on the City's Website. Andy Crouch and Rob Waiz
served on the board.
APPROVAL OF THE MINUTES: Mr. Crouch made the motion to approve the minutes from October 19,2022. Mr.
Waiz seconded the motion;motion passed,3-0.
APPROVAL OF PAYROLL: Mr.Waiz made the motion to approve payroll,seconded by Mr:Crouch; motion
passed,3-0.
OLD BUSINESS:
NEW BUSINESS:
1. Leo Sullivan/Kailey and Linda with BC-Hearing regarding appeal of Building Code abatement notice
for 611 Martha Avenue—Mr. Merkley advised an appeal was filed by a property owner at 611 Martha
Avenue. The property owner is Leo Sullivan and he is appealing a violation for failing to maintain the
property as it pertains to 2002-OR-30 section 3 (grass and weeds in excess of 9 inches in height). The
City went in and did an abatement on that and billed the owner and he appealed the matter. He did
appeal in a timely manner. Mr. Merkley asked if Leo Sullivan or anyone representing Leo Sullivan was
present and no individuals were present. Mr. Merkley requested the record reflect Leo Sullivan failed to
appear for the hearing on the appeal for 611 Martha Avenue. Mr. Merkley made the recommendation
to the board to make a motion and a second to deny the appeal.
Mr.Crouch made the motion to deny the appeal and Mr.Waiz seconded the motion; motion passed,3-
0.
2. Jason Sharp-Request for approval of Standard Operating Procedure updates for the Fire Department—
Mr.Sharp advised these are updates to the Policy Manual for the Fire Department and they were
submitted o legal for review.
Mr.Waiz de a motion to approve the updates seconded by Mr.Crouch; motion passed,3-0.
