BOARD OF PUBLIC WORKS
MINUTES
September 28,2022
PRESENT: Andy Crouch, City Engineer, Rob Waiz, Redevelopment Director,Shawn Grant, Chief of
Jeffersonville Fire Department,Jason Sharp, Asst Chief of Jeffersonville Fire Department, Kenny Kavanaugh,
Chief of Jeffersonville Police Department,Scott McVoy,Asst Chief of Jeffersonville Police Department,Clark
Miles, Director of Sanitation, Kevin Morlan, Director of Street Department, Michael O'Brien, Director of
Vehicle Maintenance, Zach Guiffre, Planning and Zoning Department, Elisa Dale, Manager of Sewer billing,
Larry Wallace, Building Commissioner, Matt Dyer, Director of IT, Brian Smith, Director of Safety, Kim
Calabro, Director of Human Resources, Len Ashack, Director of Wastewater,Amber Ridings,Asst Director of
Parks and Recreation, Sarah Green, Director of Jeffersonville Animal Shelter, Les Merkley, Corporate
Counsel, Christy O'Neil, Executive Assistant to Mayor, Mayor Moore, Bill Dixon, Engineering Department,
and Katie Sutter, Promedia group.
CALL TO ORDER: Rob Waiz, Director of Redevelopment, called the meeting to order at 9:30 a.m. in the
Mayor's Conference Room in City Hall.
APPROVAL OF THE MINUTES: Mr. Crouch made the motion to approve the minutes from September 21,
2022. Mr. Miles seconded the motion. Motion carries 3-0.
APPROVAL OF PAYROLL: Mr. Miles made the motion to approve payroll,seconded by Mr. Crouch. Motion
carries 3-0.
OLD BUSINESS:
Dirt Works requested road closure at 421 E. Market St.for sewer tap in. Will have temporary lights
with one lane closure at a time. Closure to begin Tuesday, October 4, 2022 and run through Friday, October
7, 2022. Mr. Miles makes motion to approve plan as provided,seconded by Mr. Crouch, motion carries 3-0.
NEW BUSINESS:
1. Joe Olson—Request for approval of Humana Health Insurance contract renewal—We received a
3% reduction in rates for medical, 10.6%estimated increase in claims for dental, and no increase
for Life,Vision, or short term disability. Mr. Crouch makes motion to approve request, seconded by
Mr. Miles, motion carries 3-0.
2. Les Merkley/Andy Crouch—Request for approval of deed of dedication of public right of way
from KDC Development, L&N Federal Credit Union, Baptist Healthcare System, and P&M
Investment Company to City. This is the road behind McAllister's that had some issues City had
asked them to fix prior to turning over to City. All issues are now fixed and they are turning this
over to City. Mr. Miles made motion to approve request, seconded by Mr. Crouch, motion carried
3-0.
3. Jason Sharp—Request for approval of Memorandum of Agreement between the City of
Indianapolis Fire Department and the City of Jeffersonville Fire Department for staffing and
policies of Indiana Task Force One. Mr. Miles made motion to approve contract, seconded by Mr.
Crouch, motion carried 3-0.

4. Len Ashack—Request for approval of road closure on Coopers Lane. We have 3 manhole covers
to fix on Coopers Lane and will need to close road from Coopers Lane from Hamburg Pike to Utica
Sellersburg Road on October 4, 2022 from 7:00 a.m.to 5:00 p.m. Motion to approve closure by Mr.
Crouch, seconded by Mr. Miles, motion carries 3-0.
5. Les Merkley—Request for approval of Resolution 2022-R-06—On September 4, 2022 the board
approved Resolution 2022-OR-4 with Greater Clark County Schools and we need to clean it up just a
little bit. So we have Resolution 2022-OR-5 conveying parcel at Bridgepointe School to Greater
Clark Schools. Mr. Miles makes motion to approve Resolution 2022-OR-5, seconded by Mr. Crouch,
motion carries 3-0.
We also have Resolution 2022-OR-6 accepting parcel from Greater Clark Schools. Mr. Crouch
makes motion to accept resolution, seconded by Mr. Miles, motion carries 3-0.
