The meeting was held in person and streamed on the City's Website. APPROVAL OF THE MINUTES: Mr.Crouch made the motion to approve the minutes from August 3,2022. Mr.Waiz seconded the motion; motion passed, 3-0. APPROVAL OF PAYROLL: Mr. Crouch made the motion to approve payroll,seconded by Mr.Waiz; motion passed,.3-0. OLD BUSINESS: 1. Deja or Chris with World of Foodie Fest-Request for approval of road closure on Michigan Avenue at the Depot on August 13,2022 for Foodie Fest(Tabled from 8/3/2022)—Mayor Moore advised there have been many conversations about this event since last week. 'Mr. Merkley informed the board he has been in contact with Upland in reference to this event and they have agreed to the following: Upland/World of Foodies shall be responsible for providing sufficient security for the event at all times,the City shall provide barricades to be placed by Upland/World of Foodies,The security plan shall be submitted and approved by Jeffersonville Police Department no later than August 9,2022, Upland and World of Foodies shall execute a written waiver of liability and hold harmless agreement with the City prior to the commencement of the event, Upland shall be provide written documentation that it has complied with Article 7 of the operating agreement, and the event must be contained inside The Depot and/or along Michigan and 7th Streets with sufficient barricades. Upland has coordinated with the Police Department regarding sufficient security for the event. Mr.Crouch questioned if there was a road closure plan and Assistant Chief McVoy confirmed there was one in place. Mr. Crouch made the motion to approve the road closure, Mr.Waiz seconded the motion; motion passed, 3-0. NEW BUSINESS: 1. Paul Northam-Request for approval of noise ordinance extension to 12 midnight on Friday, September 2,2022 for Jeff High School Senior Class Pool Party at the Aquatic Center—Mr. Northam requested the noise ordinance extension due to the request of a Senior Class Pool Party at the Aquatic Center.The noise ordinance will be extended to midnight. Mayor Moore asked if there was any way to get the slides working prior to the party by moving a pump. Mr. Northam said he would look and see if that is possible and it is a great idea. ADJOURNMENT: Mayor Moore reported they had a great neighborhood meeting at Stonybrook last night and he appreciates the Department Heads who came. If there are any neighborhoods out there who would like to have a meeting please contact his office. The security plan shall be submitted and approved by Jeffersonville Police Department no later than Tuesday,August 9,.2022; 4. Upland and World of Foodies shall execute a written waiver of liability and hold harmless agreement with the City prior to the commencement of the event; 5. Upland shall provide written documentation that it has complied with Article 7 of the operating agreement; and 2 6. None of the event shall take place on the property commonly known as Picasso Point since this is not part of The Depot venue or subject of the operating agreement between the Commission and Upland (NOTE: the Event must be contained inside The Deport and/or along Michigan and 7th Streets with sufficient barricades). • Please let me know by 5 p.m. tomorrow, August 5, 2022 if Upland and/or World of Foodies is in agreement with the aforementioned terms to allow for the event to take place as scheduled. If you are in agreement with the aforementioned, please contact Assistant Chief Scott McVoy regarding the security plan.
