HomeMy WebLinkAboutJune 21, 2022 Council Minutes JEFFERSONVILLE, INDIANA June 21,2022 Regular Meeting Minutes The Common Council of the City of Jeffersonville, Indiana met for the Regular Meeting on June 21,2022. Council President Owen along with City Clerk Gill called the meeting to order at 7:00 p.m.The meeting was open to the public in person as well as live streamed via the City Website using Zoom. INVOCATION: Councilperson Ellis led the Invocation. ROLL CALL: The roll call was conducted by City Clerk Lisa Gill and present in Council Chambers were Councilperson White,Councilperson Burns, Councilperson Paris, Councilperson Croft,Councilperson Webb, Councilperson Hawkins, Council President Owen, Councilperson Ellis.Council Vice President Maples is absent. Let the record reflect that there were 8 Council Members present in Council Chambers. APPROVAL OF MINUTES: Councilperson Burns made a motion to approve the Minutes of June 6,2022 of the Regular Meeting, seconded by Councilperson Webb; motion passed, 8-0. APPROVAL OF THE AGENDA: Council President Owen advised he needed to table Number 11 on the agenda, it will be addressed at the next meeting. Councilperson Burns made a motion to approve the agenda tabling number 11,seconded by Councilperson Croft; motion passed, 8-0. CLAIMS TO APPROVE: Civil City$908,760.86—Mrs. Metcalf stated there were no changes. Councilperson Burns made a motion to pass the Civil City Claims,seconded by Councilperson Paris; motion passed,8-0. Parks$250,465.76-Mrs. Metcalf stated there were no changes. Councilperson Burns made a motion to approve the Parks Claims, seconded by Councilperson Paris; motion passed,8-0. REPORT OF THE CLERK: Clerk Gill said she had a great conference last week and will be sending out some updated material to the Council. UNFINISHED BUSINESS: 1. Les Merkley 2022-OR-35 Pilot Ordinance Approving a Payment in Lieu of Tax-Council President Owen advised this ordinance was passed on the First and Second Reading on June 6,2022. Mr. Junger and Mr. Bennett were present on the Zoom call to address any further questions, however there were none. Councilperson Burns made a motion to pass on the Third and Final Reading seconded by Councilperson Croft; motion passed, 8-0. 2. Chad Reischl 2022-OR-36 Ordinance for Updates to Article 6,7, 10, 12 of the Jeffersonville UDO (Unified Development Ordinance)-Mr. Reischl stated there were no changes. Councilperson Burns made a motion to pass on the Third and Final Reading,seconded by Councilperson Paris; motion passed 8-0. NEW BUSINESS 1. Janice Leavell Dr. King Scholarship Program-Tabled during approval of agenda. 2. Heather Metcalf 2022-OR-37 Ordinance of Additional Appropriation-Michael O'Brien, Director of Vehicle Maintenance requested an additional appropriation of$350,000.00 coming from the Non- Reverting Fuel Fund, which has a balance of$898,432.24 due to the increase in fuel cost. Diesel cost has gone up 82.5%and regular gas has gone up 54%since last year.The amount requested should last until the end of the year if prices stay consistent to where they are now. Councilperson Croft asked if there is more gas usage than diesel fuel. Mr.O'Brien stated that it is about the same at this time. Council President Owen asked if since the new salary Ordinance was passed if Mr. O'Brien's title and responsibilities have changed, Mr.O'Brien stated yes.As of July 1, 2022, his title will change to Director of Fleet Maintenance and Management and he will be assisting the different departments with the procurement of vehicles with the exception being Police and Fire. Council President Owen asked if there have been any guidelines put out to manage fuel and gas cost and usage such as not letting the vehicles run idle, or anything else that could use less fuel and gas. Mr. O'Brien will come up with a guideline for fuel efficiency, and is planning on speaking with Mayor Moore regarding electric and Hybrid vehicles for the future. Councilperson Burns made a motion to pass on the First and Second Reading,seconded by Councilperson Croft; motion passed, 8-0. ATTORNEY COMMENTS: Larry Wilder- No Comment Les Merkley- Not Present DEPARTMENT HEADS: Chief Grant- No Comment Heather Metcalf-No Comment PUBLIC COMMENT: Rita Richardson-PO Box 482,Jeffersonville,IN 47131 Ms. Richardson expressed concerns regarding turning lanes verses shoulders in Jeffersonville,and requested they be marked better.She is also concerned about people going off in ditches due to no lighting and getting conflicting information about the noise ordinance, and she feels the ordinance is not enforced. Ms. Richardson also expressed concern regarding police coming to her house in the middle of the night and having the wrong house and wrong phone number.
