HomeMy WebLinkAboutMay 2, 2022 Council Minutes COMMON COUNCIL OF THE CITY JEFFERSONVILLE, INDIANA May 2,2022 Regular Meeting Minutes The Common Council of the City of Jeffersonville, Indiana met for the Regular Meeting on May 2,2022. Council President Owen along with City Clerk Gill called the meeting to order at 7:00 p.m.The meeting was open to the public in person as well as live streamed via the City Website using Zoom. INVOCATION: Councilperson Ellis led the Invocation. ROLL CALL: The roll call was conducted by City Clerk Lisa Gill and present in Council Chambers were Councilperson White,Councilperson Burns, Councilperson Paris,Council Vice President Maples,Councilperson Croft, Councilperson Webb, Councilperson Hawkins,Councilperson Ellis,and Council President Owen. Let the record reflect all 9 Council Members present in Council Chambers. APPROVAL OF MINUTES: Councilperson Burns made a motion to approve the Minutes of April 18, 2022 of the Regular Meeting, seconded by Councilperson Hawkins; motion passed,9-0. ' APPROVAL OF THE AGENDA: Vice President Maples made a motion to approve the Agenda for May 2, 2022 seconded by Councilperson Paris; motion passed,9-0. CLAIMS TO APPROVE: Civil City$2,399,060.77—Mrs. Metcalf stated there were no changes. Council Vice President Maples made the motion to approve the Civil City Claims,seconded by Councilperson Burns; motion passed,9-0. Parks$89,174.29-Mrs. Metcalf stated there were no changes. Council Vice President Maples made the motion to approve the Parks Claims,seconded by Councilperson Croft; motion passed, 9-0. REPORT OF THE CLERK: Congratulations to Council President Owen on the birth of his daughter. UNFINISHED BUSINESS: 1. Heather Metcalf 2022-OR-27 Ordinance Establishing a Non-Reverting Fund for the Purposes of Parks Cumulative Capital Expenditures and Rescinding Ordinance 1994-OR-42 Heather Metcalf advised there were no changes since last Council Meeting. Vice President Maples made a motion to pass on the Third and Final Reading,seconded by Councilperson Burns; motion passed,9-0. 2. Heather Metcalf 2022-OR-28 Ordinance of Additional Appropriation Mrs. Metcalf advised there were no changes since last Council Meeting and confirmed this is the. additional appropriation for the Sanitation Department. Council President Owen opened the Public Hearing at 7:05 pm, no members of the community were present in Council Chambers to speak for or against the matter. Clerk Gill stated no comments were submitted to her office. Public Hearing closed by Council President Owen. Vice President Maples made a motion to pass on the Third and Final Reading, seconded by Councilperson Croft; motion passed,9-0. NEW BUSINESS: 1. Les Merkley or Sarah Green Interlocal Cooperation Agreement for the Joint Use and Operation of the Jeffersonville-Clark County Animal Shelter Les Merkley,City Attorney advised that each Council Member has a copy of the Agreement for the Operation Funds for the Animal Shelter. The old one expired 12/31/2021.,This is for a three year term which will expire 12/31/2024. This Agreement covers the following:City of Jeffersonville,Town of Clarksville/City of Charlestown,Town of Sellersburg and Town of Utica. Nothing has changed from the last agreement except instead of having 4 equal installment payments,there will be 1 payment that is due by July 1, 2022. 2. Les Merkley or Sarah Green 2022=R-3 Resolution Approving and Ratifying Interlocal Agreement for the Joint Use and Operation of the Jeffersonville-Clark County Animal Shelter Les Merkley, City Attorney stated the approval of 2022-R-3 approves the Interlocal Agreement. Vice President_Maples made a motion to pass 2022-R-3,seconded by Councilperson Croft; motion passed,9-0. 3. Les Merkley 2022-R-4 Resolution Approving the Enlargement of the Inner City Road Economic Development Area Mr. Merkley stated this process started last November by the Redevelopment Commission to bring in two parcels off of Utica Sellersburg Road for a Gun Manufacturing Facility. These two parcels were not brought in on the most recent TIF expansion due to that property being owned by Indiana Finance Authority. Since then the property has been sold and is being developed. This has gone through several steps- Redevelopment Commission, Planning Commission Hearing, it's been before this City Council twice, and a Public Hearing at the last Redevelopment Commission. No one showed up for any comments or objections. This will be the final step. The amendment will be retroactive to last November. Councilperson Burns made a motion to pass,seconded by Councilperson Paris; motionpassed, 9-0. ATTORNEY COMMENTS: Larry Wilder-He is at the old City Hall in Newport Beach tonight. Les Merkley-No Comment DEPARTMENT HEADS: Heather Metcalf—No Comment PUBLIC COMMENT: None COUNCIL COMMENTS: • Councilperson White—Congratulations to Council President Owen on the birth of his daughter, great Thunder. • Councilperson Burns--Congratulations to Council President Owen on the birth of his daughter. • Councilperson Paris—Congratulations to Council President Owen on the birth of his daughter. • Council Vice President Maples-Go vote tomorrow and congratulations to Council President Owen on the birth of his daughter. • Councilperson Croft—He took a tour of the Aquatic Center and is very impressed. • Councilperson Webb-Congratulations to Council President Matt Owen on the birth of his daughter,thanks to everyone that helped with Thunder and go vote tomorrow. • Councilperson Hawkins—Congratulations to Council President Matt Owen on the birth of his daughter,thanks to everyone that helped with Thunder and go vote tomorrow. • Councilperson Ellis—Congratulations to Council President Matt Owen on the birth of his daughter. • Council President Owen—Great Thunder,thanks to all the departments and agencies for all the hard work, happy belated birthday to Donnie Croft, also, Council President Owen stated that he was granted the adoption for Lucas,very exciting news.
