April 18,2022
Regular Meeting Minutes
The Common Council of the City of Jeffersonville, Indiana met for the Regular Meeting on April 18,2022.
Council President Owen along with City Clerk Gill called the meeting to order at 7:00 p.m.The meeting
was open to the public in person as well as live streamed via the City Website using Zoom.
INVOCATION:
Councilperson Ellis led the Invocation.
ROLL CALL:
The roll call was conducted by City Clerk Lisa Gill and present in Council Chambers were Councilperson
White,Councilperson Burns,Councilperson Paris,Council Vice President Maples,Councilperson Webb,
Councilperson Hawkins, Councilperson Ellis,and Council President Owen.Councilperson Croft was
absent. Let the record reflect there were 8 Council Members present in Council Chambers and 1 absent.
APPROVAL OF MINUTES:
Council Vice President Maples made a motion to approve the Minutes of April 4,2022 of the Regular
Meeting,seconded by Councilperson Paris; motion passed,8-0.
APPROVAL OF THE AGENDA:
Vice President Maples made a motion to approve the Agenda for April 18, 2022 seconded by
Councilperson Burns; motion passed,8-0.
CLAIMS TOAPPROVE:
Civil City$1,261,125.636—Mrs. Metcalf stated there were no changes.
Council Vice President Maples made the motion to approve the Civil City Claims,seconded by
Councilperson Burns; motion passed,8-0. -
Parks$270,215.19-Mrs. Metcalf stated there were no changes.
Council Vice President Maples made the motion to approve the Parks Claims,seconded by
Councilperson Burns; motion passed,8-0.
REPORT OF THE CLERK:
Nothing tonight.
UNFINISHED BUSINESS:
1. Heather Metcalf(PUBLIC HEARING)2022-OR-13 Ordinance of Additional Appropriation
Chad Reischl stated the UEZ has agreed to fund the Bike Share Program.The contract has been
sent over to the Executive Director Rob Waiz for negotiation. Chad Reischl advised the
Appropriation is no longer needed by the Council and recommended to move to vote for this
with intent to deny.
Vice President Maples made a motion to approve with the intention of the Ordinance failing,
seconded by Councilperson Webb; motion fails 0-8. '
2. Heather Metcalf 2022-OR-25 Ordinance Transferring Certain Funds within the Same
Department-This is in regards to the Flock System for the Police Department that has already
been discussed and passed on the First and Second Reading. Heather Metcalf stated there were
no changes. 1)
Council Vice President Maples made a motion to pass on the Third and Final Reading, seconded
by Councilperson turns; motion passed 8-0.
3. Heather Metcalf 2022-OR-26 Ordinance of Additional Appropriation (Public Hearing)
This is in regards to the Fuel Station that has already been discussed and passed on the First and
Second Reading. Heather Metcalf stated there were no changes. President Owen opened the
Public Hearing at 7:04 pm,there were no members of the community present to speak for or
against the matter and Clerk Gill advised that no comments were submitted to her office.
Council President Owen closed the Public Hearing.
Vice President Maples made a motion to pass on the Third and Final Reading,seconded by
Councilperson Paris; motion passed,8-0.
NEW BUSINESS:
1. Les Merkley 2022-OR-27 Ordinance Establishing a Non-Reverting Fund for the Purposes of
Parks Cumulative Capital Expenditures and Rescinding Ordinance 1994-OR-42
Heather Metcalf stated the money was already appropriated, however they need a fund to put
it in. Mrs. Metcalf advised 2022-OR-27 will reestablish a fund that was originally created in
1994.
Vice President Owens made a motion to pass on the First and Second reading,seconded by
Councilperson Burns; motion passed,8-0.
2. Heather Metcalf 2022-OR-28 Ordinance of Additional Appropriation
Mrs. Metcalf advised this is for the Sanitation Department from a sale of a vehicle and they
requested to use these funds to purchase more trash cans. The sale of the trash cans goes back
into the Sanitation's General Fund.
Vice President Maples made a motion to pass on the First and Second Reading,seconded by
Councilperson Burns; motion passed,8-0.

Council Vice President Maples made the motion to ADJOURN the meeting at 7:08 p.m.
