Mayor Moore advised that there has been a network crash at City Hall and some people are having difficulty logging in to the meeting. This meeting is streamed on the City of Jeff website and in the future if there are difficulties joining the meeting virtually the easiest way to view the meeting is on the City Website. APPROVAL OF THE MINUTES: Mr. Crouch made the motion to approve the minutes from January 12, 2022. Mr.Waiz seconded the motion; roll call vote: Mr. Crouch—aye, Mr. Waiz-aye, Mayor Moore-aye; motion passed, 3-0. APPROVAL OF PAYROLL: Mr.Waiz made the motion to approve payroll,seconded by Mr. Crouch; roll call vote: Mr. Crouch—aye, Mr. Waiz-aye, Mayor Moore-aye; motion passed, 3-0. OLD BUSINESS: None NEW BUSINESS: 1. Larry Wallace-Hearing regarding 811 Watt Street-home owner,Jamie Burton on review of compliance with Building Commissioner enforcement(re-scheduled from January 12,2022)—Mr. Wallace advised the home owner Jamie Burton was present and they are recommending to extend his deadline to get the renovations and the back of the building torn down until March 15th. Mr. Merkley stated they are going to reset the hearing for March 16,2022 at 9:30 am to allow Mr. Burton time to address the issue himself before the City takes action. Mr. Burton understands if it is not resolved he will need to return March 16, 2022. Mr. Merkley asked Mr. Burton to confirm his understanding and Mr. Burton confirmed. Mr.Waiz made a motion to continue the matter until March 16, 2022 seconded by Mr. Crouch; Mr. Crouch—aye, Mr.Waiz-aye, Mayor Moore-aye; motion passed, 3-0. 2. Les Merkley-Request for approval of contract between City and BluMine—Mr. Merkley advised this contract details a program that BluMine has offered the City as a way to reduce prescription costs. It will not affect anyone's coverage with Humana and is purely voluntary to participate in the program. Mr.Waiz made a motion to approve the contract, Mr. Crouch seconded the motion; Mr. Crouch—aye, Mr. Waiz-aye, Mayor Moore-aye; motion passed,3-0. Page 1 of 2 3. Kevin Morlan/Josh Hillman,JTL-Award of Bid for Community Crossing Contract 2021-2—Mr. Morlan advised that this is the award for the Bid that was opened last week. This is for Community Crossing Grant 2021-2 and MAC Construction was the low bid on the project. Mayor Moore asked if legal had reviewed and Mr. Merkley confirmed that MAC was the lowest bid by a significant amount. Mr. Crouch made a motion to approve the contract for the Community Crossing Contract in the amount of$608,515, Mr.Waiz seconded the motion; Mr. Crouch—aye, Mr. Waiz-aye, Mayor Moore-aye; motion passed, 3-0. 4. Shawn Grant/Jason Sharp-Request for approval of Proposal to Provide Architectural and Mechanical, Electrical, Plumbing, Engineering Professional Design Services for City fire stations by TEG Architects—Chief Grant advised they do have the money in their budget for this contract. Mr. Crouch made a motion to approve the contract, Mr.Waiz seconded the motion; Mr. Crouch— aye, Mr.Waiz-aye, Mayor Moore-aye; motion passed, 3-0.
