HomeMy WebLinkAboutJanuary 4, 2022 Council Minutes COMMON COUNCIL OF THE CITY JEFFERSONVILLE, INDIANA January 4,2022 Regular Meeting Minutes The Common Council of the City of Jeffersonville, Indiana met for the Regular Meeting on January 4, 2022. Council President Owen along with City Clerk Gill called the meeting to order at 7:00 p.m.The meeting was open to the public in person as well as live streamed via the City Website using Zoom. INVOCATION: Councilperson Ellis led the Invocation. ROLL CALL: The roll call was conducted by City Clerk Lisa Gill and those present in Council Chambers were Councilperson White, Councilperson Burns, Councilperson Paris, Council Vice President Maples, Councilperson Hawkins, and Council President Owen.Councilperson Ellis along with Councilperson Webb participate via Zoom. Councilperson Croft was absent from the proceedings. APPROVAL OF MINUTES: Council Vice President Maples made a motion to approve the Minutes of December 20, 2021 of the Regular Meeting,seconded by Councilperson Burns, roll call: Councilperson White—Yes Councilperson Burns—Yes Councilperson Paris—Yes Council Vice President Maples—Yes Councilperson Hawkins—Yes Councilperson Webb—Yes Councilperson Ellis—Yes Council President Owen—Yes; motion passed 8-0 APPROVAL OF THE AGENDA: Council President Owen stated there are 2 changes. Vice President Maples made a motion to remove number 10,the Tax Abatement for RLM Properties LLC, and table number 11, Drainage Board Appointments for District 2 per Councilperson Webb request, seconded by Councilperson Burns. ELECTION OF OFFICERS: A. Council President-Vice president Maples made a motion to retain current President Matt Owen as the President of Jeffersonville City Council, seconded by Councilperson Burns, roll call: Councilperson White—Yes Councilperson Burns—Yes Councilperson Paris—Yes Council Vice President Maples—Yes Councilperson Hawkins—Yes Councilperson Webb—Yes Councilperson Ellis—Yes Council President Owen—Yes; motion passed, 8-0. B.Council Vice President-Councilperson Burns made a motion to retain current Vice President Scottie Maples as the Vice President of Jeffersonville City Council, seconded by Councilperson Paris, roll call: Councilperson White—Yes Councilperson Burns—Yes Councilperson Paris—Yes Council Vice President Maples—Yes Councilperson Hawkins—Yes Councilperson Webb—Yes Councilperson Ellis—Yes Council President Owen—Yes; motion passed,8-0. REPORT OF THE CLERK: Page 2 of 5 Clerk Gill reminded everyone to turn their signed and dated Nepotism letters in at the end of tonight's meeting. UNFINISHED BUSINESS: 1. Les Merkley 2021-OR-Tax Abatement for RLM Properties LLC Removed from agenda. 2. Drainage Board Appointment for District 2 Tabled. NEW BUSINESS: 1.Heather Metcalf 2022-OR-1 Ordinance of Additional Appropriation Mrs. Metcalf advised this is for improvements for the pool that need to be done at the aging facility. Paul Northam stated there are a hand full of things that need repaired. The main concern is resurfacing of the plaster on the pool. Councilperson Paris stated there currently there are two quotes. The current company that does the maintenance on the pool,their quote is for$555,810.00 for Diamond Bright Plaster product. The second quote is from Mid-American out of Missouri for$277,700.00 for the same product. Mid- American done a satellite quote,Joe Totta stated that he would do an onsite quote this week to make sure his quote is accurate. Olivia Mann, Director of the Aquatic Center, stated that Joe Totta from Mid-American will be out next week to do the onsite quote. Mr.Totta did not realize the lengthily process of taking everything out and putting it back in, also the kid's pool also needs repair. He discussed the different types of plaster,one being White which is concrete with marble and the Diamond Bright is concrete with quartz, each one has a 10-15 year life span, and however,there is a difference in price. Mr. Northam purposed to take a step back and contact Mr.Totta to set up a date and time to come in and take a look at the extensive tile repair, pool surface and the different products, come back in a couple of weeks with the quote. Councilperson Ellis is wanting something in writing that there is a plan for the West end of Jeffersonville to have some sort of program for that area before he will give his support on this Appropriation. Councilperson Burns is requesting that references are obtained from other companies that have used Mid- American in the past.The Appropriation for$650,000.00-high dollar amount is to come out of Parks reserves in the amount of$400,000.00 and Gaming in the amount of$250,000.00. President Owen advised that the Drainage appointment for District 2 still needs to be addressed. It is not due until 1/10/2022. ATTORNEY COMMENT: Les Merkley—No comment Larry Wilder—Not Present.
