Amy Huffman is serving on the Board today in place of Rob Waiz. APPROVAL OF THE MINUTES: Mr. Crouch made the motion to approve the minutes from September 1, 2021. Mrs. Huffman seconded the motion; motion passed 3-0. . APPROVAL OF PAYROLL: Mr.Crouch made the motion to approve payroll,seconded by Mrs. Huffman; motion passed 3-0. OLD BUSINESS: NEW BUSINESS: 1. Kevin Morlan-Request for approval of road closure on Plank Road on September 15,2021 from 9:00 am to 1:00 pm for railroad crossing paving/repair—Mr. Morlan advised this will be between Cedarview and Spruce Drive. This is the railroad tracks that ACBL owns. They are requesting the road closure to allow them to complete the repairs properly. The did submit a road closure and detour plan that has been presented to the board. They anticipate it taking around 3 hours from 9 am until 1 pm at the latest. Mr.Crouch made a-motion to approve the road closure and Mrs. Huffman seconded the motion; motion passed 3-0. Mr. Morlan added they would like to add September 16th as a rain date if needed. Mr.Crouch made a motion to amend to add the rain date of September 16th and Mrs. Huffman seconded the motion; motion passed 3-0. 2. Kevin Morlan-Request for approval of Final Payment Application#11 for the 2020 Annual Paving Project—Mr. Morlan this is for the final application for payment for the 2020 Paving contract. Mr. Crouch made a motion to approve the Final Payment Application#11 and Mrs. Huffman seconded the motion; motion passed 3-0. 3. Kevin Morlan-Request for approval of Change Order#1 for the 2021 Annual Paving Project—Mr. Morlan said this is the first change order for 2021 and there will be more in the future. Mr. Crouch made a motion to approve change order and Mrs. Huffman seconded the motion; motion passed 3-0. Page 1 of 2 4. Heather Metcalf-Request for approval of contract between the City and Peterson Consulting Services,Inc.for Compliant Capital Asset Property Record Update—Mrs. Metcalf said this is the annual update they have contracted through Peterson. This money is in their budget. Mr.Crouch made a motion to approve the contract and Mrs. Huffman seconded the motion; motion passed 3-0. 5. Matt McClean with Bierman Excavating-Request for approval of road closure on Spring Street in front of the Masonic Lodge—Mr. McClean said this is for Denton Floyd's project. They are running a new fire line and the only way to do it is to shut it down so they can tap the line and run the new line across. Mr.Crouch said he was out there last week with them discussing the issue and the detour route. They would like to begin on September 14t'and it will take at least a week. Mr.Crouch made a motion to approve the closure and Mrs. Huffman seconded the motion; motion passed 3-0. 6. Andy Crouch-Request for approval of road closure on High Street at Howard Steamboat Museum on Saturday,September 11,2021 for Howard Steamboat Museum Car Show—Mr.Crouch stated they are having a car show and this is just for the one-way street that goes behind the museum. Mr.Crouch made,a motion to approve the closure and Mrs. Huffman seconded the motion; motion passed 3-0.
