Regular Meeting Minutes
The Common Council of the City ofJeffersonville, Indiana met for the Regular Meeting in Council Chambers
on August 2, 2021.
Council President Owen along with City Clerk Gill called the meeting to order at 7:10 p.m.
ROLL CALL:
The roll call was conducted by City Clerk Lisa Gill and those present were Councilperson White,
Councilperson Burns,Council Vice President Maples,Council President Owen, Councilperson Croft,
Councilperson Webb, Councilperson Hawkins,and Councilperson Ellis. Councilperson Paris was absent
from the proceedings. The meeting was conducted in City Hall and opened to the public as well as
streamed to the City Website for viewing.
APPROVAL OF MINUTES:
Councilperson Burns made a motion to approve the Minutes of July 12,2021 of the Special Meeting,
seconded by Councilperson White; motion passed 7-0-1 with Council Vice President Maples abstaining.
Council Vice President Maples made a motion to approve the Minutes of July 19,2021 of the Regular
Meeting, seconded by Councilperson Croft; motion passed 8-0.
APPROVAL OF THE AGENDA:
Council Vice President Maples made the motion to approve the Agenda, seconded by Councilperson Burns;
motion passed 8-0.
CLAIMS TO APPROVE:
Civil City$765,565.35-Mrs. Metcalf stated on page 7 there is one change. There is a claim to Promedia
under Board of Public Works for$410 and that is actually a Wastewater Claim so it needs to be removed.
The new total is$765,565.35.
Council Vice President Maples made the motion to approve the Civil City Claims with the mentioned
changes,seconded by Councilperson Burns; motion passed 8-0.
Parks$225,369.06-Mrs. Metcalf indicated there was no changes.
Council Vice President Maples made the motion to approve the Parks Claims,seconded by Councilperson
Burns; motion passed 8-0.
REPORT OF THE CLERK:
Councilperson Ellis called today and requested a printed packet for the meeting so if there is anyone else
who would like those please contact her and she will have it ready at their desks for the meetings.
UNFINISHED BUSINESS:
1. Heather Metcalf 2021-OR-34 Ordinance Transferring Certain Funds Within the Same Department—
Mrs. Metcalf stated there have been no changes. Council Vice President Maples asked if there was

clarification for what this was for and Mrs. Metcalf stated it is for their contractual services covering the
Lexipol contract and the Safe Baby Box monitoring.
Councilperson Webb made the motion to'approve the ordinance on the third and final reading,seconded
by Councilperson Croft; motion passed 8-0.
2. Heather Metcalf 2021-OR-38 Ordinance Transferring Certain Funds Within the Same Department—
Mrs. Metcalf stated there are no changes.
Councilperson Burns made the motion to approve the ordinance on the third and final reading,seconded
by Council Vice President Maples; motion passed 8-0
3. Heather Metcalf(PUBLIC HEARING)2021-OR-39 Ordinance of Additional Appropriation—There have
been no changes from the last meeting and this is a public hearing. Council President Owen opened the
public hearing at 7:15 pm. Nobody signed up to speak on the matter for public comments and Clerk Gill
confirmed that her office did.not receive any comments on the matter. The public hearing closed at 7:16
Councilperson Webb made the motion to approve the ordinance on the first and second reading,seconded
by Councilperson Ellis; motion passed 8-0.
NEW BUSINESS
1. Heather Metcalf 2021-OR-40 Ordinance of Additional Appropriation—Mrs. Metcalf advised this
additional appropriation is for$47,962.31 and is the insurance reimbursement that we received for the
flooding in the Mayor's Office. This is to appropriate that money. Council President Owen asked if that was
the amount spent for the repairs and Mrs. Metcalf stated she was unsure she would have to check.
Councilperson Hawkins made the motion to approve the ordinance on the first and second reading,
seconded by Councilperson Croft; motion passed 8-0.
ATTORNEY COMMENT:
Corporate Counsel, Les Merkley—Not present
Council Attorney, Larry Wilder—He would like to congratulate Drew Ellis on being called up to start on third
base for the Arizona Diamondbacks.
DEPARTMENT HEAD COMMENT:
Heather Metcalf—No comment
PUBLIC COMMENTS: -
None
COUNCIL COMMENTS:
• Councilperson White—Recently there was an announcement about a parking lot at Colston Park
behind the Memorial Wall for the Veterans. He would like to express he hopes more thought is
given to that design and more greenspace can be preserved and he would like to see some
playground equipment because Big 4's playground was moved to another park. Also, he would like
to have a meeting with the Council Attorney and the Council President regarding a.Landlord/Tenant
ordinance. The moratorium lapsed last night and he has a ton of issues in his district—absentee
landlords. He thinks if they create a registry and have all of the landlords sign up and pay a fee and
put in some mechanisms in where if there are a number of over doses or a number of police runs to
the same house then there will be a hearing and the house could be declared a public nuisance. He
would like to work with the Police Department if they could do that. Councilperson White stated
he would also like to give a shout out to Andy Crouch. Andy met with residents this morning at

8:30 to walk to Franklin Square Elementary School to assess the traffic situation, he appreciates him
for taking the time to go do that.
• Councilperson Burns—He would like to set another meeting for the group to discuss the benefits
package.
• Councilperson Paris—Not present
• Council Vice President Maples—No comment
• Councilperson Croft—No comment
• Councilperson Webb—No comment
• Councilperson Hawkins—No comment
• Councilperson Ellis—He received a phone call from Mr. Bott down at Days Inn. He called
concerned about the homeless situation there along the creek. He has tried to contact everyone he
knew to get the trees cut down along the creek. The last he heard it was a wetlands area. It is
creating problems for his business.They have broken into the old Days Inn and stolen stuff or
stayed there. The business is so bad right now he doesn't know if he will be able to stay in
business. If there's anything that they can do as a Council to help him out he would really
appreciate that. He saw that they got the AIM Summit for the Council Members. He just wanted to
ask if anyone was planning on attending that. Council Vice President Maples advised that as of July
1st the State changed the law on what can be cut down and is less restrictive for Wetlands. It may
be something that could be revisited.
• Council President Owen—Council President Owen stated there is a discounted rate for the AIM
Summit for registering before September 10th. Council President Owen said Parks should look at
the Wetlands restrictions. Council Vice President Maples said that he has already spoken to Mr.
Northam about that.
