HomeMy WebLinkAboutJuly 19, 2021 Council Minutes COMMON COUNCIL OF THE CITY JEFFERSONVILLE, INDIANA July 19,2021 Regular Meeting Minutes The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101,500 Quartermaster Court,Jeffersonville, Indiana on July 19, 2021. Council President Owen along with City Clerk Gill called the virtual meeting to order at 7:00 p.m.and asked those in attendance to stand for the Pledge. ROLL CALL: s - The roll call was conducted by City Clerk Lisa Gill and those present were Councilperson White, Councilperson Burns,Councilperson Paris,Council Vice President Maples, Council President Owen, Councilperson Croft,Councilperson Webb, Councilperson Hawkins,and Councilperson Ellis. The City Council meeting was open to the public as well as streamed via the City of Jeffersonville website for public viewing. INVOCATION:Council President Owen asked Councilperson Ellis to lead the invocation. APPROVAL OF MINUTES: Council Vice President Maples stated there was one error that needed to be corrected that showed Councilperson White voted no on a matter and it should be marked that he was not present on item number 5. Council Vice President Maples made a motion to approve the Minutes of July 5, 2021 of the Regular Meeting with the discussed change; seconded by Councilperson Burns; motion passed,9-0. APPROVAL OF THE AGENDA: Council Vice President Maples made the motion to approve the Agenda,seconded by Councilperson Croft; motion passed'9-0. CLAIMS TO APPROVE: Civil City$1,485,811.33 .Controller Metcalf stated there were no changes. Councilperson Burns made the motion to approve the Civil City Claims,seconded by Councilperson Croft; motion passed;9-0. Parks$203,086.23-Controller Metcalf stated there were no changes. Council Vice President Maples made the motion to approve the Parks Claims,seconded by Councilperson Croft; motion passed,9-0. REPORT OF THE CLERK: Nothing at this time. UNFINISHED BUSINESS: 1. Heather Metcalf 2021-OR-34 Ordinance Transferring Certain Funds Within the Same Department— Mrs. Metcalf stated there have been no changes since the last meeting and this is to get the money in the correct account. Page 1 of 3 Council Vice President Maples made the motion to approve the ordinance on the second reading,seconded by Councilperson Hawkins; motion passed,9-0. NEW BUSINESS 1. Wendy Dant Chesser 1SI Annual Update—Ms.Chesser thanked the Council for their continued partnership. Despite the challenges that 2020 and 2021 has thrown us,they have a good report to share. Ms.Chesser provided the Council with a handout and overviewed the contents(see document). During the presentation Ms. Chesser stated 1SI is asking that the Council renew their investment and they believe that the return on the City's investment has been good so far. For every dollar they have received as an investment in their organization the return on that has be$200.53 in new taxable capital. Council President Owen said the Council appreciates them coming, every year when this update comes around it is even more encouraging than the year before. 2. Dave Andrews 2021-OR-37(Public Hearing)Petition to Vacate a Portion of a Street Adjacent to Highway 62 and Gateway Center—Mr.Andrews represents the petitioner which is the developer of Gateway Center. They have been working with INDOT and Watson Water Company to clean up a street that was used to serve a couple of homes as well as the water tower. This is really not owned by the City and is owned by INDOT. INDOT has asked that they request the vacate to show the City's disinterest in the property. They have notified the adjacent property owners the water company and there are no objections to the vacation. There is a little bit of the area that they are asking the City to maintain and that is there where the stop light is. This has passed in the Board of Public Works and they have provided the public notices both in the newspaper and sent via certified mail notices. Council President Owen opened the Public Hearing at 7:36 pm. No members of the community were present to speak for or against the matter. Clerk Gill advised no comments were submitted to the Clerk's Office on this matter. Council President . Owen closed the public hearing. Councilperson Burns made the motion to approve the ordinance,seconded by Councilperson Croft; motion passed, 9-0. 3. 2021-R-_Sewer Grant Resolution—Council President Owen stated they do not have a Sewer Grant Resolution. That was something that had been worked on for quite awhile but came to an abrupt end last week so we will move on from that. The Mayor's Office did put out a release that the City with the Sewer Department has independently applied for SWIFT Grants and the READI Project Fund in the total amount of 30 million dollars and they are hopeful those will come through. We will not know anything from the READI Fund until the end of December and for the SWIFT Grant they may know a little bit sooner than that. Councilperson White said he appreciates all of the work that Council President Owen has put into this topic over the last few months. 4. Heather Metcalf 2021=OR-38 Ordinance Transferring Certain Funds Within the Same Department— Mrs. Metcalf said there are three transfer requests for tonight;the first one is from the Clerk's Office for $6000 to be transferred from Office Supplies to Software/Hardware for new equipment. Clerk Gill stated she had sent an email to the Council on that matter. The next transfer is for the Highway Fund for additional overtime,their overtime line is running very low. The last one is from the Mayor's Office for the Cell Phone line. Council Vice President Maples made the motion to approve the ordinance on the first and second reading, seconded by Councilperson Burns; motion passed, 9-0. 5. Heather Metcalf 2021-OR-39 Ordinance of Additional Appropriation—Mrs. Metcalf stated the first one is for Riverstage for$33,000 that is for the cash balance that is still unappropriated in that fund. The next Page 2 of 3 one is for the Parks Department for Contractual Services for$3000 and that is a refund they received. These are both cash already in hand. . Councilperson Hawkins made the motion to approve the ordinance on the first and second reading, seconded by Councilperson Paris; motion passed,9-0. ATTORNEY COMMENT: Corporate Counsel, Les Merkley-Not present Council Attorney, Larry Wilder -Mr.Wilder thanked the Council for letting him serve. DEPARTMENT HEAD COMMENT: Mrs. Metcalf—Mrs. Metcalf said they needed to discuss the Council Budget Workshops. The Public Hearing for the 2022 Budget on October 4th and the adoption will be on October 18th. The advertisement of the Form 3 needs to be on September 20th. Mrs. Metcalf stated she should have budgets ready to go on their. September 7th meeting date. Council President Owen asked if they could have the budgets by the end of August. The first special meeting will be held on August 30th at 5:30.The second special meeting will be on September 7th before the Council Meeting at 5:30,and the third special meeting will be on September 13' at 5:30. Mrs. Metcalf said she had received verification from the Fire Department that the transfer is for contractual services. Their line is running low and they do not have any other place to transfer from. They have added new contracts and were already running short. PUBLIC COMMENT: No members of the community signed up for Public Comment. . COUNCIL COMMENTS: • Councilperson White—No comment • Councilperson Burns—No comment • Councilperson Paris—No comment • Council Vice President Maples—No comment • Councilperson Croft—No comment • Councilperson Webb—No comment • Councilperson Hawkins—They return back to school on Friday,wish him luck • Councilperson Ellis—No comment • Council President Owen'—There was a small group that met prior to this meeting to discuss what they had talked about in the Special Workshop last week and hopefully they will have something for them at the next meeting. They would like to explore anew opportunity in the meantime.
