June 30,2021

CALL TO ORDER: Mayor Moore called the meeting to order at 9:31 a.m. in the Mayor's Conference Room
in City Hall. Clark Miles and Kevin Morlan served on the board during this meeting.
APPROVAL OF THE MINUTES: Mr. Miles made the motion to approve the minutes from June 23,2021. Mr.
Morlan seconded the motion; motion passed 3-0.
APPROVAL OF PAYROLL: Mr. Miles made the motion'to approve payroll,seconded by Mr. Morlan; motion
passed 3-0.
OLD BUSINESS:
None
NEW BUSINESS:
1. Jerry Vest-Request to appeal grass cutting violation at 2417 Lakewood Blvd—Mr.Vest,as power
of attorney for the property owner,appeared before the board to appeal the violation,fine and
fees assessed on the property for failure to cut the grass as required by ordinance. Mr.Vest
acknowledged that he was aware that he had ten (10)days to file his,appeal from the date of the
' notice dated May 19,2021 or no later than June 20,2021. Mr.Vest further admitted that he filed
his written appeal on June 21,-2021. Mr. Merkley provided the Board with copies of the Notice of
Violation including supporting documentation and the written appeal indicating the dates of both
the violation and appeal. Mr. Merkley advised the Board that Mr.Vest had failed to timely file his
appeal and advised that the appeal should be'dismissed.
Mr. Miles made a motion to dismiss the appeal and Mr. Morlan seconded the motion; motion
passed 3-0.
2. Emily Dippie-Request for approval of artist agreement between City and Amanda Miller Hoback—
Ms. Dippie stated this is an agreement between JPAC and a Louisville artist to create a few small
sculptures for the City.
Mr. Miles made a motion to approve the artist agreement-and Mr. Morlan seconded the motion;
motion passed 3-0.
3. Derek Misch with Dan Cristiani-Request for approval of road closure for IAWC Ohio Avenue
Water Main Project as follows:
• Intersection Closure at 6th St.and Ohio Ave.—July 6th and 7th—From 7:00 am to 6:00 -
pm each day—Mr. Misch stated for Ohio Ave.they would like to close the intersection at
6th Street. On July 6th they would like to close the intersection so they can do the tie in.

to 6:00 pm each day-Mr. Misch stated the dates got changed on this one, it will be on July
7th,July 8tn,and July 12th and it will be closed during the day and open at night and on the
weekends.
Mr. Morlan made a motion to approve the road closures and Mr. Miles seconded the motion;
motion passed 3-0.
4. Derek Misch with Dan Cristiani-Request for approval of road closure on Charlestown Pike at 2915
Charlestown Pike on July 13th and 14th as part of the Abbey Woods subdivision project—
Mr. Misch stated this is for the Abbey Woods subdivision for installing a new water main across
Charlestown Pike. This will be closed on July 13th and July 14th for them to tap into the existing
water main. Mayor Moore requested that they keep the start of school in mind as we get closer to
that date and Mr. Misch stated they are trying to finish as many of these projects as they can prior
to school starting.
Mr. Morlan made a motion to approve the road closures and Mr. Miles seconded the motion;
motion passed 3-0.
