Council President Owen along with City Clerk Gill called the virtual meeting to order at 7:14 p.m.due to technical difficulties. ROLL CALL: The roll call was conducted by City Clerk Lisa Gill and those present were Councilperson Burns, Councilperson Croft, and Council President Owen;those members teleconferencing(Covid-19)were Councilperson White,Councilperson Paris,Council Vice President Maples,Councilperson Webb, Councilperson Hawkins, and Councilperson Ellis. The meeting was streamed to the public via Social Media. Councilperson Owen stated just to be clear no action was taken during the technical difficulties other than a roll call. We will have to do several run throughs,the first two there were some issues that needed to be resolved. When we go back to live meetings in July we should be ready to go. UNFINISHED BUSINESS: 1. Heather Metcalf 2021-OR-25 Ordinance of Additional Appropriation Council President stated this is the additional appropriation for the Fire Department and we have already had the Public Hearing on this. Mrs. Metcalf stated that was correct and there were no changes. Councilperson White made the motion to approve the ordinance on the third and final reading,seconded by Councilperson Hawkins; roll call vote: Councilperson White-Yes Councilperson Burns—Yes Councilperson Paris-Yes Council Vice President Maples-Yes Councilperson Croft-Yes Councilperson Webb—Yes Council President Owen-Yes Councilperson Hawkins—Yes Councilperson Ellis—Yes Motion passes 9-0 NEW BUSINESS 1. Chad Reischl 2021-OR-28 Update to 2016-OR-66—Mr. Reischl stated this ordinance is an amendment to ordinance 2016-OR-66. This is the ordinance that established our department's non-reverting fund. When Page 2 of 7 the Unified Development Ordinance comes before you we will be asking for the repeal of a number of ordinances. We are asking to include the financial clauses. It does not change any fees, it just merges it all together. Police Contract—Council President Owen stated that Mr.Stewart who is the President of the FOP is on the call as well. Councilperson Burns stated he did not receive any questions regarding this but he is happy to answer any questions the Council may have. Mr.Stewart stated they are hoping this is passed as some of these have a July 1st start date and there's still some things that need to be done prior to that. Fire Contract—Council President Owen stated Mr. Hurt is here. Mr. Hurt thanked the negotiation committee of the Council. He appreciates all of their hard work. Kim Calabro 2021-OR-29 Salary Ordinance—Mrs.Calabro stated the Council should have a copy of the proposed changes. The first change is on page 2 under Common Council the Service Officer is now being paid through Clark County Government. The next change is on page 4 under Police Department Rank, within the contract that was just approved they made a few changes in the percentages above base pay the first being Division Commander being 37%above base,Chief of Detective will be paid 32%above base and the District Commander will be paid 30%above base pay. Within the contract they changed what was called the Division and Shift Commander to solely Shift Commander and that is on page 5. On page 7 under section 2b under the clothing allowance,Wastewater employees are currently receiving$300 annually for a clothing stipend and under section 2c Union Contract was changed to CBA(Collective Bargaining Agreements). On the top of page 8 under holiday pay—the City currently has 16 paid holidays, not 14. Under Holiday Pay under the new contract the Fire Department receives$500 pay for holiday pay and Police stays at$400. Under 2F under the Certification Pay,the pay is$100 per certification not to exceed $700. On page 10 they have added 2M to reflect the Council's wishes for a one time pay for year 2021 for Civilian employees that are currently employed within the timeframe of 7/1/2020 through 12/31/2020 for $1000 for full time employees and$500 for part time employees. All police officer and fire fighters currently employed or hired in 2020 will receive$1000 one time pay per the contract negotiations that was just approved. Council President Owen stated this comes from the fact that there were no raises in the year 2021 due to the pandemic and this was the proposed way for the Council to extend their appreciation to everyone's understanding of how shaky it has been not knowing where we would land financially due to the pandemic. Mrs. Calabro stated she believes people will be very grateful. Council President Owen confirmed that the Council is not cutting the$6000 support for the Service Officer. Mrs. Metcalf confirmed that was correct and the City now has a memo of understanding with the County that the City will pay the portion directly to the County and the County will pay the Veteran Service Officer. The Council discussed with Mrs.Calabro the importance of discussing the clothing allowance for the various departments. Mrs. Calabro stated she would be happy to coordinate that. Council Vice President Maples stated he would like to be a part of that discussion. Council President Owen discussed the one-time payment for everyone who was here during the entirety of the pandemic and a different tier for employees who were hired during the pandemic as well as part time employees. Heather Metcalf 2021-OR-30 Ordinance of Additional Appropriation—Mrs. Metcalf stated this is for $40,000 out of the General Fund for the IT Department. Mr. Dyer stated due to our insurance requirements they will need additional funding to carry out those requirements that are not already in place. These have to be in place prior to renewal. Mrs. Metcalf stated that it will need to be done before September. Heather Metcalf 2021=OR-31 Ordinance of Additional Appropriation—Council President Owen stated is from the Special LOIT distribution. This is for maintenance of roadways. Mrs. Metcalf stated we received a one-time payment from the state and it was originally appropriated for the Veterans/Holmans portion that was all recently completed. Those bids came in a little less than what was needed so there is$178,00 and some change left in that fund so what we would like to do with that is to reappropriate for the annual paving. Councilperson White made the motion to approve the ordinance on the first and second reading,seconded by Councilperson Croft; roll call vote: Councilperson White-Yes Councilperson Burns—Yes Councilperson Paris-Yes Council Vice President Maples-Yes Councilperson Croft-Yes Councilperson Webb—Yes Council President Owen-Yes Councilperson Hawkins—Yes Councilperson Ellis—Yes Motion passes 9-0 Council President Owen stated he doesn't know if they have already identified where the$178,000 would go but he would like to voice a little concern about the roads being torn up downtown should be replaced curb to curb throughout downtown so that when the project is finished we are not left looking like a warzone downtown like it does now. If that is not apart of those contracts,then it may be an idea to reserve this money for that cost. Councilperson White requested that the Administration let the Council know now if that is currently part of the contracts so the Council can make sure that it's clone. 7. Metcalf 2021-OR-32 Ordinance of Additional Appropriation—Mrs. Metcalf stated this one is quite lengthy but it takes care of all section 2m Salary Ordinance that you just approved for the one-time payment of the Civilian Employees. Council President Owen stated for clarification none of these one-time payments are applied to any elected officials and Mrs. Metcalf stated that is correct. Heather Metcalf 2021-OR-33 Ordinance of Transfer of Funds Within the Same Department—Mrs. Metcalf stated the first one is for the Finance Department to purchase two new computers for their department. The next one is in the General Fund for the Council,originally when we were paying the Veteran Service Officer we were paying them on the payroll line. This gets the money in the correct place there. The next one is for Local Road and Street to designate a dollar amount for the 50/50 driveway program. They have always had that program but have never really had a specific line item budget for it so this segregates that from their regular paving money. DEPARTMENT HEAD COMMENT: Mrs.Calabro—No comment Mr. Dyer—Mr. Dyer thanked the Council and wished everyone a belated Happy Father's Day. Mrs. Metcalf—No comment COUNCIL COMMENTS: • Councilperson White—No comment • Councilperson Burns—Councilperson Burns thanked Councilperson White,Councilperson Hawkins, and Councilperson Croft for serving on the negotiations committee and thank you to Police and Fire-both groups were very organized and made the negotiations easy. Thank you to fellow Council for supporting the stipend that we are giving employees for their service is 2021. • Councilperson Paris—No comment • Council Vice President Maples—No comment • Councilperson Croft—Councilperson Croft stated he has seen a lot of chatter on social media about the use of fireworks. He did not realize that you were able to use fireworks from June 28th to July 9th. He believes in the near future they need to address that. • Councilperson Webb—No comment • Councilperson Hawkins—Thank you to the Council who served on the negotiations committee. That is a very trying process. Everyone involved was very professional. Everyone did a great job. Councilperson Hawkins gave an extra thanks to Councilperson Croft, he demonstrated extreme effort to be part of some of those meetings. Councilperson Hawkins asked if the next meeting would be on July 5th or would it be delayed a day. Council President Owen stated the City is observing July 4th on the Friday before so they will be good to keep their meeting scheduled for Page 6 of 7 July 5th. Councilperson Hawkins stated he has received many calls on the work going on downtown and there are holes in the road big enough to put a house in and he knows everyone has been inconvenienced by that. He thinks communication has gotten a lot better and anyone can reach out to him if there is a continuing problem with it. He believes they are currently several weeks ahead of schedule and the are really doing a fantastic job down there. Everyone have a safe 4th of July. • Councilperson Ellis—No comment • Council President Owen—Council President Owen stated we anticipate the Governor's State of Emergency will expire at the end of the month and it is unsure if he will extend that for another 30 days. If that is extended they can continue meeting as they are not but if not,the July 5th meeting will be in City Hall in the Council Chambers at 7:00. We have already approved the virtual participate policy, if someone needs to attend virtually please let him know. The upgrades are in place and they are working through some bugs. He knows that Mr. Dyer and Clerk Gill have been working to get those things straightened out. There is a portion of the law that requires that we steam any type of virtual meeting and he thinks that there is desire to move to YouTube in the future and if that is the plan he hopes the Administration has a plan to get that information out to the public. We approved two new collective bargaining agreements and there has been action to give Civilian employees the same type of financial benefit for the year 2021. There has also been some discussion on how we can look at the Civilian benefits and how we can move the needle a little bit of that. The Council can expect to hear on that in the near future.
