Council President Owen along with City Clerk Gill called the virtual meeting to order at 7:00 p.m. ROLL CALL: The roll call was conducted by City Clerk Lisa Gill and those present were Council President Owen and Councilperson Burns;those members teleconferencing(Covid-19)were Councilperson White,Council Vice President Maples, Councilperson Croft,Councilperson Webb, Councilperson Hawkins, and Councilperson Ellis . Councilperson Paris was absent from the meeting. The meeting was streamed via social media. UNFINISHED BUSINESS: 1. Len Ashack 2021-OR-18 Refunding Bond Ordinance—Mr.Ashack stated there was a letter of engagement and they are ready to proceed if the Council so chooses. Heather Metcalf 2021-OR-20 PUBLIC HEARING Ordinance of Additional Appropriation Mrs. Metcalf stated there are no changes. Council President Owen opened the Public Hearing at 7:07 PM. Clerk Gill stated no comments were submitted to the Clerks Office. ! Reggie Williams—1535 Autumn Ridge Ct.Apt.6—She appreciates them letting her speak.this evening. There are six appropriations on the agenda tonight, one that was tabled at the last meeting. Those six ordinances total almost$612,000 in additional appropriations and her question is why these weren't budgeted in the first place and why isn't the Council trying to make budget cuts. Council President Owen said the first ordinance of additional appropriation has to do with refunding the budget that was cut by the State at the end of last year. We submitted a budget that included these items, unfortunately the State chose not to certify that budget due to a clerical error on the part of the City and Page 2of6. we then decided to go back and refund our original budget out of our reserves so we don't have to cut any of our City services. The capital lease payment pays for our Police body cameras,the sanitation lease payment is for new garbage trucks that were needed and then there were contractual services. The next additional appropriation is for City Pride,this money is in their non-reverting fund which means it is money that they have saved over the years that they are appropriating now.The next one is something that we didn't anticipate at budget time last year and came out of the Planning and Zoning Department as an additional request. This is something that probably should have been discussed at budget time but it was not a request at that time. This is coming out of the General Fund however the General Fund is supplemented by the permit fees that will be collected by this software. When he spoke with the Department Head it came down to are we going to upgrade the software or are we going to hire another person to process the increase in permits. The next one is an IT request that should have been talked about at budget time. Its been brought up every year and we have put him on the back burner due to other needs of the City and now we are to the point where he is driving a 2016 with 160,000 miles on it. He has gotten the approval from the Sewer Board to pay for a portion of this which is why he brought it before the Council now. The last additional appropriation is for contractual services that was not anticipated at budget time for some reason and is to pay to facilitate the virtual participation with extra security. Les Merkley 2021-R-10 Resolution to Adopt An Electronic Meeting Policy—Council President Owen stated Mr. Merkley put this together based on what State Law requires. If you look under option A we need to change under letter A—where it says'at least 5 members of the Common Council must be present while up to 5 members may participate remotely'—we need to change that second 5 to a 4;4 members may participate remotely. Mr. Merkley stated the Council would need to amend the resolution to reflect that 4 members may participate remotely not 5. Les Merkley 2021-R-11 Resolution Approving Interlocal Agreement For The Contribution by the City of Jeffersonville to Clark County,Indiana for the County Veterans Service Officer's Salary Council President Owen stated we have always funded this in the budget. Mr. Merkley stated we just did not have an Interlocal Agreement and we do need to have one per State Board of Accounts. Heather Metcalf—No comment COUNCIL COMMENTS: • Councilperson White—No comment • Councilperson Burns—We continue to meet and work with the Fire and Police Union and have another meeting this week and will hopefully come to a resolution sooner rather than later. • Councilperson Paris—Not present • Council Vice President Maples—No comment • Councilperson Croft—He believes he saw today where they moved the Riverstage today,that is great news. They put it in place today. That is a sure sign summer is around the corner. • Councilperson Webb—No comment • Councilperson Hawkins—No comment • Councilperson Ellis—No comment • Council President Owen—He received a thank you card from Olivia Man and the Aquatic Center staff thanking the City Council for increasing the wages so that effort was very much appreciated.
