HomeMy WebLinkAbout1991-OR-07A plan 91-0R-_~7_ Downtown ALIVE to energize downtown Jeffersonville A Modest Proposal Whereas~ Whereas, Therefore, Much has been said about re-vitalizing downtown Jeffersonville, an~ Many have stated that we need to help our downtpwn~ come back from near death, and that ail should give support in accomplishing this goal, and Now is time to quit talking and begin to do some things that would attract and/or kee~ Business downtown, let iT be Ordained by the Common Council of the City of Jeffersonville, Section 1 For at least three years, a minimum annual appropriation of 30~000 dollars will be made from the cumulative capital improvement fund to provide for: a. New period street lighting b. More trash receptacles c. Plantings on Spring St. and Court Ave. d. Other capital projects to be determined Section For at least three years the City of Jeffersonville will orovide $20,000 per year to assist Jeffersonville Main Street Incorporated employ a full time director. Section 3 The City Council will continue and expand t~e City Sidewalk Improvement Program to improve access to our d~wntown. Section 4 Am The Jeffersonville City Council hereby creates a Standing Select Advisory Committee to be comprised of the Executive Committee of Jeffersonville Main Street Incorporated and t~ree members of the Jeffersonville City Council. The Standing Select Advisory Committee, is charged with the following responsibilities: Make recommendations to the City Council in the following areas: a. zoning b. capital improvemen~ projects special events d. special ordinances s. ~estivals To meet at least quarterly to monitor ~ne progress of this ordinance. Section A. Se 5 The City of jeffersonville will make available l~ana from the existing Revolving Loan Fund (created in 1984) to Oe used for exoansion of existing downtown businesses or creation of new ones. The City Council will determine the length and amount of these loans from The City of Jeffersonville Revolving Loan Fund, considering strongly the advice of the banking members of the Revolving Loan Committee. The City of jeffersonville will also assist oowntown businesses in securing additional loans from local banks. Section 6 One jeffersonville City employee will maintain the Spring Street and Court be assigned to Avenue area. Section 7 Policy Statement Low interest loans and tax abatements, coupled with public works pro3ectS, would encourage and allow those in the private sector who own the buildings on Spring Street and Court Avenue to recruit the type of tenants that would help build a thriving downtown. We cannot, and should not attempt to compete with shopping malls. Downtown jeffereonville needs to create an atmosphere that is unique, friendly, and nostalgic of our historic river town past. Quality specialty shops, tasteful entertainment, and restaurants are a few areas we need to explore. Hopefully, the combined efforts of jeffersonville City Government and the private business sector can create an inviting do~rntow~. We have several downtown merchants that have stayed through difficult and trying times that will give us a base from which to build. We realize this proposal is but the framework of a program, and that several companion ordinances and Resolutions will be needed for implementation. We can make it happen. The time is now!
