Regular Meeting Minutes
The Common Council of the City of Jeffersonville, Indiana met for the Regular Meeting via teleconferencing
on April 19,2021.
Council President Owen along with City Clerk Gill called the virtual meeting to order at 7:01 p.m.
ROLL CALL: •
The roll call was conducted by City Clerk Lisa Gill and those present were Council President Owen;those
members teleconferencing(Covid-19)were Councilperson White,Councilperson Burns,Councilperson
Paris,Council"Vice President Maples,Councilperson Croft,-Councilperson Webb,Councilperson Hawkins,
and Councilperson Ellis.
INVOCATION: Council President Owen requested Councilperson Ellis to lead the invocation.

- REPORT OF THE CLERK:

UNFINISHED BUSINESS:
1. Len Ashack Reconsidering 2021-OR-7 Ordinance.Repealing Ordinance 2011-OR-73 and Establishing
Sewer Rates and Sewer Capacity Fees
Councilperson Burns made the motion to amend the ordinance to include the.outside City surcharge of
15%,the inside City EDU/tap shall remain at the$3300 and the outside EDUs/tap shall increase to the 15%
-above"the inside City seconded by Councilperson Webb.
Council�President Owen opened the matter up for discussion. He stated they did get the multi proposed.
scenarios on capacity fees from Mr. Baldessari and which-scenarios would generate what revenue:
Councilperson Ellis asked Councilperson Burns which one of the three proposals his motion reflects.
Councilperson Burns stated his amendment does not reflect one of the proposals. It is lower than those
proposals that were sent Mr. Baldessari stated there is a 1.8-million_dollar difference between the high
and low proposals that they sent out and he would have to run the numbers for what Councilperson Burns
motioned. Council President Owen stated one of the key notes he took away from Mr Baldessari proposed.
is that the estimated 27:1 million dollars is going to have to be available prior to any type of construction
beginning for the expansion of the plant. We are not going to be using these fees to pay for the current
expansion. Mr:Baldessari stated they could still be applied where you could use anticipated fees for
financing but they will still be short based on historical averages that they have.seen.. Councilperson Paris
stated based on Councilperson Burns proposal would put them well below what the project will cost There
is only so much more capacity at the North plant before they have to shutthat.down and things are going
so well at River Ridge and if it is shut down that would be partly their responsibility for not moving this
forward. With there only being 10%capacity left and the project taking 3 years to complete they are
cutting it awfully close. Councilperson Paris stated he is not in support of the amendment that was

presented. Councilperson Ellis stated he has always been in support of keeping the rates the same for the
residents of Jeffersonville and he cannot be in support of passing this and then next year increase the rates.
Council President Owen stated what is weighing on him is that no matter if they chose any one of the three
proposals that Mr.Baldessari presented they would still be coming up 90%short and need to find
additional funds by thinking outside of the box. Raising the tap fees and the rates will not get us all of the
way there. .
Mr.Orem stated that the Sewer board operates out of a couple of different buckets to finance things and
this ordinance will add to those buckets. This isn't a huge bucket and it's only in the future but it's •
something they need to make a.complete analysis to see where they are going.
Councilperson Hawkins asked where they would find the additional funds if this is passed. Councilperson
Burns stated there are additional places to find those funds but he is not prepared to discuss those in a
public meeting as of yet. Mr. Baldessari stated the proposal that was made to amend the ordinance would
generate$212,000.
Council.Vice President Maples stated his thought is that it is responsible government to slowly stairstep this
fee instead of a drastic 50%.

2. Les Merkley 2021-0R-12 Ordinance Regulating the Parking of Unused Shared Mobility Devices Mr.
Merkley stated that there is a change on page three that says there is a more efficient way to do this and
that is to contract with a third-party company to handle picking up the scooters and handle all of the
administration on that. The contract will go through Board of Public Works. This gives that option. If
agreed,they Council will need to do a motion and a second to amend the ordinance.

3. Les Merkley 2021-OR-13 Ordinance Establishing the City of Jeffersonville American Rescue Plan Fund
for Purposes Receiving Allocation of Funds Mr. Merkley stated there have been no changes since the last
meeting. This just sets up the fund that the State Board of Accounts requires that we do so that we are
able to receive the federal dollars.

4. Les Merkley 2021-R-7 Resolution Adopting a Plan for Use of American Rescue Plan Funds Subject to
Council Appropriation Mr. Merkley stated there have been no changes from the last meeting. State Board
of Accounts is requiring this to be passed before any funds can be used. The bulk of these are to recoup
lost revenue due to the pandemic. It is a Resolution as opposed to an Ordinance sot that it can be changed
during any.Council Meeting on one reading.

5. Andy Crouch'2021-OR-14 Ordinance Establishing the Stormwater Ordinance for the City of
Jeffersonville Mr.Crouch stated there have been a couple of changes to the appeals process changing the
overseeing board from the City Council to the Drainage Board.

7. Heather Metcalf 2021-OR-15 Ordinance of Additional Appropriation PUBLIC HEARING Mrs.Metcalf
stated there are no changes from the last meeting. Council President Owen opened the Public Hearing at.
7:47 PM and Clerk Gill checked to make sure there was nobody present in the Council Chambers to speak
on the matter. No comments were submitted to the Clerk's Office on this matter. The public hearing was
closed.

Len Ashack—Mr.Ashack thanked the Council for adopting 2021-R-7 so they can put together a plan to
utilize some of the money that is available.
