Council President Owen along with City Clerk Gill called the virtual meeting to order at 7:00 p.m. .- ROLL CALL: The roll call was conducted by City Clerk Lisa Gill and those present in the,Mayor's Conference Room were Council President Owen;those members teleconferencing(Covid-19)were Councilperson White, Councilperson Burns,Council Vice President Maples,Councilperson Croft,Councilperson Webb, Councilperson Hawkins,and Councilperson Ellis. Councilperson Paris was absent from the proceedings. The Council meeting was streamed for public viewing. INVOCATION: Council President Owen requested Councilperson Ellis to lead the invocation. - APPROVAL OF MINUTES: Councilperson Hawkins made a motion to approve the Minutes of April 19,2021 of the Regular Meeting, seconded by Councilperson Burns; roll call vote: Councilperson White-Yes . Len Ashack 2021-OR-18 Refunding Bond Ordinance Mr.Ashack stated the purpose of this ordinance is to allow the City to refund two bonds,one SRF loan 1.37 million and the other 16.685 million and it will save the City$70,000 a year in interest over 10 years totaling$700,000 in savings. It was recommended by our financial advisors. This will not extend the life of the bonds,they will still expire at the same time. The premiums for refinancing are included in the cost of the refinancing. Chad Reischl 2021-OR-19 Rezone Request for Property Located on Vacant Parcel at Intersection of Aster Drive and Honeysuckle Court M2(Multi-Family Residential)to R3(Old City Residential) Mr. Reischl stated this will rezone 1.5 acres of a parcel from M2 to R3 and are planning to build 12 single family attached homes: This was brought with a favorable recommendation from the Plan Commission. Councilperson Croft stated he spoke with the builder and they will be similar to what the builder built on Ewing Lane and will be very nice, he does good work. They will also be affordable. Council President Owen opened the Public Hearing at 7:14 PM. Mr.-Reischl stated nobody was present to speak on the matter. City Clerk Gill stated no comments were submitted to the Clerk's Office. Council President Owen closed the Public Hearing. Heather Metcalf 2021-OR-20 Ordinance of Additional Appropriation Mrs. Metcalf stated the DLGF made some changes to the budget that was adopted last year. This reinstates those budgets. The first one is for the General Fund for$215,834. The next one is for the Parks fund for$60,252. The third one is for Sanitation for$50,095 and the forth is the CCI Lease Payment for$73,937. Heather Metcalf 2021-OR-21 Ordinance of Additional Appropriation Mrs. Metcalf stated this is appropriating the money that is already there for City Pride. Heather Metcalf 2021-OR-22 Ordinance of Additional Appropriation Mr. Reischl stated this will be for software that will allow Planning and Zoning as well as Building Commission to move to an online platform for permits. This will streamline their.workflows. They process a large number of applications and last year it was nearly 4,500 between the two offices and brought in nearly$800,000 in revenue. The online process. will save time an energy. They have looked at three different software companies and would like move forward Geopermit software. They are requesting$39,000 to set up this online processing. Heather Metcalf 2021-OR-23 Ordinance of Additional Appropriation Council President Owen stated this is an additional appropriation for IT and Mr. Dyer has already went before the Sewer Board to ask for a portion to be paid. They have approved their portion. Mr. Dyer stated they have a vehicle in the IT department that has well over the mechanical limits and has over 200,000 miles and is a 2007 that is. , requiring extensive repairs and is unreliable. A similar vehicle will be purchased. Heather Metcalf 2021-OR-24 Ordinance of Additional Appropriation—Council President Owen stated this is to pay an outstanding bill and to get through the month of May for the Promedia contract for all of our streamed zoom meetings. Mr. Merkley is going to work on getting an extended contract hopefully at a reduced rate. Chad Reischl-Planning Staff is currently wrapping up the Unified Development Ordinance final draft and they are moving closer to the approval process. They would like to give Council andthe Planning Commission a full update and would like to do that by asking the Council to save the date ofJune 1st at 7 pm for special session with the Plan Commission. Also, best of luck to all of the kids taking AP exams starting tomorrow for the next two weeks. Councilperson Hawkins expressed his frustration for all of the additional appropriations that had to be passed due to their elected officials not being able to figure out how to correct a clerical error. It seems to him that there were actions taken so that they were not able to correct the clerical error. As someone who_is currently negotiating with Police and Fire he can say with certainty that million dollars made a difference. He wanted to express his disappointment in the matter. • Councilperson Ellis-No comment • Council President Owen—Council President Owen said he echoed Councilperson Hawkins frustrated. Thankfully the Councils over the years have been frugal and we had the funds to adjust.
