Mr.Waiz seconded the motion; roll call vote: Mr. Crouch—yes; Mr.Waiz—yes; Mayor Moore—yes; motion passed 3-0. APPROVAL OF PAYROLL: Mr.Waiz made the motion to approve payroll,seconded by Mr. Crouch. Roll call vote: Mr. Crouch—yes; Mr.Waiz—yes; Mayor Moore—yes; motion passed 3-0. OLD BUSINESS: None NEW BUSINESS: 1. Andy Crouch-Request for approval of Charlestown Pike Sidewalk Extension contract between the City and Jacobi Toombs and Lanz,Inc.—Mr. Crouch stated this is to extend the sidewalk on Charlestown Pike from where it ends right now to near Holmans Lane and taking it out Holmans Lane. The total contract amount is$70,000 and Mr.Crouch stated he has that in his budget. Mr.Waiz made a motion to approve the contract and Mr. Crouch seconded the motion. Roll call vote: Mr. Crouch—yes; Mr.Waiz—yes; Mayor Moore—yes; motion passed 3-0. 2. Andy Crouch-Request for approval of road closure on 10th Street between Thomas V. Bryant and Walnut, Detour all lanes north to 11th Street from 6:00 pm on Saturday, May 1,2021 to 2:00 pm on Monday, May 3,2021 for L&N Railroad Repair on 10th Street—Mr. Crouch stated they are going to completely replace the railroad crossing there and they are going to replace it not with the normal timber and asphalt but will be using the more permanent concrete crossing. They are doing this all at their own expense when in the past they have had us split the cost. They plan to start that Saturday night and get it all done through Sunday and will put the final asphalt down starting 6:00 Monday morning and as soon as it is cool enough to drive over they will open it back up. Mayor Moore stated he received a call from the Sheriff and apparently the ambulance provider is not being notified for all of these road closures that are taking place. He's not sure if we are leaving in the hands of the contractor or railroad but Police and Fire are on here but someone needs to make sure the Ambulance provider is made aware of these. Mr. Crouch stated he has heard this as well and he thinks they have resolved this issue and if not then they will look into it again. Mr..Waiz made a motion to approve the street closure and Mr.Crouch seconded the motion. Roll call vote: Mr. Crouch—yes; Mr.Waiz—yes; Mayor Moore—yes; motion passed 3-0. Page 1 of 2 3. Lisa Gill-Request for approval of contract between the City and BIS Digital, Inc.for equipment and software for Council Chambers—Clerk Gill stated this is for the equipment and software to accommodate the changes that were made to Council Chambers. The Council has approved the funding for this. Mr. Crouch made a motion to approve the contract. Mr.Waiz asked if this was for the redesign of the City Council Chambers. Clerk Gill stated it is to accommodate the redesign and then we will be able to conference in for zoom to accommodate the changes that were made by the state once we get back into more normal times. Mr.Waiz seconded the motion. Roll call vote: Mr. Crouch—yes; Mr.Waiz—yes; Mayor Moore—yes; motion passed 3-0. 4. Chase Scott with MAC Construction-Request for approval of road closure for Wall Street, Chestnut to Market and for Chestnut Street,Wall to Locust for Jeffersonville CSO Phase 3— Jeffery-MAC representative—stated he was standing in for Chase. They are going to be starting this tomorrow closing from Chestnut to Market. The intersection at Market will not be closed. They are going to start there tomorrow as well as Chestnut to Locust. Mr.Crouch stated these are going to be soft closures,so no through traffic will be allowed but local traffic will. Mr. Crouch made a motion to approve the street closure and Mr.Waiz seconded the motion. Roll call vote: Mr. Crouch—yes; Mr.Waiz—yes; Mayor Moore—yes; motion passed 3-0. Mayor Moore asked regarding the closure close to Perrin Park which company was handling that. Mr.Ashack stated that is Louisville Paving. Mayor Moore stated he needed on the weekends for them to open those roads if they are not working. There is no need to block that if there is some metal grading that they can place over the open work. Mr.Ashack stated he had spoken with our inspector and the issue is they have a lot of equipment out there and he is not sure they have wide enough metal plates to cover the work. Mayor Moore asked if there was any way they could work over the weekend if they are going to keep the closed. Mr.Ashack stated he would continue working on the matter. Mayor Moore stated he had a nice neighborhood meeting last night with Port Fulton. Chad Reischl was there as well and they were able to answer a lot of questions. Everyone notices the road closures downtown but they don't seem to know why. Mayor Moore stated he explained to them about Jeffdigs.net and stated the road closures downtown are going to be ongoing until October 2022. This is to replace all of the old sewer lines down there. This was an EPA mandate that dates before he came in. It's a very expensive, intrusive project but there is no around it. It has to be done. Mayor Moore asked for everyone's continued patience on this project. If anyone would like to have neighborhood meetings please contact his assistant Christy or Amy in the Mayor's office.
