Old.Business:
Approve Minutes from JPAC Meeting-February 8,2021 meeting-Bill Burns makes motion to approve.
minutes, seconded by Denise Freville,roll call vote taken. Motion carried unanimously.
Old Business:
Coloring Book Update: Emily
Spoke to the Tourism Bureau again about distribution and sale of coloring books: They believe the coloring
books will be easy to sell.
Online submission portal for Story Trail Update-Emily .
Online submission is live and advertising now. Hopefully we receive a lot of submissions.
New Business:
Council Approval of Budget-Emily
The Council has approved our budget, we still will be able to proceed with most, if not all of proposed projects.
I have read there was a surplus of money, so what the reason be of budget being cut? Asked Susan. The reason
is not because of the immediate future but for the next few years, City Council is not sure what COVID has
effected with tax revenue so just trying to be prepared for any and all things that could come. We currently
have an Artist at the NAC that receives a stipend. We have total artist that pay rent;this artist is considered a
guest artist, and he received a stipend for giving art lessons. I did not affirm his $1.000.00 stipend until I
discussed with you commissioners. This is a very successful program, I believe it helps to bring people into the
NAC. Says Teah. Denise: I agree. If we can bring people to NOCO it's a good thing. Kofi: I also support
keeping his stipend, I believe he has worked well with doing lessons and I concur it brings people to the NAC.
Emily: I currently have 4 creative impact classes scheduled, I think we have to drop that to 3 and use.that
money and call his classes a creative impact. John: Could we put in contract the number of people
participating in lessons and also ask if some of us could come and observe? He is open to changing the contract
a little so I am sure he would be willing to add:what we are asking, said Emily. Kofi makes motion to extent
contract for stipend with artist with the stipulation commissioners would like to know how many people receive
lessons and would like to observe, seconded by Sarah. Motion passes unanimously.
Tik Tok Competition Update-Emily
Tik Tok Competition went live today. Union Game Yard and That's My Dog will be giving the winner $150;00
of free food. I will need to have a few volunteers to help me judge the weekend of March 20 please. Sarah
asked if it had to be on the weekend? Emily said timeline to submit goes through March 19 so I would like to
judge immediately ifwe'still would like the public to be able to vote as well. Kofi, Sarah, and Teah all
volunteered to judge.
Photo Biennial Participation Discussion.
This is a.photography show usually cost$150.00 to be in all advertising and marketing, even though we have a
show scheduled I am for doing this but wanted to get everyone's input.
Theme discussion for the Art Scavenger Hunt Sculptures
I have talked'with other places that do.these scavenger hunts and they hide mice, so everyone knows when they
find them they are sure it's exactly what they are looking for. Ideas.are as follows:"Emily, creatures from ,.
murals around Jeff,Books with faces, animals. Susan, creatures that never was. Denise, animated sno cone.
Sarah, animated or mythical creatures or Native American pieces that go along with history of Jeff. So let's
think about this some more and discuss next month.
Shakespeare in the Park Update
Shakespeare in the Park will be April 24 at Big 4 Park. I am currently waiting on media kit to start advertising.

paint clay. I hope to recruit some community artists to help with Ellis. So I \\•ill plan to have a lnnited-pallet of
stencils. I think that \\•ould be our best het.
