Regular Meeting Minutes
The Common Council of the City of Jeffersonville, Indiana met for the Regular Meeting via teleconferencing
on March 1, 2021.
Council President Owen along with City Clerk Gill called the virtual meeting to order at 7:00 p.m.
ROLL CALL: :
The roll call was conducted by City Clerk Lisa Gill and those members teleconferencing (Covid-19)were
Councilperson White,Councilperson Burns,Councilperson Paris, Council Vice President Maples,
Councilperson Croft Councilperson Webb, Council President Owen,Councilperson Hawkins, and
Councilperson Ellis.

The Jeffersonville Police Department at Accident Scenes—Tabled during approval of agenda.
2. Heather Metcalf 2021-OR-6 Ordinance of Transfer of Funds Within the Same Department—Mrs.
Metcalf stated there are no changes from the last meeting.

3. Len Ashack Reconsidering 2021-OR-7 Ordinance Repealing Ordinance 2011-OR-73 and Establishing
Sewer Rates and Sewer Capacity Fees—Council President Owen stated there was a motion that failed on
the first and second reading. As one of the members who voted against this the first time,Council
President Owen stated he would like to offer a motion to reconsider 2021-OR-7 with Councilperson Croft
seconding the motion.

4. Heather Metcalf 2021-OR-8 Ordinance of Additional Appropriation
Mrs. Metcalf stated there were no changes from the last meeting.

5. Chad Reischl 2021-OR-9 Ordinance Establishing a Tree Ordinance—Tabled on February 16,2021-Mr:
Reischl stated this ordinance is not a new concept for the City. In 2004 the Council established a tree board
but it was eliminated in 2012. There is currently no guidance on who is to maintain the trees that are
planted. He has received a number of questions regarding this issue and this will be an official City stance
on this matter. Mr. Reischl stated this ordinance additionally outlines what should happen in regards to
new planting of trees and where they are able to be planted. Mr.Wilder asked how this would be
enforced. Mr. Merkley stated this is more guidelines and standards, not something they are looking to
enforce via fines. Mr.Wilder stated he would recommend naming this as an ordinance of
recommendations or standards as opposed to regulations. Mr. Merkley asked that this be passed on the
first reading and they will bring back an amended copy.

NEW BUSINESS
1.Chad Reischl 2021-OR-10 Ordinance of Rezone for Two Adjacent Properties Located at 828 and 830
Watt Street. Property is Zoned IS(Institutional)and the Proposed Zoning is M1(Low Density Multi-Family -
Residential) -Mr. Reischl stated the applicant is going to rezone two parcels. He is going to purchase and
change to a multi-family unit and it comes with a favorable recommendation:

3. Chad Reischl 2021-R-5 Resolution Approving the Order of the Jeffersonville Plan Commission of the
Amending Declaratory Resolution of the Jeffersonville Redevelopment Commission Concerning the-
Expansion of the Inner City Road TIF/Economic Development Area—Mr. Merkley stated this simply adopts
the order that the Planning Commission issued. We are expanding the Inner.City Road TIF by adding four
parcels that we thought had been included. It is where they are building the Senior Living Facility.This will
have Public Hearing:before this actually occurs.

3. Heather:Metcalf 2020 Annual Finance Report, Encumbrances, Escheated Checks,Investments,Vendor
History,and Top Employees—Mrs. Metcalf stated this is the annual report that needs to be accepted into
the minutes.

3. Heather Metcalf 2021-OR-11 Ordinance of Additional Appropriation Council President Owen stated the
first line for$8000 to go to the Contractual Services in the Board of Public Works is to pay for the streaming
services through ProMedia for all of the various City Meetings. This is for those we have already had as well
as for the remainder of the year. We have a lot of meetings virtually and with that comes the need for a lot
of security. The other two appropriations are appropriations that have been approved previously to fund
flood water projects. "

Council President Owen stated 2021-OR-8 did need a Public Hearing. Council President Owen opened the
Public Hearing at 7:36 pm and asked Clerk Gill if any comments were submitted to the Clerk's office and
Clerk Gill stated no comments were received. Mr. Reischl stated there was nobody present at City Hall to
speak on the matter. The Public Hearing was closed at 7:36 PM.
ATTORNEY COMMENT:
Corporate Counsel, Les Merkley—No Comment .
Council Attorney, Larry Wilder—No Comment
DEPARTMENT HEAD COMMENT:
Assistant Chief McVoy—As we have done in the past,any time a lease goes over a year we bring that
before the Council. The first one is for 5 vehicles to span over three years. This will come out of our
budget. The second one is for Axon to cover the interview and interrogation_room. The new contract is
within our budget and they will not need anything additional. Mrs. Metcalf stated in the past for any
purchases that go over one year the Council has made a motion and voted on that. Mr.Wilder stated this is
more formative than substance. He suggested they do not vote on that matter.
Mr. Reischl—The Planning and Zoning Department will be having virtual Community Meetings to discuss
the Unified Development Ordinance. These will be on March 11 and 16 at 7:00 pm as well as April 8 and 13
at 7:00 pm.

• Councilperson Paris—Thank you to the Sewer Board and Sewer Department. He took the tour
about 6 months ago and was amazed with how far they have come. He feels very fortunate for the
Sewer Board and all of the service they have given the City.
• Council Vice President Maples-No comment
• Councilperson Croft—He has been contacted by some residents of Rolling Fields that are having
difficulty with black buzzards and has asked for recommendations for assistance.
• Councilperson Webb—.No comment
• Councilperson Hawkins—Thanks to the Street Department for handling the pot holes so quickly:
They are starting to work on the.Jeff Digs program and there is a website that can guide residents.
