Council President Owen alongwith City Clerk Gill called the virtual meeting to order at 7:03 p.m. ROLL CALL: The roll call was conducted by City Clerk Lisa Gill and those present were Council President Owen, Councilperson'Croft;those members teleconferencing(Covid-19)were Councilperson White,Councilperson . Burns,Councilperson Paris,Council Vice President Maples,Councilperson Webb,Councilperson Hawkins, and Councilperson Ellis. INVOCATION: Council President Owen requested Councilperson Ellis to lead the invocation. We are only needing a couple more signatures and then we will have the amended Fire Agreement all signed. UNFINISHED BUSINESS: 1. Les Merkley—2020-OR-67 An Ordinance Establishing Fees for Copy of Body Camera Video Taken by the Jeffersonville Police Department at Accident Scenes -Tabled during approval of Agenda • NEW BUSINESS 1. Matt Owen—Council Appointments -Council President Owen stated on the Insurance Committee Councilperson Webb and Councilperson Croft were expiring. Both expressed interest in remaining on the board. Council Vice President Maples made the motion to place Councilperson Webb and Councilperson Croft on the insurance committee,_seconded by Councilperson Hawkins; roll call vote: Councilperson White-Yes Councilperson Burns-Yes - Councilperson Paris-Yes Council Vice President Maples-Yes Councilperson Croft-Yes Councilperson Webb—Yes Council President Owen-Yes Councilperson Hawkins—Yes Councilperson Ellis—Yes Motion passes 9-0 Council Vice President Maples inquired if there are a lot that will be uncontested would it be advantageous of the Council to discuss and then make one motion, he believed that could be done. Council President Owen stated next on the list was Plan Commission with Councilperson Burns, Councilperson Paris, and Councilperson Webb,all expressed interest in remaining. Redevelopment is expiring which is Council President Owen and Councilperson Hawkins, both expressed an interest in remaining on, - Council President Owen stated next was Stephanie Gardner on the UEZ. Councilperson Ellis stated that was incorrect. Councilperson White stated Shannon Grant has that appointment and will not expire until 2023. The Drainage Board has an expiration in District 1,3, 5, &6. Council President Owen stated District 1 is Shane Conklin, District 3 he believed that Councilperson Paris had a new appointment—Councilperson Paris advised his new appointment is Greg Landers, District 5 is John Ketenbrink,and District 6 is Adam Ross. The Finance Committee is Councilperson.Paris,Councilperson Hawkins,and Councilperson Paris and all expressed interest in remaining. Clark County 911 is Councilperson Burns and he stated he is fine with remaining on that board. Solid Waste is Council President Owen and he stated he is okay with staying on that one unless someone else would like to serve. Councilperson Burns stated his term is not up for Public Arts until 2023 but if someone else would like to serve that he would step aside. Councilperson White stated he had a suggestion for the UEZ but would like to do that separately: Council Vice President Maples made the motion to.appoint Councilperson Burns,Councilperson Paris,and Councilperson Webb to the Plan Commission; Councilperson Hawkins and Owen to Redevelopment; Retain Page3of6 all of the Drainage Board members that are currently on with the exception of adding Greg Landers as a District 3 appointment;the Finance Committee consuming of Councilperson Paris,Councilperson Hawkins, and Councilperson Owen;911 Fiscal Board for Councilperson Burns; Solid Waste for Council President Owen; no changes on the Public Arts Board. The motion was seconded by Councilperson Burns; roll call vote: • Councilperson White-Yes Councilperson Burns-Yes Councilperson Paris-Yes Council Vice President Maples-Yes Councilperson Croft-Yes Councilperson Webb—Yes Council President Owen-Yes Councilperson Hawkins—Yes Councilperson Ellis—Yes Motion passes 9-0 Councilperson White stated in respect to the UEZ he would like to move to remove Peggy Hardaway as the Democrat Representative, replace her with himself and then appoint Bill Burns to the UEZ for the Business Category. Councilperson Ellis stated he did not agree with that. Mrs. Hardaway is current the chairman of the UEZ so he would like to keep her there. The motion was seconded by Councilperson Burns; Councilperson Ellis stated Mrs. Hardaway has done a wonderful job in that position and is appointed until 2023. He thinks this will harm the relationships on the UEZ if the Council does this. roll call vote: Councilperson White-Yes Councilperson Burns—Yes Councilperson Paris-No Council Vice President Maples-Yes Councilperson Croft-Yes Councilperson Webb—Yes Council President Owen-Yes Councilperson Hawkins—Not present Councilperson Ellis—No Motion passes 6-2 Council Attorney Wilder would like to ask If Council President Owen cast his vote to remove Mrs. Hardaway based on that cause existed, Council President Owen stated he did. Mr.Wilder asked If Councilperson Webb cast his vote to remove Mrs. Hardaway based on that cause existed, Councilperson Webb stated he did. Mr.Wilder asked If Councilperson Croft cast his vote to remove Mrs. Hardaway based on that cause existed, Councilperson Croft stated he did. Mr.Wilder asked If Council Vice President Maples cast his vote to remove Mrs. Hardaway based on that cause existed,Council Vice President Maples stated he did. Mr.Wilder asked If Councilperson Burns cast his vote to remove Mrs. Hardaway based on that cause existed, Councilperson Burns stated he did. Mr.Wilder asked If Councilperson White cast his vote to remove Mrs. Hardaway based on that cause existed,Councilperson White stated he did. Mr.Wilder asked if Councilperson Paris voted no in the negative of the motion because he does not believe that cause existed,Councilperson Paris stated that was correct. Mr.Wilder asked if Councilperson Ellis voted no in the negative of the motion because he does not believe that cause existed,Councilperson Ellis stated that was correct. Council Attorney Wilder stated he would like that as part of the record. Page 4 of 6 2. Joe Paris—Clark County Cares with Carolyn King Representing-Councilperson Paris stated he received a call from Barb Anderson last week requesting to come before the Council requesting a donation of $5,000. A lot of the money goes to their Drug Facts week. This year it will be zoom meetings and panels addressing the opioid problem in the area. He stated there is money in the Gaming Fund that could be used if it is the will of the Council. Ms.Carolyn King stated this organization has been around since 2015. Judge Jacobs is on here and leads their meetings each week. This will be a 5-day event and will allow representatives from all different groups and will bring best practices to Clark County. This also brings a lot of money to Clark County due to the county working together on this issue. Councilperson Paris made the motion to approve the$5000 donation for the Clark County Cares Act, seconded by Councilperson Webb;Council President Owen clarified that the motion is to donate to the Clark County Cares and Councilperson Paris stated that was correct, roll call vote: Councilperson White-Yes Councilperson Burns—Yes Councilperson Paris-Yes Council Vice President Maples-Yes Councilperson Croft-Yes Councilperson Webb—Yes Council President Owen-Yes Councilperson Hawkins—Not present. Councilperson Ellis—Yes Motion passes 8-0 ATTORNEY COMMENT: Corporate Counsel, Les Merkley—Not present Council Attorney, Larry Wilder—Everyone have a safe holiday and stay healthy. DEPARTMENT HEAD COMMENT: Heather Metcalf—Nothing at this time. COUNCIL COMMENTS: • Councilperson White—Hope everyone had a Happy Hanukkah,a Happy Kwanzaa,and a Merry Christmas. • Councilperson Burns—Merry Christmas and here's to hoping 2021 is a little more normal next year. • Councilperson Paris—Merry Christmas to everyone. i • Council Vice President Maples—Just a shout out to Dr.Yazel and Clark Memorial on the vaccine,it is running like a well-oiled machine and running very smoothly. • Councilperson Croft—Thank you to everyone for helping him during his first year on the Council. He also hopes 2021 is a lot better. • Councilperson Webb—Happy Holidays to everyone and stay safe. • Councilperson Hawkins—Not present. • Councilperson Ellis—He is disappointed in the self-serving that is showing up on the Council. When persons can get together and make plans to remove someone who has been appointed for two or three years and put themselves in those positions,especially when it is self-serving to their business, he is very disappointed in the Council and he hopes in the future they look in the mirror and think about what they have done. We have a hard enough time finding quality people to serve on our boards. • Council President Owen—There was a message that came through on Zoom from Judge Jacobs wishing everyone a Merry Christmas. Council President Owen asked if Judge Jacobs would like to Page 5 of 6 speak. Judge Jacobs stated he was here in support of Clark County Cares and thanked the Council for their support there. Council President Owen stated he just realized that this is the end of the first year of the term. Merry Christmas to the employees,citizens and everyone else.
