HomeMy WebLinkAboutSeptember 21, 2020 City Council Minutes COMMON COUNCIL OF THE CITY JEFFERSONVILLE, INDIANA September 21,2020 Regular Meeting Minutes The Common Council of the City of Jeffersonville, Indiana met for the Regular Meeting via teleconferencing on September 21,2020. Council President Owen along with City Clerk Gill called the virtual meeting to order at 7:00 p.m. ROLL CALL: The roll call was conducted by City Clerk Lisa Gill and those present was Council President Matt Owen and Councilperson Donnie Croft;those members teleconferencing(Covid-19)were Councilperson Dustin White, Councilperson Bill Burns,Council Vice President Scottie Maples,Councilperson Steve Webb, Councilperson Scott Hawkins and Councilperson Ron Ellis-8 members present; Councilperson Joe Paris absent. APPROVAL OF MINUTES: Council Vice President Maples made a motion to approve the Minutes of September 8,2020 of the Regular Meeting,seconded by Councilperson Burns; roll call vote: Councilperson White-yes Councilperson Burns—yes Council Vice President Maples-yes Councilperson Croft-yes Councilperson Webb-yes Council President Owen-yes Councilperson Hawkins—yes Councilperson Ellis—abstain Motion passes 7-0-1 APPROVAL OF THE AGENDA: Council President Owen indicated that a revised Agenda went out this afternoon to Council to add Ordinance Number under Public Hearing for the 2021 Budget. Council Vice President Maples made the motion to approve the revised Agenda,seconded by Councilperson Croft; roll call vote: Councilperson White-yes Councilperson Burns—yes Council Vice President Maples-yes Councilperson Croft-yes Councilperson Webb-yes Council President Owen-yes Councilperson Hawkins—yes Councilperson Ellis-yes Motion passes 8-0 CLAIMS TO APPROVE: Civil City$1,001,680.56—Ms. Heather Metcalf, City Controller indicated no changes. UNFINISHED BUSINESS: 1. Les Merkley 2020-OR-43 Amending Jeffersonville Municipal Code Mr. Les Merkley,Corporate Counsel— in the packet is a revised Ordinance for license requirements to address small do it yourself jobs for residents. Under section 150.75 paragraph A; a sentence was added stating an electrical license shall not be required for the installation,alteration or repair associated with receptacles, switches, ceiling fans, lighting fixtures and any other minor repairs approved by the Building Commissioner. Councilperson Hawkins made the motion to amend the Ordinance, seconded by Councilperson Croft; roll call vote: Councilperson White-yes Councilperson Burns—yes Council Vice President Maples-yes Councilperson Croft-yes Councilperson Webb-yes Council President Owen-yes Councilperson Hawkins—yes Councilperson Ellis-yes Motion passes 8-0 Councilperson Hawkins made a motion to approve the Ordinance 2020-OR-43 on the second and third reading, seconded by Councilperson Burns; roll call vote: Councilperson White-yes Councilperson Burns—yes Council Vice President Maples-yes Councilperson Croft—yes Councilperson Webb-yes Council President Owen-no Councilperson Hawkins—yes Councilperson Ellis—yes Motion passes 7-1 Page 2 of 5 2. Les Merkley 2020-OR-44 Amending of Permit Fees Mr. Merkley indicated no changes to the Ordinance. Councilperson Hawkins made the motion to approve the Ordinance on the final reading;seconded by Councilperson Webb; roll call vote: Councilperson White-yes Councilperson Burns—yes Council Vice President Maples-no Councilperson Croft-yes Councilperson Webb-yes Council President Owen-no Councilperson Hawkins—yes Councilperson Ellis-yes Motion passes 6-2 3. Heather Metcalf 2020-OR-45 Ordinance for Additional Appropriation Ms. Metcalf indicated no changes. Ms. Gill indicated that no comments were received by Clerk's Office. Public Hearing opened at 7:11 p.m. Councilperson Croft went down to the first floor in City Hall—he reported no one appeared to speak for or against the Ordinance. Public Hearing closed 7:12 p.m. Councilperson Hawkins made the motion to approve the Ordinance on the final reading,seconded by Councilperson Croft; roll call vote: Councilperson White-yes. Councilperson Burns—yes Council Vice President Maples-yes Councilperson Croft-yes Councilperson Webb-yes Council President Owen-yes Councilperson Hawkins—yes Councilperson Ellis—yes Motion passes 8-0 4. Heather.Metcalf 2020-OR-46 Ordinance to transfer within the same Department Ms. Metcalf indicated no changes. Councilperson Burns made the motion to approve the Ordinance on the final reading,seconded by Council Vice President Maples; roll call vote: Councilperson White-yes Councilperson Burns—yes Council Vice President Maples-yes Councilperson Croft-yes Councilperson Webb-yes Council President Owen-yes Councilperson Hawkins—yes Councilperson Ellis—yes Motion passes 8-0 NEW BUSINESS: 1. Heather Metcalf 2020-OR-47 Public Hearing for the 2021 Budget Council President Owen indicted this is the 2021 Budget presented for Budget Hearing. Ms.Gill indicated that no comments were received by the Clerk's Office. Public Hearing opened at 7:16 p.m. Councilperson Croft went down to the first floor in City Hall —no one appeared to speak for or against the Ordinance. Public Hearing closed 7:17 p.m. Councilperson. Webb made the motion to approve the Ordinance on the first reading,seconded by Councilperson Croft; roll call vote: Councilperson White-yes Councilperson Burns—yes Council Vice President Maples-yes Councilperson Croft-yes Page 3 of 5 Councilperson Webb-yes Council President Owen-yes Councilperson Hawkins—,yes Councilperson-Ellis-yes Motion passes 8-0 2. Heather Metcalf 2020-OR-48 Ordinance for Additional Appropriation Ms. Metcalf indicated this is to move funds received by Greater Clark County School Corporation to reimburse the Park's Department for the last four month of this years' utilities at the Nachand.Fieldhouse (as agreed during the school calendar). Councilperson Hawkins made the motion to approve the ordinance on the first and second reading,seconded by Councilperson Croft; roll call vote: Councilperson White-yes Councilperson Burns—yes . - Council Vice President Maples-yes Councilperson Croft-yes Councilperson Webb-yes Council President Owen—yes Councilperson Hawkins—yes Councilperson Ellis—yes Motion passes 8-0 3. Kim Calabro 2020-OR-49 for the 2021 Salary Ordinance Ms. Kim Calabro, Human Resources Director indicated that changes made included Fire Department Administrative Assistant II instead of Administrative Assistant I; no pay change,and no pay grade change. Firemen employees' base pay=no changes per their contract. Police—Administrative and Case Management Support Specialist changed that title to be an Internal Crime Analyst II, remains a pay grade 4. Police positions were reduced to 92;that will help compensate for the second Crime Data Analyst. Police Union President.indicated that the Police Contract has not been finalized.. Any changes in that base will be reflected at the next Council meeting or two. If there is anything I have overlooked please let me know. Council Attorney Larry Wilder—no comment DEPARTMENT HEAD COMMENT: • Ms.Calabro—indicated October 1 is the date for City Employee and their dependents flu shot at the Envision Center with drive thru setup. • Ms. Metcalf—good Page 4 of 5 COUNCIL COMMENTS: • Councilperson White—explanation for vote on budget, I'm glad it was passed on the first reading I consider it a procedural measure since we had a public hearing today, but I would like to speak with all of you in the coming weeks regarding the budget numbers. • Councilperson Burns—subcommittee met with FOP;we came up with some favorable terms;should be getting a redline version of the updated contract any day now. I'm going to follow up on that and once I receive it I'll get it out to Mr.Wilder and Council to review. • Council Vice President Maples—no comment • Councilperson Croft—thank you to Street Commissioner going above and beyond in this situation, I called and debris was picked up that afternoon or next morning. • Councilperson Webb—no comment • Councilperson Ellis—no comment • Councilperson Hawkins a. questioned Ms. Metcalf about signing in person; Ms. Metcalf indicated the document will be in the Clerk's Office, Monday through Friday 8 a.m.to 4:30 p.m. b. apologized to the subcommittee for his absences in the FOP meetings, but thank you for doing the heavy lifting. • Council President Owen—no comment ADJOURNMENT: Council Vice President Maples made the motion to ADJOURN the meeting at 7:29 p.m. APROVED BY: c _ Matt Ow•n, •re se ATTEST: Lisa Gill,Clerk Page 5 of 5
