Regular Meeting Minutes
The Common Council of the City of Jeffersonville, Indiana met for the Regular Meeting via teleconferencing on
July 20, 2020.
Council President Owen along with City Clerk Gill called the virtual meeting to order at 7:02 p.m.
INVOCATION: Council President Owen requested Councilperson Ellis to lead us in prayer.
ROLL CALL:
The roll call was conducted by City Clerk Lisa Gill and those present were Council President Matt Owen,
Councilperson Donnie Croft;those members teleconferencing(Covid-19)were Councilperson Dustin White,
Councilperson Bill Burns,Councilperson Joe Paris,Council Vice President Scottie Maples, Councilperson Steve
Webb, Councilperson Scott Hawkins, and Councilperson Ron Ellis—all 9 members present.

REPORT OF THE CLERK: Ms. Gill instructed the Council to be looking for an email regarding insurance
premiums since we are working on the budget.
UNFINISHED BUSINESS:
1. Heather Metcalf 2020-OR-32 Ordinance of Additional Appropriation Ms. Metcalf indicated no changes.
Council President Owen open the Public Hearing at 7:11 p.m.Councilperson Croft left the room to see if
anyone was in the Council Chambers to speak, returning and indicated that no one appeared in person and
Ms. Gill also indicated no emails/letters were received by the Clerk's Office for the Ordinance (according to
Covid restrictions). Council President Owen closed the Public Hearing at 7:12 p.m. Motion made by Council
Vice President Maples to approve the ordinance on the third and final reading, seconded by Councilperson

NEW BUSINESS:
1. Len Ashack Director of Wastewater 2020-OR-33 Ordinance Amending and Supplementing Amended
and Restated Ordinance 2019-OR-68 Mr.Ashack indicated that this clarifies that we have two debt service
accounts: one surety bond for the 2017 Bonds,and one debt service reserve for all the other Bonds the Sewer
Board has outstanding. Motion to pass Ordinance on first and second reading was made by Councilperson
Ellis,seconded by Council Vice President Maples; roll call vote:

2. DeLynn Rutherford Grant Administrator for Redevelopment 2020-R-8 Resolution for COVID-19
Response Program Grant from the Indiana Office of Community and Rural Affairs Ms. Rutherford indicated
that she needs approval from the Council to apply for a grant request of$250,000 because the$180,000
already issued for Jeffersonville Sustains Small Business Grants will be allowed under this grant request as part
of the match. Councilperson Burns made the motion to approve the resolution, seconded by Council Vice

3. Les Merkley Corporate Council 2020-R-9 Resolution Approving Amendment to Agreement between the
Jeffersonville Redevelopment Commission,Jeffersonville Common Council and the Board of School Trustees
for the Greater Clark County School Corporation Mr. Merkley presented the resolution stating this is the
Fetter Education Center property(owned by GCCS)which was not to be used as a bus depot when the
Redevelopment and GCCS'Tiff fund agreement was established. The GCCS bus depot is in major renovation
and they are asking for bus parking temporarily on the Fetter Education Center parking lot through December
1st Other requirements are included, such as no more than 35 buses will be allowed to park on this site,and
that those buses that must exit onto 10`h Street and not turn left on 10th. Councilperson Hawkins requested
the Council to approve even though he was abstaining due to GCCS being his employer and Council Vice
President Maples also stated he would abstain due to former employment relationship. Councilperson Burns

4. Heather Metcalf City Controller 2020-OR-34 Ordinance for Additional Appropriation Ms. Metcalf
indicated this is an additional appropriation from the Planning in Place Making Fund cash in that fund. Mr.
Chad Reischl Planning and Zoning Director indicated this is funds that were received from Jeffersonville Urban
Enterprise Association and Community Foundation of Southern Indiana and "fees in lieu of"for a project to
plant 100 new trees later this fall through Louisville Grows. Motion by Council Vice President Maples on the
first and second reading to approve the appropriation,second by Councilperson Hawkins; roll call vote:

5. Heather Metcalf City Controller 2020-OR-35 Ordinance to Transfer within the same Department
Council President Owen indicated this is a transfer also for the project for Planning in Place Making Fund as
stated in 2020-OR-35. Councilperson White made the motion to approve the ordinance on the first and

• Councilperson Ellis—reported that he started a social media question removing the statue of Thomas
Jefferson in Warder Park; numerous comments with the majority being negative toward moving the
statue;with very few African Americans who favorably recommend remove the statue. Mr. Ellis said
he will continue to monitor but has no recommendation but will send anything that comes to Mr.
Merkley.
• Councilperson Hawkins—not a new issue but inquired why we are planting new trees when we are
not taking care of the trees we have, namely those along 10th Street and up near the new Kroger area.
He would like to see if someone would review. Suggested people go to the GCCS website regarding
school opening,teacher start Friday and some miss information by people is out there. Just a
reminder to be patient with everyone from the top—superintendent all the way down with this new
school year. Prayers for teacher and students.
Councilperson White followed up with Councilperson Hawkins concern of dead trees and suggested Mr.Wilder
develop an ordinance with cost sharing to take down dead trees and plant new ones. Councilperson Burns
said we already have an ordinance that you cannot have a dead tree in Jeffersonville. Councilperson Hawkins
would be for upgrading the ordinance, but indicated the trees he is talking about are City owned trees. Mr.
Reischl and Green Team with review.
