Council President Owen along with City Clerk Gill called the virtual meeting to order at 7:02 p.m. Council President Owen requested Councilperson Ellis to lead us in a prayer. ROLL CALL: The roll call was conducted by City Clerk Lisa Gill and those present were Council President Matt Owen, Councilperson Donnie Croft;those members teleconferencing(Covid-19)were Councilperson Dustin White, Councilperson Bill Burns,Councilperson Joe Paris(entered at 7:13 p.m.), Council Vice President Scottie Maples, Councilperson Steve Webb, Councilperson Scott Hawkins, and Councilperson Ron Ellis—all 9 members present. REPORT OF THE CLERK: Nothing at this time UNFINISHED BUSINESS: None Note: Councilperson Paris joins the meeting NEW BUSINESS: 1. One Southern Indiana(1SI)Update on Jeff Sustains Small Businesses Loans Council President Owen reported that round one is complete with the Jeffersonville Sustains Small Businesses Loans through 1SI, with just over$100,000 awarded. We have sent an addition $50,000 to finish funding round one and start round two, which closed today with 9 new applications. Round three starts tomorrow for any business who missed the first two rounds. I would ask for a motion to allow flexibility to send up to $50,000 to cover the balance needed to complete the final round. This is not in addition to the original amount approved. Chad Reischl 2020-OR-26 Ordinance Changing the Zoning Map of Property Located at 120 Fairview Avenue from M1(Low Density Multi-family)to R3(Old City Residential) Mr. Chad Reischl, City Planning&Zoning Director- Murphy Homes requested to subdivide parcels to build 5 single family homes. Come with a favorable recommendation from Plan Commission. Mr. Chase Murphy— this is 7 lots to be subdivided into 5 to make the homes more attractive, price$165-170,000; 1150-1200 square feet, 3 bedroom 2 bath homes. Public Hearing-7:17 p.m. no one appeared to speak for or against with the exception of the applicant on this petition. Council Attorney Larry Wilder inquired if all public notices were Page 2 of 5 sent, Mr. Reischl confirmed yes. Chad Reischl 2020-OR-27 Ordinance Changing the Zoning Map of Property located at 3715 East 10th Street from Planned Unit Development Commercial to Planned Unit Development Mr. Reischl indicated Nicklies Development requested the amendment to the development plan booklet that governors the Jeffersonville Commons property to allow mini storage units and change signage. Comes with a favorable recommendation from the Plan Commission. Public hearing—7:25 p.m. no one appeared to speak for or against with the exception of the applicant on this petition (Mr.Jim Calvery). Council Vice President Maples made the motion to approve the Ordinance, seconded by Councilperson Webb; roll call vote: Councilperson White-yes Councilperson Burns—yes Councilperson Paris-yes Council Vice President Maples-yes Councilperson Croft-yes Councilperson Webb-yes Council President Owen -yes Councilperson Hawkins—yes Councilperson Ellis—yes Motion passes 9-0 4. Chad Reischl 2020-OR-28 Ordinance Amending the Jeffersonville Zoning Ordinance (2000-OR-61)to make Revisions to Article 7—Development Standards Mr. Reischl indicated there are numerous miscellaneous recommendations to this Ordinance including lighting, loading and entrance standards in River Ridge. Also changes to parking standards reductions for multi-family developments,setbacks in multi-family developments, removed expressway bumper; and downtown parking. All comes with favorable recommendation from the Board. Public Hearing—7:32 p.m. no one appeared to speak for or against amendment. Councilperson Paris with Pastor Jim Moon—update on Catalyst Rescue Mission Emergency Housing Pastor Moon reported that 28 people stayed at Red Carpet Inn since starting the Emergency Housing on May 19; 18%were from New Albany, 14%Jeffersonville, 14%Charlestown,7%Clarksville,the balance was other Indiana cities, and 3 out of state,from the following agencies: Center for Women (Domestic Violence),Clark and Floyd County Probation, Life Spring, Clark Memorial Hospital, and Jeffersonville and New Albany Housing. Good new to report zero positive cases out of those 28 plus 5 extra. I appreciated the$10,000 Grant that helped us bridge over till the FSSA funds are available,which we should be reimbursed from Clark County Health Department soon. The account balance is($396)today. Councilperson Paris—how many residents move from the hotel to the shelter? Pastor Moon-8 are still at the hotel and 20 into the shelter. We now do phone screening to cut down drop offs who are not eligible to stay from local agencies. We require a 7 day staging before moving into the shelter and many decided not to come because of that including many who are handicapped because we cannot meet their needs. Councilperson Paris- how many are in the shelter today? Pastor Moon-92 plus 8 at Red Carpet Inn. Our concerns right now is at what time will the shelter fill up because services to help people move out are unable or slowly opening up. We are moving as best we can under the circumstances. Councilperson Paris—how many have you placed in permanent housing? Pastor Moon—this year before March 13 we helped 24 move to permanent housing, since March 13 less than 10. Thank you ATTORNEY COMMENT: Council Attorney Larry Wilder—appreciate the opportunity to be a part of this Governing Body. You will be historically known as the Arm of this Government that brought this City thru unpresented times and I will assure you I will stand by you to uphold the rule of law to service the people of this community that the Courts would recognize as appropriate under the circumstances. I'm proud to be with you and you are doing an amazing job in this place in history. Council President Owen—question the Governor's Order for public meetings. Mr. Les Merkley, City Administration Attorney—I believe it is thru June 13 and I believe he will issue a new order that virtual meetings will continue through July 4. DEPARTMENT HEADS: Chief of Police Kenny Kavanaugh—This past Saturday the City of Jeffersonville was the presence of a gathering related to a shooting with a citizen by Indiana State Police (ISP)which occurred April 29, 2020. I want to acknowledge those citizens that participated who afforded us the opportune to fulfill our oath by protecting and serving everyone involved within their constitutional rights. I also want to thank the Jeffersonville Fire Department and other city employees, ISP, Clark, Floyd and Harrison County Sheriff Departments, Clarksville and New Albany Police with their help and those standing by to help. We all came together in this challenging time—law, city employees and citizens. That says something about Jeffersonville that we came together to resolve and we do respect Constitutional Rights. We want citizens to have confidence in our departments; we do not condone the type of behavior we seen in Minneapolis' law enforcement. It's important we maintain that we police with all communities in Jeffersonville, Clark County and Southern Indiana. We cannot do that alone,we cannot do that apart, but must do that together, hand in hand. I appreciate the Mayor,the City Attorney and City Council who support us to serve the citizens of Jeffersonville. Thank you COUNCIL COMMENTS: • Councilperson White—echo remarks of Chief and applaud those efforts. Jeffersonville Police Department (JPD) is a training for police agencies nationwide, protecting citizens who needed to voice an opinion. With all the stress, despondency when numerous times someone sought to engage police, the JPD maintained a non-threating distance. I followed the protest,the JPD protected their Constitutional Rights to express their concerns with respect to what happened with ISP and what they Page 4 of 5 • see on the news nationwide all happening in the middle of a pandemic; people worried about their wellbeing. Thank you Chief for an exemplary job, I'm proud to be on this Council with a police department that protects the citizens and themselves; helping businesses and homeless, and to maintain City operations in a time where stress is being felt around the country and world. • Councilperson Burns—expressed gratitude to Chief and JPD for protecting us during this time along with all the first responders. • Councilperson Paris—thanked JPD for all their great work. Thanked Pastor Moon for the updates, thankful for his efforts regarding how they operate, not just a place for homeless to stay but helping with permanent housing, doing a great job. • Council Vice President Maples—echoed Councilpersons White, Burns and Paris. Worked with JPD on Saturday, smooth as possible and thanks to the city employees working during the pandemic. • Councilperson Croft—thanked Chief for their preparedness and foresight. Reached out to 3 businesses who received assistant with Jeffersonville Sustains Small Business,all were grateful, 2 did not think they would stay afloat without this money. Thank you to everybody for what we are doing. • Councilperson Webb—thanked all City Officials, Fire and Police • Councilperson Hawkins—echoed Councilperson White with this being a stressful time,so much ugliness and beauty during this emotional time. Thanked Pastor Moon for the updates and doing God's work. Chief thank you, we are the envy of other departments because of your leadership. Jeffersonville Sustains;these are truly small business,your neighbors,who are making their business survive month to month. Over a 4 day period of graduating high school students, Class of 2020 was born with 9/11 and now graduating with how the world is now. A special shout out to my son, Nicholas,Summa cum Laude,very proud of him and all the kids coming out of Jeffersonville High (JHS). • Councilperson Ellis—questioned if the accident this afternoon involved a City truck. Chief indicated there was a city vehicle rear ended on 10th Street with serious injuries to the other driver. ISP will handle the investigation because a City vehicle was involved. We did an internal investigation assisting the City Safety Director for an administrative proceeding. Councilperson Ellis thanked Chief for leading an exemplary department,we have some of the greatest departments around and all those who work with you continuing wonderful service. • Council President Owen—echoed Congratulations to the JHS Class of 2020. Thanked Pastor Moon and his staffs work of zero cases of Covid in the homeless population, results of strong work and appreciated the help from the Health Department. Thanked all the City Departments and other public agencies with their support over the weekend. We seen an outcry in the streets, no disruption but a valid outcry in a positive way. Appreciate the professionalism ofJPD safety and rights. Everyone I talked to was positive about the way our local officials participated in the discussion and demonstrations.
