JEFFERSONVILLE, INDIANA
March 2,2020
The Common Council of the City of Jeffersonville, Indiana met in regular session in Room 101,
500 Quartermaster Court,Jeffersonville, Indiana at 7:00 p.m.on March 2,2020.
Council President Owen along with City Clerk Gill called the meeting to order at 7:00 p.m. Councilperson
Ellis gave the invocation and Council President Owen asked Scout Troop Pack#4001 to lead us in the
Pledge of Allegiance.
ROLL CALL:
The roll call was conducted by City Clerk Lisa Gill and those present were Councilperson Dustin White,
Councilperson Bill Burns,Councilperson Joe Paris, Council Vice President Scottie Maples,Councilperson
Donnie Croft, Council President Matt Owen, Councilperson Steve Webb, Councilperson Scott Hawkins
and Councilperson Ron Ellis. All members present-9
MINUTES TO BE APPROVED:
Councilperson Burns made a motion to APPROVE the minutes of the February 17, 2020 regular meeting
with Councilperson Webb seconding, and motion PASSES 9-0.
APPROVAL OF THE AGENDA:
Council President Owen made a request to add a Transfer Ordinance and the 2019 Gateway Financial
Reports; Councilperson Croft made the motion to amend the agenda, seconded by Councilperson
Maples and motion passes unanimously 9-0. Councilperson Maples made the motion to approve the
amended agenda, Councilperson Burns seconded the motion and motion passes 9-0.
CLAIMS TO BE APPROVED:
City Controller Heather Metcalf presented the Civil City Claims in the amount of$833,820.11.
Councilperson Hawkins made a motion to approve the Claims with Councilperson Webb seconded,
motion passes 9-0.
City Controller Metcalf presented the Parks Claims in the amount of$41,367.22. Councilperson Burns
made a motion to approve the claims with Councilperson Paris seconding and motion passes 9-0.
REPORT OF THE CLERK:

UNFINISHED BUSINESS:
1. Heather Metcalf—2020-OR-12 Ordinance Transferring Certain Funds within the same
Department Controller Metcalf indicated no changes. Councilperson Maples made the
motion to pass the ordinance on the final reading, seconded by Councilperson Paris and
motion passes 9-0.
2. Heather Metcalf—2020-OR-13 Ordinance of Additional Appropriation Controller Metcalf
indicated no changes. Council President Owen reminded Council that this is for Park
Vehicles and Spring Street Master Plan. The Finance Committee met to review the budget
and vehicles for different departments and also held meetings with Street and Sanitation to
work on five year plan. Councilperson Croft asked if there was more news on used vehicles.

Parks Director Northam indicated that they have found some,some already sold, but yes
the plan will include 3 used and the Parks five year plan will be ready by the next Council
meeting. Councilperson Hawkins made the motion to approve the ordinance on the second
and third reading, seconded by Councilperson Burns and motion passes 9-0.
NEW BUSINESS:
1. Heather Metcalf-2020-OR-15 An Ordinance Transferring Certain Funds within the same
Department Parks Director Northam indicated that his special events manager resigned and
he would like to keep her on contract and train a new employee through December. The
request is to move$30,000 from her salary line into contract services. This will leave some
funds for the new employee salary starting September or October. Councilperson Maples
asked if this is lump sum contract with an option out. Counsel Merkley indicated it would be
monthly and Parks Authority would have to approve this contract.
JPD Chief Kavanaugh made the request to move$80,000 for the grant for the boat with
24 months to complete that project. The Police Department is moving in a direction to be
stand alone in Information Technology to upgrade to a commercial speed to be able fulfil
needs and go direct in line with Clark county 911 automated dispatching. Council President
Owen-for the grant project with 24 months to complete you will not need funding for this
year and next year to make that match. Kavanaugh we will still put in line our budget next
will include 80,000 for the boat, however we are making a priority and focus the IT upgrade.
Hawkins the match is for$80,000 this year or next year. Kavanaugh yes. Councilperson
Hawkins made the motion to approve the ordinance on the first and second reading, Croft
second the motion and motion passes 9-0.
2. Heather Metcalf-2020-OR-16 An Ordinance of Additional Appropriation—Controller
Metcalf indicated that this is for vehicles for Sanitation,Street, Local Roads and the last two
lines are for the Cane Run Pump Station. Council President Owen-the Council Finance
Committee met and reviewed the immediate and long term needs and put together a 5 year
plan. Funds are from reserve balance. Councilperson Burns made the motion to approve on
the first and second reading, seconded by Councilperson Hawkins and motion passes 9-0.
3. Heather Metcalf—Ordinance 2020-OR-17 An Ordinance transferring certain funds within
the same Department—Vehicle Maintenance Director Michael O'Brien presented the
ordinance requesting a transfer to replace the tire changer that is over ten years old;
repaired three times last year and could be down again at any time. Vice President Maples
asked if his supplies fund would be okay for the rest of the year. Director O'Brien yes. Vice
President Maples made the motion to pass on the first and second reading. Councilperson
Hawkins made a request to suspend the rules to allow immediate purchase. Vice President
Maples rescinded his motion and made a motion to suspend the rules to allow all three
reading with the expectation of a unanimous passing; seconded by Councilperson Hawkins
and motion passes unanimously 9-0. Vice President Maples made the motion to approve
the transfer on all three reading, seconded by Councilperson Hawkins and motion passes
unanimously 9-0.
4. Heather Metcalf—City of Jeffersonville Financial Report
Controller Metcalf presented two set of reports;the 2019 City of Jeffersonville and the
Redevelopment Financial Report which will be submitted to the State of Indiana. The
reports also included 2019 Encumbrances,two year old Checks and Investments.
Councilperson Hawkins made the motion to accept the reports into the records,seconded
by Councilperson Burns and motion passes 9-0.

ATTORNEY COMMENTS:
Counsel Zach Stewart sat in for Mr.Wilder and thanked the Council for allowing him to do so.

Councilperson White—no comment
Councilperson Burns—confirmed a meeting is scheduled with Fire Union on March 4 at 5:30 p.m.
Councilperson Paris—no comment

Councilperson Croft—stated this was a good meeting with a lot accomplished.
Councilperson Webb—no comment
Councilperson Hawkins—thanks the Scouts for coming out and also thanked the Council Finance
Committee for what he thought was a successful meeting and everyone worked well together and put
together a good plan on these large purchases.
Councilperson Ellis—no comment
Council President Owen—no comment
